HomeMy WebLinkAboutCouncil Resolution 940RESOLUTION NO. ~1~}[~} A RESOLUTION MAKING LAND USE RECOMMENDATIONS POR THE CITY OF CENTRAL POINT URBAN RESERVE AREAS TO THE RPS POLICY COMMITTEE (Applicant (s): City of Central Point, Ore ;on) Recitals This matter came before the City of Central Point, Oregon for public hearings on August 28, 2001; September 11, 2001; November 20, 2001; December 4, 2001 and December 13, 2001. The City Council reviewed City staff reports on November 29, 2001, December 13, 2001, February 28, 2002 and April 25, 2002; considered the recommendations of other professionals; and heard testimony and comments from effected property owners and all persons wishing to be heard. 2. The City Council has considered reserving areas for future urban development in the context of the health and general welfare of its citizens. It is understood that areas designated as urban reserve are the only areas that the City will consider in the future for Urban Growth Boundary (UGB) expansion. Now, therefore; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section I. Candidate Growth Areas. The following Areas are recommended for consideration and inclusion in Central Point's Urban Reserve. Their alphanumeric reference cot7esponds with Exhibit A, which is attached hereto. A. CP-I, This area has both regional and local significance and should be part of Central Point's Urban Reserve. Developing a better east-west comiection from Highway 62 to Interstate-5 at the Seven Oaks Interchange would benefit the Rogue Valley. The City has made a significant investment in infrastructure to this area and it is a good location for limited industrial uses to add to Central Point's inventory. The boundaries have been redefined to include the interchange; B. CP-2, This area is significant to Central Point's urban form and east-west connectivity. The City recognizes the importance of agricultural uses in this area and Oak Savanna habitat. Therefore the Council has redefined the boundaries of this area which are reflected in Exhibit A; Council Resolution No. _ (04252002 ) C. CP-3, This area also contributes to Central Point' urban form and would be a nahn7l expansion of the urban growth boundary in the future. It makes seusc to extend the area north between Gebhard Road and Bear Creek and abut the CP-2 southern boundary. The City is expected to take jurisdiction of Gebhard Road in the future and expects the area west of Gebhard to develop in uses that buffer the expo from new neighborhoods and vice versa; D. CP-4, This area should not be part of Central Point's Urban Reserve area. However steps should be taken by the City, Medford Water Commission and others to improve water delivery to this area; E. CP-5, This area was not part of the RVCOG Phase One Status Report but should be part of Central Point's Urban Reserve in its entirety. The new area is reflected in Exhibit A; F. CP/MD-1, Portions of this area have been added to CP-2 and are defined on the north by Gibbon Road and on the east by Table Rock Road. Section 2. Findings of Fact and Conclusions of Law. The City Council hereby adopts the following findings and conclusions of law in support of its decision in Section I: 1. The areas identified for inclusion in Central Point's Urban Reserve are consistent with the City's intentions to maintain its `urban form' and cohesiveness. 2. The areas identified are ones to which City infrastructure can be reasonably and economically extended in the future. 3. Ample opportunity has been given for public hearing and comment by affected parties in the various candidate areas. 4. The evidence presented in the Phase One Status Report prepared by RVCOG has been carefully considered in arriving at the City's conclusions.
