Jim Bennett, Planning Director, stated that Items A and B were
continued from the April 2, 1996 to May 7, 1996. However, the
applicants require additional time and have requested a continuance
until June 4, 1996.
Chairman Piland stated that Items A and B will be continued until
June 4, 1996.

Chairman Piland opened the Public Hearing.
Jim Bennett, Planning Director, reviewed the Planning Department
Staff Report. He stated that all of the improvements and streets are
in. This application was originally proposed with Forest Glen Phase 8
and withdrawn at that time. Conditionals of approval are attached as
Exhibit A on page 19.
There were no conflicts of interest or ex-parte communication.
Chairman Piland entered as Exhibit E a letter from Mr. Glen Brady
requesting that no more land partitions be approved until the City of
Central Point acquires park lands with the SDC funds already
collected.
Herb Farber, 908 E. Jackson, Medford, Oregon, representative of the
applicant, came forward on behalf of the application. He stated that
he had no questions on the Staff Report except for two items: Item 1
on page 18, update information on Master Plan; that information has
already been provided on the Master Plan and submitted to the city.
Item 9 on page 29, Wetlands; This was included in Phase 8.
Jim Bennett stated that the wetlands condition deals with the
requirements of the Division of State Lands.
Herb Farber, in reference to the letter from Mr. Glen Brady, stated
that he felt nothing would be gained by not approving this item based
on this letter. There is no place in this area for a park. The streets
are already in place.
Tod Huddleson, 9997 Pittview, Central Point, Oregon came forward
to ask a question about the type of housing that is going into this
project. Will it be same dollar value as the current housing or will it
be low-cost housing?
Mr. Farber stated that the intended housing is the same as the rest of

Forest Glen and will be single family housing.
Chairman Piland closed the public hearing.
Commissioner Dunlap moved to recommend approval for Tentative
Plan Application on property known as Forest Glen Phase IX in the
vicinity east of Marilee, north of Forest Glen Drive and south of
Pittview (Applicant: Crown West Development) subject to all the
conditions on page 18, 19, 20 and 21 of the Public Works Staff
Report. ROLL CALL VOTE: Dunlap, yes; Fish, yes; Johnson, yes;
Rapp, yes; Gilkey, yes. Motion. passed. _

Jim Bennett reviewed the Planning Department Staff Report. Padlots
have a restricted or reduced street frontage. Because they are similar
to cul-de-sac lots it was felt that they should have the same street
access.
Commissioner Rapp moved to recommend for approval the proposed
Zone Text Amendment to CPMC 17.60.130 Pertaining to Access for
Lots. ROLL CALL VOTE: Dunlap, yes; Fish, yes; Gilkey, yes;
Johnson, yes; Rapp, yes. Motion passed.
VII. MISCELLANEOUS
Jim Bennett stated that Oregon State Police Crime Lab application will be
coming back to Planning Commission for review of the site plan. Another
application has been received for the southern half of the parcel and that is
for the construction of a labor headquarters to represent a number of
different unions. They are proposing to rezone to C-5 and apply for a
conditional use permit. The area immediately to the south is the Pacific
Power substation and a vacant piece. The Planning Department proposes to
rezone the whole area to C-5 rather than do a spot rezoning. This rezoning
will not effect the OSP Crime Lab since they already have their conditional
use permit. The Commission instructed Jim to bring this back to them as a
resolution of intent.
Commissioner Dunlap stated that the sidewalk outside the Meadows on
Mingus Creek should have a guardrail. The Commission instructed Jim
Bennett to talk to Paul Worth, Public Works Department concerning this
area.
A discussion was held on the letter from Mr. Glen Brady, 1162 Marilee
Street, Central Point, OR. concerning the acquiring of park lands.
Commission Johnson made a motion that a letter of recommendation be
sent to the city Council to continue to pursue the establishment of a Park
Commission expeditiously. The motion was seconded by Jan Dunlap. All
the Commission said "aye" and the motion passed.
VIII. ADJOURNMENT
Commissioner Johnson made a motion to adjourn. Commissioner Dunlap
seconded the motion. All said "aye" and the meeting adjourned at 8:05 p.m.

INFORMATION NEEDED ON THE TENTATIVE PLAN
IN. 11) Provide information on how streets will serve the property to the south in ~IVlap
Section 11 -12C, Tax Lots 3301, 3300, and 3404. Provide information on how
streets would connect through to Beall Lane and to any future Developments.
The Master Plan may need to be updated.

TENTATIVE PLAN CONDITIONS

SiENERAL
o ORS Chapter 468.740 requires that all developments which will disturb 5 ACRES OR
MORE of land adjacent to a stream which discharges to surface waters of the State of
Oregon shall as a part of the construction permitting process submit an "Erosion
Control Plan."
The "Erosion Control Plan" shall require a P_EBi1~J1 from DEQ. No construction activity
on any Tentative Plan can occur until authorization to do so has been granted by DEQ.
Developer shall provide a copy of the DEO permit to the City prior to beginning
construction.
o Developer shall provide and install ladder rungs approved by the Central Point Public
Works Department for each sanitary sewer manhole with a depth greater than 4.0 feet
to the flow line of the manhole.
o Developer's engineer shall design the water system to provide a minimum flow of 1000
g.p.m. at each fire hydrant.
o Developer shall construct all utilities, streets, and other structures discussed herein,
within rights-of-way owned, or to be owned by the City of Central Point, in accordance
with all rules, regulations, ordinances, resolutions and other applicable requirements
of the City of Central Point for the construction of this development.
o This review for the Tentative Plan submitted by the applicant was done so in
accordance with all the rules, regulations and ordinances in effect as of the date of this
review. Any modifications by Developer of this project after City Planning Commission
approval, could require resubmittal of an application, and approval by the City Planning
Commission based on the recommendation of staff responsible for this review.
o All costs associated with this Development and the conditions placed on this
Development shall be the sole responsibility of the applicant/owner.
o No construction will- begin on this project or any building until such time, as plans and
specifications have been reviewed and approved by the Public Works Department and
other required divisions of the City and a Construction Permit has been issued far each
portion of the project requiring a permit.
o The Final Plat of this Partition shall not be approved by the Planning Commission until
all conditions as herein stipulated and approved for this project have been met by
construction and acceptance thereof, or bonding for construction.
o The City shall approve street stationing prior to Developer's engineer designing the
improvements for this Tentative Plan.

