A RESOLUTION AUTHORIZING PLACEMENT OF A 10-YEAR,
$900,000 PER YEAR, SERIAL LEVY FOR STREET REPAIR
AND MAINTENANCE ON THE SEPTEMBER 19, 1995 BALLOT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL
POINT, OREGON, AS FOLLOWS:
Section 1. The City of Central Point shall ask its voters.
at the September 19, 1995 election to authorize the City to levy
$900,000 in property taxes per year for ten consecutive years for
the purpose of financing repair and maintenance of City streets,
including underground City utilities.
Some streets presently require only new overlays. Other
streets are already failed and. may require complete
reconstruction. Repair and replacement of underground City
utilities would be done as needed in conjunction with street
work. The street repairs would be made on a priority basis to be
developed by the City Council, with input from citizens, City
staff, and any outside experts the City Council might choose to
consult.
This levy would be outside. the limitation imposed by Section
11, Article XI, of the Oregon Constitution.
Based upon the City's projected estimated 1995-96 total
assessed property valuation of $.324 million, the first year levy
would be about $2.78 per $1,000 of assessed valuation. That rate
would decrease. if the total value of the City's property
increases.
Section 2. The ballot title for the measure referred to
above shall be as follows:
10-YEAR SERIAL LEVY FOR STREET REPAIRS AND MAINTENANCE
Question: Shall Central Point levy $900,000 per year for ten
years for street repair and maintenance?
Summary: Passage of this measure will authorize Central Point. to
levy property taxes in the sum of $900,000 per year for ten
consecutive years, for a total of $9 million, outside the
limitation imposed by Section 11, Article XI of the Oregon
Constitution, for the purpose of financing street repairs. and
maintenance, including underground City utilities, within the
City. The revenues raised will not be used for educational
purposes and will not be used for educational support purposes.

The revenues raised will be used for other governmental services,
specifically, street repairs and maintenance. Streets to be
repaired on a priority basis to be developed by the City Council,
ranging from overlays to complete reconstruction.
This levy is subject to Section llb, Article XI of the
Oregon Constitution (commonly referred to as "Ballot Measure 5"),
and pursuant to that section, this proposed tax measure may
reduce property tax collections for other units of local
government.
Section 3. The City's election officer shall file with the
Jackson County Clerk a copy of this Resolution and the ballot
title, not later than the 61st day before the September 19, 1995
election.
Section 4. The City's election officer shall cause notice
of the September 19, 1995 election to be given in the manner set
forth in Section 23 of the City Charter.
