~ Mr. Arden.Pinkham appeared before the Council to voice his objections
~°'~' - to various-:pk~ases of the proposed budget.. A lengKty discussion
was held. ,

m :Ordinance,No. 896 was read, this being an ordinance adopting the
`1967-68 Budget as approved by-the Council. and Budget Committee..:
Motion~by Ayres, ,second by Walker that Ordinance No. 896 be adopted.

An agreement between Rogue River Irrigation District, School District
6 and°the~City of Central-Point-for use of available; water from
. . Mingizs Creek-:for irrigaton.of joint. park, at Jewett School. was read.
' School District 6 to pay for said water. Motion-by .Ayres,,. second
by Walker that the agreement. be approved. All in favor. Motion carried.
A-discussion was held on a proposed retirement. program for.City-
employees.,;':Motion made by Ayres, second by Tonn that program be
',turned over to the Administrative Committee for study and recom-.
mendation.".All in favor. Motion carried.
The prolonged illness of ,Patrolman. Ellsworth Robison was discussed.
'Patrolman ';Robison being-in Portland Hospital at this. time. To be
discussed at regular Council. meeting. July 11,.1967.

The Common Council met in regular adjourned session with Mayor.Bartley
presiding.
Roll call found: present; Ayres, Holbrook;' Tonn, Tucker, Muslianey. ."
Absent;•Walker (who had resigned as of July 1). -
The minutes of the previous meetingsL~twere discus,sed~. Councilman`'.Tuck'er
noted that the minutes of June 30 sfiould be corrected to read,."a
motion was made by~ Walker, second by Tucker that the -bid of W~,-H:% Conrad ~'
for Maple Street sewer and street improvements,--" Maple Street had~~'
been omitted.
Motion, made and seconded the minutes beyapproved as corrected: -`Motion
carried.
Planning Commission minutes were discussed. -
Mr. Mason gave members of the council copies of an ordinarice.~.~`
regulating signs°in the City of Lake Oswego. The Planning
Commission had been studying the"ordinance in order to obtain
ideas for a sign ordinance for th°e City .of Central Point. Mr..~-
Mason said he. felt the city should have such an ordinance,
Mr. Mason read a letter from the State Highway Department in: answer
to his°request for improvement~sson the traffic light at Highway 99
and Pine Streets'. The Highway`Department said the light should`be
improved', and the costs would be°approximately $2,000 of which the
city would have to pay half.. The State Highway Dept. would require
the city to put a deposit of~$1,000 before the work could be
started. The council instructed Mr. Mason to write the department
a letter requesting a layout of the improvements they had in mind.
Mr. Mason explained to the council that he was concerned about the
high costs. of the improvements on Haskell street. The costs were °
approximately $1.00 over any previous street.- Part of the costs
could be due to. the extra excavation and the width of the street:-
(40 feet) The council asked the engineer what he felt would cause ~.
the street to cost so much.' He said it was due in part to•the`cost~~
of excavation from soft spots in the street.
Discussion on°mantenance-contract for the city's radio equipment.
Mr. Mason said he had.-dhecked, and he felt'that if the city signed
an agreembnt with Tom Winnifred, Rogue Communications, that the
city would save from $t~00 to $500 per year on maintenance costs. .,.
Motion made and seconded to sign maintenance agreembnt with Rogue
Communications for radio maintenance. Motion carried.
Recorder Mason said he .had numerous complaints from property owners.
who were concerned about .dry grass and debris on vacant lots in the '
City. _

People have been afraid-the dry, grass would catch .fire. and destroy ,
their homes:" Mr. Mason read"Sec. 2, Ordinance No. 817. and asked the

.attorney if: this section could be used. to force, residents to clean
up.;the fire hazards and debris from the property. Mr. Mansfield
...said the ordinance could be used for this.
_ 'Recorder Mason was instructed to notify the property owners in violation.
Bids were 'opened for the installation of Sewage Lift Pumps in the

Tt was"moved and seconded to table bids and turn over to engineer for
'`tabulation., study and recommendation... Motion carried.
The councih`asked Mr. :Warren his opinion as to why there was such .
a`.difference in the price of the .pumps as, quoted by each. bidder from
the same company. Mr. Warren said the service, efficiency, and the
cost to install would-make the prices vary.
'..Mr..Mason explained several items on the Budget of 1967-68 that had
'been questioned by Mr. Hrden Pinkham: Mr. Mason had checked. them with
the Knox Accountants, Chet Guches, County Treasurer and the State .Tax
Commission;,-~~The Budget as presented, was correct. Mr. Pinkham had`,
not included'Code 6-12, utilities, and personal property in his figures
for the assessed valuation. :Also, the amount of taxes levied, but
not expected to be collected during. the year as entered was correct.
Letter from;, Wilbur L. Warren, engineer. Mr. Warren explained that
the city. had:=a~aproblem of drainage on the NE corner of Cherry Street
and~lst~'Street: The new construction on N. 1st will. block the.exstimgl:-
d•rainage"ori-_Cherry Street which flows toward 1st Street:. He recom-` ;~~.
mended"--the city install an 8 inch storm sewer behind the curb on the
West "side-.of 1st Street from Cherry Street to the northerly"terminus.

