A RESOLUTION GRANTING APPROVAL OF A TENTATIVE PLAN
FOR UNIT NO. 2 OF FOREST GLEN SUBDIVISION

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL
POINT AS FOLLOWS:.
Section 1. Nature of Application and Procedural Background.
This is an application for approval of a tentative plan for an
18-lot subdivision. in an R-1-6 district of Central Point, Oregon.
The Planning Commission reviewed the application and tentative
plan at a public hearing an March 15, 1994, and granted
conditional approval in Planning Commission Resolution No. 281.
The City Council voted to conduct an own-motion review of that
approval. A public hearing was held on April 21, 1994, and
continued. to May 19, 1994. At issue was the Planning
Commission's requirement that Lot 51 remain unsold and
undeveloped until such time as a decision was made as to whether
Coachman Drive would be extended through Lot 51 into the parcel
to the north.
Section. 2. Approval Criteria. The criteria far approval of
this application are found in CPMC Chapter 16, relating to
tentative plans and subdivisions, and in Chapter 17, relating to
zoning and lot sizes.
Section 3. Findings and Conclusions. The City Council
finds and determines as follows:
A. Tentative Plan Requirements. The application and
tentative plan herein are in the correct form and contain all of
the information required for the same under CPMC Chapter 16..10.
B. Area and Width of Lots. The subdivision lots average
8,228 square feet and all meet the R-1-6 district lot size
requirements of 6,000 square feet for interior lots and 7,000 for
corner lots found in CPMC 17.20.050. The minimum. width
requirements of CPMC 17.20.050 are also met, with interior lots
at least 60 feet wide and corner lots at least 70 feet wide.
C. Blocks and Streets. The tentative plan proposal for the
layout and dimensions of streets and blocks is in compliance with
the requirements of CPMC Chapter 16.20 regarding streets and CPMC
Chapter 16.24 regarding blocks.
D. Coachman Drive will not be extended north through Lot 51
to serve. the parcel to the north. There is therefore no reason

to restrict the sale or development of Lot 51, and that condition
shall. be removed from the Planning Commission approval. Other
than that change, the Planning Commission decision is affirmed.
Section 4. Conditional Approval. The application for
tentative plan approval for Forest Glen Subdivision Unit No. 2 is
hereby approved, subject to the following conditions imposed
under authority of CPMC 16.10.090:
Conditions
1. The storm drainage easement between lots 59 and 60, and
through lots 57, 58 and 59 heading north shall be 20 feet wide.
2. All structures shall have roof drains, area drains, and.
crawl spaces with positive drainage away from the structure and
drain lines connected to a crub drain or an approved storm sewer.
Developer shall provide the necessary storm drainage improvements
and lot grading to assure that all lots, streets and properties
drain properly. Developer shall submit a grading plan with the
construction drawings and perform such grading and drainage
improvements to satisfy this condition, leaving only minor
grading required for each lot during house construction. A 16
inch water line easement must be added across lots 59 and 60 for
a Medford Water Commission water line.
Passed by the Council and signed by me in authentication of
