A RESOLUTION GRANTING PRELIMINARY PLAT APPROVAL
FOR STONECREEK SUBDIVISION NO. 4, PHASE II
WHEREAS, Gary Whittle, hereinafter referred to as
Subdivider, has submitted a preliminary plat for Stonecreek
Subdivision No. 4, Phase Ii, a subdivision located west of Hog
Creek and north of Beall Lane, within the City, more particularly
described in the Jackson County Tax Assessor's records as 37 2W
lODA TL100 and TL200, and
WHEREAS, the Planning Commission of the City on the 7th day
of August 1990, reviewed said application and by
Planning Commission Resolution No. 203 recommended approval
of said preliminary plat, subject to the conditions set forth in
the staff report, which conditions are attached hereto, marked
Exhibit A, and which are by this reference incorporated into the
within resolution, and
WHEREAS, the City Council of the City of Central Point held
a public hearing upon said application for approval of
preliminary plat on August 16, 1990, pursuant to Central Point
Municipal Code Section 1.24.020D, and having at said public
hearing received. and reviewed the City staff report, the Planning
Commission report and resolution, and public hearing evidence,
and being fully advised, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL
POINT', OREGON, AS FOLLOWS:
Section 1. Based upon. the staff report, Planning Commission
report and resolution, and evidence relating to said application,
the City Council hereby finds that said application meets the
requirements for preliminary plat application, that said
preliminary plat as proposed is in compliance with the City's
Comprehensive Plan and Zoning Code, and if the conditions set
forth hereinafter are met, said application meets the City's
requirements for subdivision layout, park dedication, street
standards, water system systems, sanitary sewer standards and
storm drainage standards.
Section 2. The City Council hereby grants approval to the
preliminary plat submitted by Subdivider for Stonecreek
Subdivision No. 4, Phase II, subject to the conditions set forth
in Exhibit A, attached hereto.
Section 3. The Mayor is hereby authorized and directed to
execute all documents on behalf of the City in connection with
the within preliminary plat approval.

Section 4. This action of the Council shall be noted on two
copies of the preliminary plat, including reference to the
conditions set forth in Exhibit A, with one copy to be returned
to Subdivider and one copy to be retained in the City planning
files with a memorandum setting forth the action of the Council,
as required by Central Point Municipal Code Section 16.24.080.

CONDITIONS
STONECREEK #4, PHASE II
1. Place "North" arrow on preliminary plat.
2. Provide topographic information on Preliminary Plat so drainage areas
can be defined.
3. Locate existing seasonal runoff streams on the preliminary plat.
4. The Master Plan for Stonecreek No. 4 identifies Glenn. Way as being
adequately served by a 50 R.O:W. and a 36' curb to curb street
section.
5. A Storm Drainage Master Plan for this area shall be developed as a part
of the construction. documents to assure all seasonal drainage has been
provided for.
6. Storm Drainage calculations shall be provided by the engineer with final
construction drawings adhering to existing Master Plans,
7. Access driveways for corner lots 15 and 16 shall be located the furthest
point away from the intersection on the new cul-de-sac.
8. Ths cul-de-sac must be renamed. Amy Street already exists in Central.

9. Street name signs including posts, labor and equipment for installation
of street signs shall be paid for by the developer of this subdivision.
and the installation shall be completed by the City.
10. A traffic control signing plan shall be included as a part of the final
construction plans, and will be installed by the City and all costs
associated with traffic control sign installation shall be paid for by
the Developer. ~
11. A soils engineer must evaluate the strength of the soil (R-value) to
determine the street section design. The City's engineer shall be used,
and the developer shall pay for the costs of these services. A design
life for Glenn Way shall be a minimum 20 year life, given a daily
traffic volume not to exceed 3500 vehicle trips .per day and 2% truck
traffic shall be used.

12. A street lighting plan shall be included in the construction documents
according to the requirements of the Public Works Director. All
intersections shall be illuminated. Developer to install all pads and
conduits for street lights as a part of the construction of the
subdivision. The developer shall also pay for street lights and for the
installation of all street lights in this subdivision.
13. Ladder rungs shall be installed in each sanitary sewer manhole of a
depth greater than 3.0' to the flow line of the manhole. Developer
shall use ladder rungs approved by the Central Point Public Works
Department.
14. There is a small seasonal stream which flows through this property..
Developer shall construct a storm drainage system which collects the
flow from this stream and carries the flow through this subdivision in
such a manner as to not cause flooding of any lot.
15. Developer shall install or cause to be installed, conduits for utilities
at intersections, or locations determined by utility companies.
Developer shall also provide conduit crossings for utility companies who
will not install their services until after the subdivision is
constructed. The developer shall. be responsible for all costs.
associated with the installation of these conduit crossings.
16. The water system shall. be designed to provide a minimum flow at each
fire hydrant in the subdivision of 1000 gpm.
17. All construction for utilities, streets and other structures discussed
herein within rights of ways owned or to be owned by the City of Central
Point, shall be done so according to all rules,. regulations, ordinances,
resolutions, and other applicable requirements of the Gity of Central
Point for construction of this subdivision.
18. The preliminary plat review for the preliminary plat submitted herein
by Gary Whittle was done in accordance with the rules, regulations and
ordinances in effect as of the date of this review. Any modifications
by the developer which would allow this subdivision not to meet
standards set forth in the Central Point Municipal Code or would require
staff to complete a new preliminary plat review shall require a new
submittal of preliminary plat for City approval.
19. The developer or developer's engineer shall submit two (2) sets of
construction plans, and specifications, and any other appurtenant
information required by the Public Works Director in order to review for
compliance with Public Works Standards for Central Point.
