LEVY FOR STREET REPAIR AND MAINTENANCE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON, that in connection with the City's 10-year, $900,000 per year, serial levy for street repair and maintenance to be placed on the September 19, 1995 ballot, the explanatory statement required by ORS 251..345 for the Jackson County Voter's Pamphlet attached hereto and the ballot title, required by ORS 250.035 attached hereto, are hereby approved. Mayor Rusty Mc ath RESOLUTION NO. r/33 (062195) E%PLANATORY STATEMENT FOR JACKSON COUNTY VOTERS' PAMPHLET Name of Person Responsible for Content: Rusty McGrath, Mayor Name of Oroanization Person Represents if any: City of Central Point, Oregon Ballot Title Caption: 10-Year Serial Levy for Street Repairs and Maintenance Measure Number Passage of this measure would authorize the City of Central Point, Oregon, to collect $900,000 in property taxes, starting with fiscal year 1995-96, each year for 10 consecutive years, for the purpose of financing street repairs and maintenance, including underground utilities, within the City of Central Point. Repair and replacement of underground City utilities would be done as needed in conjunction with street work. The street repairs would be made on a priority basis to be developed by the Central Point City Council, with input from citizens, City staff, and any outside experts the City Council might choose to consult. This levy would be outside the tax base limitation of Section 11, Article XI, of the Oregon Constitution, but would be subject to the limits of Section llb, Article XI, of the Oregon Constitution (commonly referred to as "Ballot Measure 5"). Based upon the City's projected estimated 1995-96 total assessed property valuation, the first year levy would be approximately $2.78 per $1,000 of assessed valuation. That rate would decrease over the 10-year period if the total value of the City's property increases.. Summary: Passage of this measure will authorize Central Point to levy property taxes, beginning with fiscal year 1995-96, in the sum of $900,000 per year for ten consecutive years, for a total of $9 million, outside the tax base limitation imposed by Section 11, Article XI of the Oregon Constitution, for the purpose of financing street repairs and maintenance, including underground City utilities, within the City. The revenues raised will not be used for educational purposes and will not be used for educational support purposes. The revenues raised will be used for other governmental services, specifically, street repairs and maintenance. Streets to be repaired on a priority basis to be developed by the City Council, ranging from overlays to complete reconstruction. This levy is subject to Section llb, Article XI of the Oregon Constitution (commonly referred to as "Ballot Measure 5"), and pursuant to that section, this proposed tax measure may reduce property tax collections for other units of local government. 10-YEAR SERIAL LEVY FOR STREET REPAIRS AND MAINTENANCE.
