City of Central Point Citizens Advis©ry Committee Minutes April $, 2008 6:00 P.M. The Central Point Citizens Advisory Committee meeting was held in City Council Chambers on April 8, 200$, commencing at 6:00 p.m. Present were Vice Chairman Herb Farber, Larry Martin, David Painter, Sam lnkley, Jr., Jake Jakabosky and Allen Broderick arrived at 6:05 p.m. Chairman 3oe Thomas was absent. Council 1zaison, Dick Halley was also present. Also in attendance were Don Burt, Planning Manager, Tom Humphrey, Community Development Director, Dave Jacob, Community Planner and Lisa Morgan, Planning Technician. Minutes A motion. was made by David Painter and seconded by Jake Jakabasky to approve the minutes of the February 12, 2008 meeting. All members said "aye". Motion passed. Public A earances There were no public appearances. Discussion -Transportation System Plan (TSP1 Chapter 12 _ Transportation System Financing Don Burt presented a power point presentation which illustrated the various projects throughout the City and the various project prioritizations. Mr. Burt explained improvement projects that relate to safety reasons receive a high priority classification on the list. Projects listed under Tier 1 were not amended much as they have already been earmarked for completion. Explanations as to how projects are classified and the project tier procedure were given. The Advisory Committee members were encouraged to look at projects in different tiers to see if any should be shifted from Tier 2 to Tier 1 and visa versa. Projections for revenue have been completed. Evaluations of funding possibilities should be performed about every three (3) years. Mr. Burt proceeded to discuss the various funding mechanisms possible for completion of the projects such as grants, capital improvement allocations, and developer driven fees. Fees and where they will originate from and utility fees were only calculated for the Tier 1 (short term) projects. Mr. Burt stated that in order to complete all projects in Tier 1 {short term) and Tier 2 {long term), the City would need 4$.5 million dollars. A functional classification and street network rnap were displayed. Mr. Burt explained that a few of the streets are proposed for reclassification to reflect more accurately how the streets actually function. The streets discussed for reclassification were: Twin Creeks Loop, Scenic Avenue, Tenth Street, Freeman Road, Upton Road and `l"able Rock Road. Mr. Burt stated that this is an important document to guiding a City in how they can or cannot use the street system. A comprehensive plan can model density and guides a City in assessing whether or not streets can handle the traffic generated by a proposed development. Mr. Burt said that Freeman Road and Tenth Street have moved from a medium priority to a top priority (short term). Councilman Halley generated discussions regarding Highway 99 improvements made prior to Tenth Street improvements. Mr. Burt explained that these projects have different funding mechanisms, and they are not causing the projects to compete against each other. Improvements will happen if the level of service requires it. Discussion of the various projects continued with an explanation that some of the projects on Peninger Road have been placed at the bottom of the Tier since the State is looking at an interchange plan. Mr. Humphrey, Community Development Director emphasized that Mr. Burt has performed an extensive evaluation to create a capital improvements list and then budget for it. Allen Broderick, Citizen Advisory Committee member, stated that he agrees with the criteria For prioritization of the projects and added that Highway 99 is important for economic development to attract and retain businesses to Central Point Mr. Broderick also feels that Scenic Avenue needs to be improved now as children are walking in ditches to get to school. Mr. Burt said this is a laundry list of projects that have been around at least ten (10) years and some of these projects could be eliminated completely. There were questions regarding East Pine Street and whether the bridge is wide enough or not. It was pointed out that some of these projects will be developer-driven and some may be accelerated as they develop. A motion was made by Allen Broderick and seconded by David Painter to make a recommendation to forward Chapter 12 -Transportation System Funding to the Planning Commission for it's review.