This :would°relieve the situation until Cherry-Street is paved. It
~~ would'.requre approximately 275 feet of pipe line, and the engineer
recomrriended it be installed by the city crew.

Mr. Mason said he had checked the situation, and did not feel this
plan would be feasible, since there were several sewer conncets to
houses in the way, and they were so close to the top of the ground,
it would be hard to insta-11 a storm drain.
Councilman Mushaney requested the council again consider instal-ling
a concrete slab in the City Park near the flagpole at the SE corner
of the park. He said he-had contractors who would do the work:'f ~~
the city would furnish the materials. During the Fourth of July
Family Festival he had discussed it with some of the councilmen;
and they. had, thought,it was a good idea. It could be used for a dance.
floor for the Festival and for other games. The Lions Club"had 'a
backboard they would donate to be used there. He felt the slab would
not take any space°away from picnic areas or other activities;.
It was moved by Mushaney, second Ayres to install a concrete:-slab in
the city park. .
Roll call voter"Ayes; Ayres, Mushaney. Nayes: Tonn, Holbrook, Tucker.
Motion not carried.

Councilman Holbrook said he had looked over the situation, and`'felt
the slab would take away part of the picnic area and the play area.
He also felt the park: should not be used for games, like basketball;
they should be~"confined to the other -recreation areas like the"'school.
It-was moved by Holbrook, second Tonn to study the possibility.>of
installing a concrete slab in the:city park. Motion carried.
Discussion for filling the unexpired term of office of Robert;`. V.'
Walker, councilman Ward III, who had resigned since he was mooing out
of town. Several names were submitted for consideration: Ralph
Mundlin, Ernest Strawn, Thomas'~V. Thomas, Allen Hill.
It was moved and seconded that Allen Hill be nominated to fill the
position of councilman, Ward III. Motion carried.

Committee reports:.. ._
Water committee reported they-had considered the request:,of~ '
Charles Bateman for a water connect for his sons new house on
Taylor Road, which is outside the city limits. The committee recom-
mended that Mr. Bateman"be requested to annex the property if. he:
desired water service. The people of Central Point have to pay., taxes
to build the reservoir and have adequate water, and anyone who: wants.
that service, should have to help pay the costs.
It was moved and seconded to accept the recommendation of the committee
to require Mr. Bateman to annex the property if he desires water-`':
service, and instruct the City Recorder to advise him of this by Setter:

`°Also, to~have plaques made ;for Edward J. Zander and Vernon A. Capps
for.-a0~years of service to; the city. The council agreed to both.
~gecorder Mason presented a petition for the improvement of,South
-. First Street from Oak Street to Cedar .Street, with curbs; gutters,.;,
":paving: ;'The petition carried signatures of 58~ of the property
owners owning front footage, for the improvement.
It:was mooed and seconded to:approve-the petition for the improvement
on~South First Street from Oak Street to Cedar-Street.Motion carried.
Request ~of Van Wey's Market to parka "Mustang" car in front of their
market for about tight-weeks for a promotion. After much discussion,
it .was moved. and seconded to allow Van Wey's to park the car in front
of'the store. Mr. Mason was instructed to inform the Vari,.,Wey's of
the stipulations involved. Cleaning the street, platform, policing. -

Letter from F~ogue Valley Irrigation District re: easement in West
Pine Vi11a:Subdivision.
A motion was, made and seconded to instruct Attoamey Mansfield to
write a.°letter to Rogue Valley Irrigation District on the matter.

Discussions"on Amusement Tax Ordinance. Requests have been made by
owners: to..specify pin ball machines or amusement devices. The State.
.-.tax.. is only.:':$50.00, while the city ordinance calls for $75..00 per
'machine:`~Attorney Mansfield described an amusement machine as one
that does~not dispence a product.

Cheif of Pol ice, Ed"ward" Zander; presented a` report from the Police '
Department for.the,month of June. - -
Discussion about Ellsworth Robison, patrolman. Cn July 19 his sick" -
\ leave a,nd va cation time will be used. There was some doubt as to -~
whether Mr. Robison would be able''to return to police work due~~to `:
his serious condition after several operations: The council'tabled_•:~.• '
final decisi on until more information is obtained and a meeting held
on the matter.

Attorney Mansfield advised .the council he was ready t o proceed with
foreclosure on•property located at'S01 Cedar Street. The property'
now being purchased by Mr.. and Mrs. James Hudson. Notices of``~.ssessment
had been sent toaall persons having any interest in the property;
Hudson'~,Tom Whttle,`~Mr. and Mrs. Robert Frazer, and James Nstler.
None of them~had signed to_pay the assessment or made any effort to -
pay it. ~Mr. Mansfield was instructed to proceed with the foreclosure.
Motion made and seconded that the Recorder be instruc ted to draw
