Pine Street 7:30 p.m. Central Point, Oregon ~The.Common Council met in regular adjourned session with Mayor Bartley presiding. _ Roll..=call found Ayres, Holbrook, Mushaney, Tucker, Walker; present. Absent; Tonn. Also present: Mason, Mansfield, Warren, Tate. 'Minutes of the previous meeting were discussed as mailed to each councilman. Motion Walker, second Holbrook the minutes be approved. Motion carried. 1 The bills were presented to the Council for their audit. A motion was.,made by Holbrook, second by Mushaney that the bills be approved and the Recorder be instructed to draw warrants. on the proper funds for .paying them. Motion carried. ,Pr-opoaed ordinance No. 878 was read by the Recorder, this being an -~ ordinance authorizing and ordering the construction of paving, curbs, and gutters on Maple. Street between U.S.,Highway 99 and l0th'Street. Motion Ayres, second Tucker to approve Ordinance No.~878. Roll call vote. Motion carried unanimously. Ordinance ;N~ declared duly adopted. Wilbur Warren, engineer, advised the council that he had been '`notified by Madson=Stokes Construction that they would_be - -starting very soon on installation of the traffic light at ::3rd and Pine Streets. . Planning Commission minutes were discussed. ''The request of W.. Fischer to build a tri-plex on the lot at the ..corner of kth and Ash Streets on the SE corner. Parking was ~-.discussed. Mr. Fischer said he had it planned to park 6 cars. ghree on the alley side, and three on the SW side. Motion Ayres, second Mushaney to approve recommendation of . `planning commission for the variance. Motion carried. Attorney Mansfield explained that he had several ordinances for ::".~the~~council to consider for approval. They were ordinances that °.`w.ere.needed to complete the codefication the LEe~gue of Oregon ~~Cities is doing for the city. ~. .'.Proposed Ordinance No. 879, this being an ordinance relating to animals running at large and repealing ordinances numbered "12",35,25, and providing for penalties. Motion Holbrook, second Walker to approve ordinance No. 879. '-Roll: call vote. Motion carried. Ordinance No. 879 declared ::;duly adopted. Proposed Ordinance No. 880, this being an ordinance declaring Poplar trees within the City of Central Point, Oregon, a nuisance, --and providing for the abatement of the same. Proposed ordinance 882, this being an ordinance relating to traffic control within the City of Central Point and amending ordinance No. 806, and providing penal~,ies. Proposed ordinance No. 883, this being an ordinance relating to: traffic control, and repealing ordinance No. 735. Motion Mushaney, second Holbrook to approve ordinance No. 883. Proposed ordinance No. 885, relating to amusement devices and. repealing Ordinance Numbered 238,245, and 249 and establishing license fees._ Motiion Mushaney, second Walker to amend the proposed ordinance No. 885 to increase the fee for each machine from $25 to $75 (1 ball or>5 ball. Proposed Ordinance•No. 887, this being an ordinance relating to initiative and referendum powers reserved to the voters of the City of Central Point and to the power of the City council to refer legislative measures to the voters of the City of Central Point, and amending Ordinance No, 597. Motion Holbrook, second Tucker to approve Ordinance No. 887. Roll call vote. Motion carried. Ordinance No. 887 declared duly adopted.• Proposed ordinance No. 888, this being an ordinance prescribing rates for the use and sale of water of the City.of Central ~?fiint, and charges for services, including hookups, in connection therewith,' providing other regulations in•regard to the water system of the. City of Central Point, providing penalties and repealing ordinances numbers 40,41,49,62,65,97,142,153,163,164,165,221,256,309, and :5.96. Motion Ayres, second Mushaney to approve Ordinance No. 888. Ordinance No. 891 declared duly adopted. „f Correspondence - Letter:-from Central Point Swimming Pool Committee requesting permission from the council to solicit funds during the next two years, with which to buiad a swimming pool in ~th~ city. Also, .they requested permi"ss-ion to erect a goal sign atop City Hall, - or ...possibly on the building somewhere to show the progress of the fund. Motion, Ayres, second Walker to grant them permission for their requests: Motion carried. Recorder was instructed to write a letter to:'Chairman C.V. Bowers. • Letter,'from N.A. Mead regarding the damages being done to the streets ' in Royal•Heights Subdivision by Graff and James Contractors, who are building-the Junior High School. Due to heavy trucks being loaded with suppliesY~and dirt, they are breaking the paving. Mr. Mason said he had talked with the foreman, and advised him about the streets. Also, he had advised them about a water line being installed without proper base and fill. Recorder was instructed to contact'engineer and architect about the situation. • Mr:;Mason asked the council about a water connect for W. Carr on Sceni:c.hve. where the new water line has been installed. Mr. Carr felt'he should not have to pay a connect fee, since they were paying forthe~^lne. Recorder was advised to charge the same as on any other connect according to the ordinance. •• Discussion on N. First Street improvement project. _ Motion Ayres, second Walker to instruct City Administrator to notify Lininger•and Sons to start construction immediately s.nn N. First 'Street: .Motion carried. Diacussi:on on alley between Manzanita Street and N. Ninth Street. Tabled for report by H. Tonn, who was absent. Councilman Mushaney reported to the council of an easement in West ; Pinb Villa Subdivision that had been built on by R. Zeiser. At the time, no one realized the easement was there, since Mr. Zeiser built out over the creek, and the easement was for the Rogue Valley Irrigation District. Motion Ayres, second Walker to instruct the city attorney to draft an ordinance to release the easement. Motion carried. Councilman Mushaney said he felt the Fire Department should get a.vote of confidence from the council for the fast service given during the night to a fire~in the Van Wey's garage, They were there in 5 minutes. Don Turner, Fire Chief, reported on the results of t_he pumps during tests by the Fire Insurance Rating Bureau. He felt the department made a good showing in most of the tests. And was hopeful that.the results would be a lower insurance rate for the city. Councilman Walker called attention to the problem at 4th and Laurel Streets of the garage being used for a car repair garage. The owner is working on different cars all the time.