SPECIFIC
1. All structures shall have roof drains, area drains, and crawl spaces with positive
drainage away from the structure and drain lines connected to a curb drain, or an
approved storm sewer. The developer shall provide the necessary storm drainage
improvements and lot grading to assure that all streets, lots, and all properties will
drain properly. The developer shall submit a grading plan with the construction
drawings and perform such grading and drainage improvements which satisfies this
drainage condition leaving only minor grading required for each lot during construction.
2. Construction of this development shall include all street improvements, lighting, water,
sanitary sewer, storm drainage, utilities, ingress and egress improvements, and
sidewalks.
3. The City's Engineer shall at the cost of the developer, evaluate the strength of the
native soils and determine the street section design in accordance with the Public
Works Department Design Standards. The street design shall be based the following
design criteria:

4. The construction drawings for this Tentative Plan shall include a Street Lighting Plan,
Utility Plans and a Traffic Control Plan in accordance with the requirements of the City
of Central Point Public Works Department. The construction drawings shall include
clear vision areas designed to meet the City of Central Point Public Works Standards.
Developer shall pay all costs associated with the design and installation of the street
and lighting improvements specified on these plans.
5. The construction drawings will indicate type, size and location of water service, water
mains and fire hydrants in accordance with the City's Public Works Standards and the
recommendation of the Department of Public Safety.
6. Developer's engineer shall design the Sanitary Sewer system to serve the development
of this tract and all future development which will be tributary to this development.
A minimum 15' easement as required by DEQ shall be provided for all sanitary sewers
located on private property.

Specific Conditions -Continued
7. Developer shall construct an adequately sized storm drainage system to provide for
runoff onto the subdivision property and from each lot. As a part of the construction
of the improvements for this Tentative Pfan, Developer's engineer shall provide a
complete set of drainage calculations for sizing the storm drainage system for this
development. Developer shall submit this information to the Public Works Department
at the time construction drawings for the subdivision are submitted to the Public Works
Department for permits for construction of the storm drainage improvements. The
engineer shall use the rainfall/intensity curve obtained from the Public Works
Department for hydrology calculations.
8. Developer shall provide a 20' easement for the 48" storm drain located along the west
line of Lots 248 through 255. Developer shall provide a 10' easements for the minor
storm drains located on Lots 244 - 247 and Lots 264 - 266.
9. The City has filed a Wetlands Use Notification Form with the Division of State Lands.
Developer shall obtain the required permits from the Division of State Lands prior to
beginning construction. A copy of the permit(sl shall be filed with th_e Department of
Public Works.

SUBJECT: Gloria Dei Comprehensive Plan Amendment, Zoning Map Amendment
and Site Plan Applications
Background
The above-referenced applications were continued from May 7, 1996 to the regular Planning
Commission meeting of June 4, 1996 at the request of the applicant. Staff has been informed
by the applicant that they will resubmit the project as a planned unit development that will not
require a comprehensive plan and zoning map amendment. Accordingly, they have requested
to withdraw the above-referenced applications from further consideration.
Recommendation
Staff recommends that the Planning Commission grant the applicant's request to withdraw
the proposed comprehensive plan amendment, zoning map amendment, and site plan
applications.

SUBJECT: Resolution of Intent to Rezone Certain Property Located on N. Pacific Hwy.
from R-2, Residential Two-Family and R-1-8, Residential Single-Family (8,000
sq. ft.) to C-5, Thoroughfare Commercial (37 2W 03B 1501, 1502 & 1504-N)
Background
At the regular meeting of May 7, 1996, the Planning Commission directed staff to prepare a
resolution of intent to rezone the above-referenced parcels from R-2, Residential Two-Family
and R-1-8 (Residential Single-Family (8,000 sq. ft.) to C-5, Thoroughfare Commercial. This
rezone will complement the application to rezone two other adjacent parcels to C-5 in order
to construct a labor union headquarters.
The area proposed for rezoning lies along N. Pacific Hwy, immediately north of Crater High
School. All of the parcels are within the city limits of Central Point. One of the parcels is
proposed for development of the Oregon State Police Division Headquarters and Criminology
Lab. Another is the site of the Pacific Power & Light substation. The third is a small vacant
parcel.
The C-5 zoning district is the most appropriate for the uses that are either existing or
proposed on these parcels because of their location along N. Pacific Hwy. The majority of
uses along Front St. and N. Pacific Hwy are zoned C-5 and developed with commercial uses.
This will require a minor land use amendment to the Comprehensive Plan in addition to the
rezone.
Recommendation
Staffrecommends that the Planning Commission adopt Resolution No. ~ a resolution of
intent to rezone the subject properties from R-2, Residential Two-Family and R-1-8,
Residential Single-Family (8,000 sq. ft.) to C-5, Thoroughfare Commercial.
