1. Pursuant to Oregon Revised Statutes Chapter 223, Central Point
enacted Ordinance No. 1657, authorizing the City to establish and revise by
resolution System Development Charges for various types of capital
improvements.
2. By Resolution No. 588, on June 24, 1991, the City established a
Wastewater Treatment Plant Reimbursement Fee (System Development Charge),
setting forth certain System Development Charges for various sewer system
uses within the City.
3. Based on a Final Report by Economic and Engineering Services,
Inc., entitled, "System Development Charges for the Medford Regional Water
Quality Control Plant, October, 1992", the Council determined that the
schedules of System Development Charges set forth in Resolution No. 588
should be updated and revised, and the same were revised in Resolution No.
656 on May 20, 1993.
4. In August, 1993, the Regional Rate Committee further modified the
rates as they pertained to the "Type of Building and Sewer Use" listed
below under numbers 4, 9 and 12. Those categories did not exist in
Resolution No. 588 or 656, and were added to the Central Point SDC by
Resolution No. 672 on December 17, 1993.
5. Economic and Engineering Services, Inc. has now drafted an updated
"System Development Charges for the Medford Regional Water Quality Control
Plant", dated January, 1994. Based on that report, the City Council has
determined that the schedules of System Development Charges set forth in
Resolution No. 672, dated December 17, 1993, should now be updated and
