' Roll call found: Ayres, Holbrook, Mushaney, Tonn, Walker; present. `'Absent;'-Tucker. Also present; Niason, Tate, Mansfield. Mriutes,of the previous meeting as mailed to each councilman was '. discussed: T~Soton Ayres, second Holbrook to approve the minutes as written. .Motion carried. "'The bills were presented to the council for their audit. Motion. Holbrook, 'second Mushaney"to approve the bills and the Recorder be "instructed to draw warrants on the proper funds for paying them.'" Motion carried. ~ ' `".Public."Hearing-Amending Ordinance No.~304, section pertaining to "Home Occupation": - .. "H©ME OCCUPATION" An occupation carried on in a dwelling by person living in that dwelling and such occupation 'being a secondary use; no persons employed, no mechanical equipment.. :.except such as is necessary for housekeeping purposes, and provided that such occupation does not occupy or use more ""than 2~j% of the floor space of one floor of such dwelling.". Attorney Mansfield read ordinance No. 875, this being an ordinance relating to Home Occupations and amending ordinance No. 304. Motion'Mushaney, second Walker to approve Ordinance No. 875. Roll call mote. Motion carried. Ordinance No. 87S declared duly adopted. Mr.:,"C1ay Roberts appeared before the council to inquire about the hearng~for a tri-plex on the corner of Fourth and. Ash Streets. He was advised that the hearing would be April ll. He said he was in " favor of"anything that would "improve the lot. - Mr. Ray-Barker,- from the County Assessor's office, explained to the council the method used in assessing the properties in Central Point. He had received numerous inquiries as to how they arrived at the= valuations: He said they had increased the value on the lots and ,decreased the value on the houses. In the event the area on East Pine Street developed into commercial, the value of the lots would . `remain the same, even if the houses were removed." Mr." Mason asked Mr. Barker if the proposed zoning ordinance the "."city .was working on, would effect the valuation of the properties if they .`were rezoned. Mr. Barker said the rezoning would not change -..the valuations as they stand. i..4~' r ~1 Mr. J. Jarvis, 125 N. 9th Street, appeared before the council to request something be done about the traffic situation on N. 9th street and the a~l~:ey from Manzanita Street to Ninth Street. The alley is being used as a street, without stopping at Manzanita Street. Tenants in the tri-plex are parking their cars in the alley instead of the parking provided for them. (referred to~the Street Committee, Harry Tonn) Mr. and Mrs. J.C. Allsup, 319 w. Pine Street, appeared at the council meeting to see if the council had passed the ordinance to amend the Ordinance No. 304, Home Occupation section. Mr. Mansfield explained what the council had done. ` Motion Ayres, second Walker to approve request of Mr. and Mrs. Allsup~for Home Occupation (Antique Shop). Motion carried. Discussion on North First Street Improvement project. Mr. Mansfield explained to the council his conversation with Mrs. Jeannette Marshall, attorney for the Grigsby's on North First Street. Mrs. Marshall made the following proposals: 1. Clients would like city council to jog street to Westerly side of First. 2. Leave carport as encroachment, leave trees and build street. 3. City pay clients for 18 feet of the carport. Value $1,500.00. 4. If necessary clients would initiate injunction suit. In this case, would city forego requiring a bond? Discussion. Councilman Holbrook asked Mr. Mansfield if he would consider changing the description of M.C. Gleason's property as he had it in the ordinance. Mr. Mansfield stated he would not change it. He felt it~was correct. Ordinance No. 876, authorizing and ordering the construction of paving,; curbs, and gutters on First Street between Pine Street to Northerly end, was read by the attorney. Motion Ayres, second Walker to approve ordinance No. 876. Roll call vote. Motion carried. Ordinance No.876 declared duly adopted. Motion Holbrook, second Ayres to authorize the City Administrator to write a letter to Mrs. Jeannette Marshall, attorney for. Mr. and Mrs. Grigsby, that selltement be offered as follows: trees be removed. Remove carport, but leave garage building. However, this would nto stop city from removing garage at later .. date if necessary as determined by City. Settlement to include,. complete settlement of ~3rigsby's claims re right-6~-way and re invalidity of assessment proceedure. Motion carried unanimously. Mr. Mason reminded the council that Clean Up Day has been set for April 8. n 1 1 1 Discussion on Joint Park-City and School. Mr. Mason reported to council that..grae"s had been planted at the Jewett School last fall. Cliff `:A~rres,, chairman of the committee said he felt like going down and . tearing`it aII out and replanting, Mr. Mason said the city has ' .spent t,Neir share of the park funds for grass, installation of pipe, electricity, assessments for water rights, etc. He felt `~somethng`should be done to get an understanding. on future plans. Mr. Holbrook will check into the matter. . `, Budget. meeting re-scheduled for Monday, April 10. ~Attorney;Mansfield read proposed Ordinance No. 677, this being an ~- ordnance`amending Ordinance No. 660, section 7 regulating burning of garbage and refuse. " Motion Mu`shaney, second Walker to approve Ordinance No. 877. Roll call'~vote^. Motion carried. Ordinance No. 877 declared duly adopted. °Moton_Ayres, second Mushaney to accept Planning Commission date for Public Hearing on proposed Zoning Ordinance. Motion carried. `.(date for hearing, April 25.) °:Mayor Bartley read a letter from l~1abe1 Van Horn, Central Point Librarian, concerning National Library Week, April 16 to Apra.l_ 22. Mayor Bartley then proclaimed National Library Week in the Central `Point Library, with open house to be held April 16. ,Councilriia.n Ayres brought to the attention of the council that Uern.Capps, Public Works Supt., had requested the water reservoir `be.painted. Discussion on estimates of labor and paint. Mason - -:to``get'~bids on work to be done. Discussion-council requests that Police Dept. keep log on their daily marking of cars in the 2 hour parking zones. Also, Mr. yLvngstoh, State Liquor Store, would like to 'have Police Dept. escort hiin to bank when he has to go after dark. Mayor Bartley said-'he,would ask the Police Dept. to cooperate with him on this, whenever they are available. " Ma or Bartle y y gave a report on Administrative Committee meeting. .
