Roll call found Ayres, Holbrook, Tucker, Mushaney and, Walker present, Absent: Tonn. Also present: Mason, Tate, Mansfield. Minutes of the previous meetings were discussed as mailed to each Councilman. Motion by Walker, second by Ayres that the minutes be approved.- Motion carried. - Bills were presented to the Council-for their audit. Motion by Holbrook, second by~Mushaney that the bills be approved and the Recorder be instructed to draw warrants on the proper funds for paying them. Motion carried. The Public- Hearing for the proposed new Zoning Ordinance was then called. Attorney Mansfield stated that there were some legal problems that needed to be attended to in the wording of certain sections of the proposed Ordinance. Mr. Brenner, Jackson County Planning consultant-, stated that certain sections had been re-drafted according. to the discussion held in Mr. Mansfield's office wity Mayor Bartley and City Administrator Mason. A motion was made by Walker, second by Tucker, to~table the discussion on the new Zoning Ordinance until later on in the meeting. The Bid Opening on Maple Street Improvement, Street and Sewer, Alternates "A" and "B" was then called. The following bids were read: - "A" "B" TOTAL Concrete Steel Corp. $39,203.90 10,442.60 49,646.50 M.C. Lininger 39,966.25 8,179.20 48,125.45 W.H. Conrad 39,554.75 7,405.20 46,959.95 F.L. Somers 49,739.15 16,982.50 . 66,721.75 Mr. Somers qualified his alternate Bid. Concrete Steel and M.C. Lininger stated that they would not accept Alternate "A" without "B". Motion iay Holbrook, second by Mushaney to table Bids until Engineer Wilbur Warren has bhecked and tabulated to determine the low Bidder. Motion carried. Mr. Charles Bateman came before the Council requesting that water be furnished to his son's new residence, Mr. Dennis Bateman, on Taylor Road. This particular property not being within the City Limits. He stated that Mr. Krupp and he had installed the water,.-main on Taylor Road and had had an agreement with the Council at that time that they would be allowed more connects in the future. They do not wish to annex to the City as they want to stay in the Rural Fire Protection District. A lengthy discussion was held and Council- man Walker was instructed to contact the Medford Water Commission - as to the legality of making such a connection. Motion was made by Mushaney, second by Holbrook that this then be discussed by the Water Committee and reported on at the next regular meeting. Motion carried. 4'5 9 1 They-Pubhc.Hearing on the proposed new Zoning Ordinance was then brougtit~before the Council for further discussion. Mr. Hoadlee, Jackson~,County Assessors office explained that the Board of Equalization had made changes in valuations on East Pine Street due to,the_many complaints received. He also stated that the Board of Equalization had not used the proposed new Zoning Ordinance as a basis for,;.valuation. Mayor Bartley stated that it was. not the intent -of he.:council to further burden residents with increased taxes by _- re-zoning properties within the City. Some revisions were to be made~•by Attorney Mansfield and Consultant Brenner. Motion by Ayres, second by; Walker to approve the new Zoning Ordinance with the necessary. revisions. Roll call vote on Ordinance No. 893. All in favor..•,-motion carried. Ordinance No. 89~ declared duly adopted. ;It'was~arinounced that the Public Hearing on the proposed Budget for 1.967-68':would be held June 30, 1967, 7:30 P.M., at City Hall. A ,.motion was made by Novasad, second by Griffetts to approve the -1967-68 Budget for Hearing. Motion carried. • Due to the next regular meeting falling. on July !~, 1967 it was. .announced that it would be held July 11, 1967. Planning-:Commission minutes were read and discussed. No action necessary;. Motion by,Mushaney, second by Ayres to accept the new traffic light, ~Thrd,and.Pine Streets, and to pay the bill from the Emergency Fund. Motion carried. It was recommended by City Administrator Mason and-Chief of P,olice,. -Zander`to the Council that "STOP" signs be installed at South Third and Oak Streets, on Third Street and on the alley and Manzanita, near; North Nineth Street. Motion by Holbrook, second by Walker .to install said "Stop" signs. Motion carried. Truck"Limits for Haskell Street were discussed. Motion by Mushaney •second bye tiyres that "No Log Hauling" .signs. be placed at .each end of Haskell Street. Motion carried. A letterafrom Lorain Tate, Treasurer for the Fourth of July Festival, ;requesting use of the City Park for the Festival was read. .Motion by ,,~Ayres,'second by Mushaney that the request be granted. Motion carried. A "Thank1You" letter from former Councilman Don Patterson, 'for flowers sent to~:him while in the Hospital, was read. Ordinance.No. X91+ was read, this being an Ordinance approving Plans and specifications for new sewer ,pumps in Royal Heights Subdivision was read.•, Motion by Ayres, second by Walker that Ord. No. 891 be -approved;:, Roll call vote. All in favor. Ordinance No. 891+ declared duly adopted. ~s0. Ordinance No. 895 was read, this being an ordinance repealing ordinances relating to water rates and regulations and destructive trees. Motion by Ayres, second by Tucker that Ordinance No.-895 be adopted. 'Roll call vote. All in favor. Ordinance No. 895 declared duly adopted'. Mason requested that the Administrative and Fire Committee's stiudy the feasibility of using the Fire Hall recreation room-for Municipal Court. Turned over to the Administrative committee for study. Councilman Ho~:brook reported that the School had hired Adrain Van Horn and Marvin Hayes to handle the Summer Recreation program. ' Councilman-Walker requested funds from the City for prizes for the ~. Fourth of July Festival. Discussion. Motion by Mushaney, second by Ayres that $100.00 be granted to the Fourth Festival Committee. Motion Carried. - Mayor Bartley reported that he had had several calls regarding the sewer line installed across Jackson Creek in the West Pine Villa Subdivision. Mayor Bartley and Mr. Mason had made~an on-site inspection of this sewer line and found that it would only be approximately six feet above normal water flow. Engineer Cliff Shaw had been contacted on this sewer line and had stated that he did not feel that this sewer line would create any problems for~the City. No decision at this time. A letter of resignation from Councilman Robert Walker, who is moving outside the City Limits, was read. Motion by Holbrook, second by' Ayres that the resignation be accepted with reluctance, effective July 1, 1967. Motion carried. War.
