RESOLUTION ADOPTING BALLOT TITLE FOR ELECTION ON
INITIATIVE PETITION PROPOSING REPEAL OF CONTINUING 15 MILL LEVY
WHEREAS, an initiative petition has been filed with the City propos-
ing revocation of Chapter X, Section 41A of the Centra Point City Charter so
as to repeal the authority for the continuing 15 mill levy for general oper-
ating expenses of the City outside of the limitations of Article XI, Section
11 of the Oregon Constitution, and
WHEREAS, the signatureson said petition have been verified to the
City Administrator by the Jackson County Clerk on August 18, 1989, and on
said date the City Attorney provided a proposed ballot title to the City
Administrator, and
WHEREAS, the Council reviewed the same at the adjourned Council
Meeting held on the 1st day of September, 1988, heard all appeals and argu-
ments relating thereto from all persons dissatisfied therewith, pursuant to
Section 1.08.100 of the Central Point Municipal Code, and finds the same to
be a true and impartial statement of the purpose of the proposed measure,
now, therefore,
IT IS HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL
POINT, OREGON as follows:
Section 1. That the following ballot title be, and the same is hereby,
approved and adopted for placement on the ballot:
MEASURE PROPOSING REPEAL OF CONTINUING OPERATING LEVY
QUESTION: Should Central Point Charter provision authorizing continuing
operating levy be repealed?
PURPOSE: To revoke Chapter X., Section 41A of the City Charter, originally
adopted June 4, 1951, authorizing a continuing 15 mill levy for general
operating expenses of the City outside of the limitations of Article XI,
Section 11 of the Oregon Constitution.
STATEMENT: The proposed measure would revoke the City's authority to levy
taxes beyond the tax base. For the 1988-89 tax year, repeal of the continu-
ing operating levy would reduce taxes available for operating expenses by
ninety-three percent (93%), from $990,000 to $72,020.

Section 2. The City Administrator is directed to forthwith furnish a copy
of said approved and adopted ballot title to the Jackson County Clerk for
inclusion on the ballot of the City of Central Point for the November, 1988
general election, and to in all other respects comply with the requirements
of the County Clerk to assure inclusion of said issue upon said ballot.
Passed by the Council and signed by me in authentication of its
passage this 1st day of September 1 1988,
