- A RESOLUTION APPROVING AN AMENDMENT TO THE CENTRAL POINT
COMPREHENSIVE' PLAN MAP AND ZONING MAP
(37 2W 03B Tax Lots 1501, 1502 and 1504-N)
(Applicant: City of Central Point)
Recitals
1. This matter came before the City on applications for an
amendment to the City's Comprehensive Plan Map and Zoning Map,
seeking to change the designation on the Comprehensive Plan Map
from Medium Density residential to General Commercial and the
Zoning Map designation from R-2, Residential Two-Family, to C-5,
Thoroughfare Commercial.
2. On August 20, 1996, the Central Point Planning
Commission conducted a duly-noticed and advertised public hearing
on the applications, and recommended approval.
3. On September 19, 1996, the Central Point City Council
conducted a duly-noticed and advertised public hearing on the
applications. The Council reviewed the written materials
submitted by the applicant, City staff reports, and heard
testimony from all persons wishing to be heard.
Now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL
POINT, OREGON, AS FOLLOWS:
Section 1. Nature of Application. This matter consists of
two applications, one for an amendment to the Comprehensive Plan
Map and the other for an amendment to the City's Zoning Map,
seeking to re-designate 6.52 acres of land in the City from the
present Comprehensive Plan Map designation of Medium Density
Residential to General Commercial, and the Zoning Map designation
from R-2, Residential Two-Family, to C-5, Thoroughfare
Commercial.
Section 2. Approval Criteria. In order for an amendment to
the Comprehensive Plan to be approved, Central Point Municipal
Code Section 17.96.050 requires an applicant to establish that:
A. There is a public need and justification for the
change; and
B. The proposed amendment is consistent with all
applicable statewide planning goals.

~~~ Section 2. Approval Criteria. In order for an amendment to
the Comprehensive Plan to be approved, Central Point Municipal
Code .Section 17.96.050 requires an applicant to establish that:
A. There is a public need and justification for the
change; and
B. The proposed amendment is consistent with all
applicable statewide planning goals.

Section 3. Findings and Conclusions. A. The City Council
hereby,: adopts by reference the findings and conclusions contained
in the City staff report dated August 20, 1996, placed in the
record, all- of which are by this reference incorporated herein.
B. The Council finds that applicant has established the
public need and justification for the proposed amendments, and
further finds that the amendments are consistent with all
applicable statewide planning goals.
Section 4. Approval. The within applications are approved.
The Central Point Comprehensive Plan Map and Zoning Map shall be
amended so that the properties located at Township 37, Range 2W,
Section 03B, Tax Lots 1500 and 1503 shall hereafter be designated
on the Comprehensive Plan Map as General Commercial, and on the
Zoning Map as C-5, Thoroughfare Commercial District.
