AN ORDINANCE AMENDING, SECTIONS 17.24-.020 AND 17.28.020
OF THE C.ENTRAI~ POINT MUNICIPAI, CODE REGARDING
PERMITTED USES IN THE R-2 AND R-3 7,ONING DISTRICTS
THE PEOPLE OF THE CITX OF CENTRAL. POINT, OREGON, DO ORDAIN AS
FOLLOWS:
Section 1. Central Point Muni.c9.pa1 Code Section 17.24.020 i.s
he.r.eby amended to read as follows:
17.24.020 Permitted Uses. The fo].Lowa.n.g uses and their accessory
uses are permitted i.n the R-? district:
A. One single-family dcaelli.ng;
B. Si.ng).e-family manufactured home, as defined in Section
17.08.31..0, and subject to the folloo-ai.ng conditions:
1. The manufactured home shall be multi_secti.onal and en r,].ose
a space of not less than 1,000 square feet;
2. The manufactured home shall be placed on. an excavated and
ba.c)c-filled f_oundat9.on and en r.].osed at the perimeter. such that. the
manufactured home i.s located not more than. 12 inches above gr.a.de,
3. The manufactured home sh.a.ll have a pitched r_oof., with a.
minimum slope of three feet in height f.or each 12 feet. i.n width.
4. The manufactured home shall have exterior siding and
roofing which in color, material and appearance i.s similar to the
exterior si.di.ng and roof.i.ng material commonly used on resi.denti.al
dweili.ngs vr.thi.n Centra]. Point or which is r..omparable to the
predominant materials used on surround:i.ng dwellings as determined by
the City.
5. The manufactured home shall be certified by the
manufacturer to have an exterior thermal envelope meeting performance
standards which reduce levels equivalent to tlxe performance standards
required of single family dwellings constructed under the state
building code as defined in ORS 455.010.

predominant construction of dwellings i.n the immediately surrounding
area.
7. In addition to the for.egoi.ng, a manufactured home and the
lot upon which. it i.s sited sha.l.l comply with any and a11. development
standards, architectural requirements and minimum size requirements
with which. conventional single family residential dwellings on the
same 1.ot would be required to comply.

D. Publa.c schools, pa.rorhi.al. schools, kindergartens, but. not
including business, dance, music, a.r_t, trade, techni.r.a]. or sa.mi.lar
schools;

F. Public parks and recreational facilities;
G. Developer's project of.fi.ce and sales offi.r,e i.nr.l.tading mobile
homes and trailers adapted t.o t.ha.t. purpose during construction of the
project only;
I7. Residential far,ili_ti.es, as that term is defined i_n Oregon
Revised Statutes 1.97.660(1); prov.i_ded., however, the City may require
an applicant proposing to site ar.es:identi_al far,ili.ty to si.zpply the
City with a copy of the en t.i.re appl.ic,ati.on and si.tpporti.ng
dor..umentati.on f.or state li.censi.ng o.f. the facility, except for
information which is exempt from public disclosure under ORS ].92.496

J, Other uses not SpeClfl.P_d i.n this or any other district, i.f
the planning commission f.i.nds them to be similar to those listed above
and compatible with other permitted uses and with the intent of. the
R-2_ district as provided in Section 17.60.140.
Section 2. Central Point. Municipal Code Section 1.7.28.0?_0 i.s
hereby amended to read as follows:
17.7_8.020 Permitted Uses.. The following uses and their acc..essor
uses are permitted in the R-3 district:
A. Single-family dwel7.i.ngs;
B. Single-family manufactured home, a.s def.i.ned in Section
17.08.310, and subject to the following conditions:
l.. The manufactured home shall he mu].ti.sect.iona] and enclose
a space of not less than 1,000 square feet;
2. The manufactured home shall. be planed on an excavated and.
back-filled foundation and enclosed at the perimeter such that the
ma.nufa.rtured home i.s located not more than 12 inches above grade.
3. The manufactured home shall have a. pitched roof, with a
minimum slope of three feet. i.n hei_ght for each 1.2 feet in width.
4. The manufactured home shall have exterior siding and
roofing whi.r.h in color, material and appearance i.s si.mi.7.ar to the
exterior siding and ,-oofing material commonly used on residential
dwel.li.ngs within Central Point or which is comparable to the
predominant materials used on surrounding dwellings as determined by
the City.
5. The manufactured home shall. be oer.tifi.ed by the
manufacturer to have an exterior t.herma.l. envelope meeting performance
sta.ndar_ds which reduce levels equivalent to the performance stazadards
required. of single family dwellings construrt.ed. under the st.a.te
b~.tildi.nq code as defined in ORS 4.55.010.
6. The manufactured home shall. have a garage or r..arport
r.onstnxcted of like material. The City may require an attached or
detached garage in lieu of a. carport where such is ronsisten.t with the
predominant construction of dwellings i.n the i.mmedia.i:ely surrounding
area.

7. In addition to the foregoing, a manufactured home and the
lot upon which it is sited shall comply with any and a).1 development
standards, architectural requirements and minimum size requirements
with which conventional, single family residential dwellings on the
same lot would be required to comply.

F. Public schools, narochi.a.l schools, kindergartens, but not

schools;
G. Public parks and recreational faci).i.ti.es;
H. Churches and similar religious institutions;
I. Developer's project office and sales office including mobile
homes and tra.i.lers adapted to that purpose during r.onst.ruction of the
project only;
J. Residential facili.ti.es, as that term is defined i.n Oregon
Revised Statutes 197.660(1); provided that the City ma.y require an
applicant pr.oposi.ng to site a residential faci.li_ty t.o supply the City
with a copy of the entire application and su.pporti.ng documentation for
state licensing of the facility, exceptf.or informat:i.on which i.s
exempt from public disclosure under ORS 7.92.496 to 192.530;
K. Residential homes; and
L. Other uses n.ot specified in this or any other district, if
the planning commission finds them to he similar to those listed above
and compatib).e with other permitted. uses and with the intent of the
R-2 di.str.ict as provided i.n Section 17.60.140.
Section 3. Based upon the immediate necessity of allowing
manufactured homes i.n the R-2 and R-3 districts, an emergenr.y is
hereby declared to exist., a.nd this ordinance sha.).l be eff.ec.tive
immediately.
