DECEMBER 16, 1997
I. MEETING CALLED TO ORDER AT 7:04 P.M.
il. ROLL CALL: Chuck Plland, Candy Fish, Don Foster, Bob Gilkey, Karolyne
Johnson. Angela Curtis came in at 7:30 p.m. Jan Dunlap was absent. Also
present were Jim Bennett, Planning Director, Ken Gerschler, Planning
Technician, Lee Brennan, Public Works Director, and Arlene LaRosa, Public
Works Secretary.

IV. MINUTES
A. Commissioner Fish made a motion to approve the minutes of December
2, 1997, as written. Motion was seconded by Commissioner Gilkey.

Chairman Plland opened the public hearing.
There were no conflicts of interest or ex-pane communications.
J(m Bennett reviewed the Planning Department Staff Report. He
discussed the possibility of the City considering vacating a part of the
right-of-way on Oak Street from the current 80 foot right-of-way to a 50

foot right-of way. He. stated that if the City Council approves a partial
vacation of Oak Street, there will not longer be a need for a variance.
Lee Brennan reviewed the Public Works Staff Report.
Angela Curtis came in at 7:30 p.m.
Dan Park, agent for William and Valerie Rapp, 6180 Shady Brook Dr.,
Central Point, and William Rapp, applicant, 487 Creekside Circle, asked
if the commission would consider a phased solution on the Oak Street
parking and if they could do a Deferred Improvement Agreement for the
street improvements on Oak Street.
Chairman Piland closed the public hearing.
Commissioner Fish made a motion to adopt Resolution 408 approving a
Site Plan fora 9,000 s.f. Automotive, Boat Shop (William R. And Valerie
A. Rapp, applicants) (M-1 zone) (37 2W 10AA Tax Lot 6300) with a
Variance to allow a Reduced Side Yard Setback and Reduced Off-Street
Parking Requirements allowing for 15 parking spaces, with 4 of those
spaces parallel to the north side of the building, to accept all conditions
and recommendations of the Planning Department and Public Works
Department Staff Reports and make a recommendation to the City
Council to look into paving Oak Street and reducing the size of the right-
of-way to 50 feet, deeding back 20 feet of that vacation to the property
owners on the south side of Oak Street and 10 feet to the property
owners on the north side of Oak Street and creating a Local
Improvement District land/or a Deferred /mprovement Agreement) for
the improvements on Oak Street. Motion was seconded by

stated there is no problem with the conditions in the Public Works Staff
Report. They can work with Public Works and the Fire Department
concerning the Fire Department's requirement for the turn-around.
Commissioner Johnson made a motion to adopt Resolution 409
approving a Site Plan fora 6-Unit Multiple-Family Apartment Complex
(Eldon Smith, applicant) IM-1 zone) (372W 10AB Tax Lot 7100)
including all conditions of the Planning Department and Public Works
Department Staff Reports. Motion was seconded by Commissioner Fish.

Ken Gerschler reviewed the Planning Department Staff Report.
Applicants, Tom Sabens, 265 Brandon St., Central Point, and Mike
Ashby, 307 Emily Lane, Phoenix, OR, described the awning.
Commissioner Gilkey made a motion to adopt Resolution 410 approving
a Site Plan for an 814 s.f. awning for Hope Christian Church (Hope
Christian Church, applicant) (C-2 zone ((37 2W 02CC, Tax Lot 9800)
including all conditions of approval in the Staff Reports. Commissioner
Curtis seconded the motion. ROLL CALL: Curtis, yes; Fish, yes; Foster,
yes; Gilkey, yes; Johnson, yes.
VIL MISCELLANEOUS
Jim Bennett stated that on December 2, 1997, the Commission approved a
minor partition for 37 2W 10D6, Tax Lot 8402 for Dean and Meridee Faucher.
One of the conditions of approval was to require an easement providing
pedestrian access to Griffin Creek. City Attorney Doug Engle has suggested
that this condition is not enforceable. The City will pursue individual
negotiations with the property owners. The City asks the commission to
remove the condition.
Commissioner Johnson made a motion to adopt Resolution 411, per
recommendation from the City Attorney, to remove the requirement to
provide an easement for pedestrian access to Griffin Creek as a condition on

SUBJECT: Review of Landscaping Requirements for Oregon State Police Division III
Headquarters Facility
Background
The Oregon State Police (OSP) Division III Headquarters Facility received Planning
Commission approval on August 6, 1996. As a part of this approval, the Planning
Commission accepted a planting plan submitted by the applicant for the landscaping
proposed to be installed on the site. This planting plan included several Bloodgood London
plane, or sycamore, trees along the north property line adjacent to property owned by Wally
Skyrman. At the public hearings on the project, Mr. Skyrman registered some concems over
the nature of the landscaping and the fencing proposed along the north property line.
However, the Planning Commission accepted the planting plan as submitted.
Discussion
Mr. Skyrman has since contacted the State with regard to the sycamore trees citing his
concerns over their impact upon his health, solar exposure and property. He has requested
that the State remove the trees and replace them. Mr. Skyrman contacted me and asked to be
placed on the Planning Commission agenda to discuss the matter. I spoke to Tom Haeg at
the Department of Administrative Services today and he would like some input from the
Commission on this issue.
The Planning Commission has no authority or obligation at this time to require the removal
of the trees and the substitution of alternate landscaping. However, the City is sensitive to
Mr. Skyrman's concerns. As the State is requesting input from the City, it would be
appropriate for the Planning Commission to review these concerns and forward any
recommendations to the State that could help to resolve the matter.

This letter is being written in regards to the planting of the Bloodgood Sycamores near
the common property line between the State Police and myself. In your letter to me
on April 30th 1997 you stated that the state would be planting a photinia hedge instead
of what was earlier proposed in trees and ground cover.
The Apri130th letter was taken at face value and I did not become aware of the effects
of change until recently. In case you are unaware you have had planted fast growing
trees that at maturity are expected to be 80' tall with a width. of 40' plus. These trees
are all planted close to the property line, some within less then 3'. This is completely
inappropriate. In your recent construction when asked, I willingly pruned back my
trees. Will the state be willing to do the same in future years to keep their trees
on their property?
This means that if left unpruned approximately 40% of the trees coverage will be on
my property in years to come plus blocking my southern solar exposure. In conversing
with folks that have had experiences with sycamore's in general, few are positive.
Many problems are stated but surface roots and high allergy effects and their health
implications are often mentioned.
Personally I find the last objection listed the hardest to live with. I have chronic lung
and sinus disease that require constant medical attention. Numerous folks have
expressed bewilderment on the situation that I find myself in.
Would the person that specified this tree and their placement be willing to ok the
planting of the same on my side of the line just 8' from the roof line of your rear
building? I would not have the nerve to dump that many leaves on your roof and plug
up the drains. In urban settings we need to consider in our landscape planning what
will likely transpire in future years and try to plan away from areas of conflict.
Implementation of the AprI130th letter is requested with the removal of the bloodgood
sycamores.
I appreciate our conversation today and I will see about getting on the agenda
of the Central Point Planning Commission. Also will find suitable substitute trees.

SUBJECT: Review and decision regazding Modification of the Tentative Plan for New
Haven Estates and the Site Plan Review/Conditional Use Permit for the
Walnut Grove Village Mobile Home Pazk
Background
New Haven Estates is a proposed 207-lot single-family residential subdivision located north
of Hamrick/W. Vilas Road. The Planning Commission approved the Tentative Plan for this
subdivision on October 21, 1997. Modifications to some street rights-of--way within the
proposed subdivision were later approved by the Commission on November 4, 1997.
Walnut Grove Village is a proposed 193-unit mobile home pazk located between Gebhard
Road and Hamrick Road. The Planning Commission approved the Site Plan Review and
Conditional Use Permit for this project on July 17, 1997.
Discussion
The proposed New Haven Estates single-family residential subdivision and the proposed
Walnut Grove Village Mobile Home Park are adjacent to one another and share a common
access to Hamrick Road via New Haven Road. The applicants for both projects wish to
make modifications to their designs. New Haven Estates would eliminate Lots 1 through 7
south of New Haven Road and transfer ownership to the Walnut Grove Village Mobile
Home Pazk via a lot line adjustment.
The mobile home pazk would then use this azea for recreational vehicle storage. Access to
the recreational vehicle storage area would be from an interior street of the mobile home park
via a I S-foot easement across one of the mobile home spaces. It is staff s understanding that
the owners of the mobile home park intend to enclose the recreational vehicle storage area
with a masonry wall along Hamrick Road and New Haven Road up to the entrance to the
mobile home park.
This proposal would not increase the number of mobile home spaces or the mobile home
park density. It would reduce the number of lots within the New Haven Estates subdivision
from 207 to 200 and would slightly increase the density from 3.75 to 3.8 units per acre still
well below the maximum permitted density of 6 units per acre. It would also eliminate one

access to New Haven Road and reduce the number of vehicle trips per day on New Haven
Road and Hamrick Road by approximately 70. A copy of the revised tentative plan is
enclosed for the Commission's review. Additional detail of the recreational vehicle storage
area will be available prior to the meeting.

the approval of the minor partition for 37 2W 70DB, Tax Lot 8402 for Dean
and Meridee Faucher that was made on December 2, 1997, under Resolution
406. Commissioner Foster seconded the motion. ROLL CALL: Curtis, abstain;
Fish, yes; Foster, yes; Gilkey, yes; Johnson, yes.
Jim Bennett stated that the Strategic Plan will be completed soon. The City
also received copies of the Goals and Vision Statement from Rogue Valley
Council of Governments. These will be displayed in the Council Chamber.
Lee Brennan stated that the City has done a traffic study at the intersection of
Hopkins and Freeman Road. The study indicates the amount of traffic does not
warrant afour-way stop sign at the intersection. There will be some work
done on Hopkins Road which will help mitigate some of the problem. The
Public Works Department will recommend two two-way stop signs on Far West
and Greenpark at their intersection with Glengrove Avenue. The department
will also request a stop sign on Laurel and 10th Street.
Jim Bennett stated that the creek clean-up program is completed and was very
successful.
VIII. ADJOURNMENT
Commissioner Gilkey made a motion to adjourn. Commissioner Fish seconded
the motion. All said "aye" and the meeting adjourned at 8:45 p.m.
