A Citizens Advisory Committee meeting was held in City Council Chambers on November 20, 2007, commencing at 6:00 p.m. Present were Joe Thomas, Herb barber, Sam Inkley, Jr., David Painter and Allen Broderick. Jake Jakabosky was absent. Linda Salvador has resigned. Also in attendance were Dick Halley, City Council Liaison, Tom Humphrey, Community Development Director, Don Burt, Planning Manager, Connie Clune, Community Planner, Dave Jacob, Community Planner, and Didi Thomas, Planning Secretary. David Painter requested that the minutes of the October 16, 2007 meeting reflect his desire to have the cause of accidents at the intersection of Tenth and East Pine Streets investigated, and if they are happening as the result of signal timing, Mr. Paizater has requested that the project be moved to a higher priority on the City's list of capital improvements. A motion was made by David Painter and seconded by Herb Farber to approve the minutes of the October 16, 2007 meeting with the requested revision. All zn.embers said "aye". Public Appearances There were no public appearances. Tam Humphrey, Community Development Director, introduced Dave Jacob, new Community Planner, to committee members. Transportation Svstem Plan Don Burt, Planning Manager, asked committee members to focus on policy issues as they review the chapters in the transportation system plan. The information is pretty straight forward but does need some editorial work. The priorities for transportation funding typically follow the following preferences operations, maintenance and safety, and finally capital/modernization. Operations, maintenance and safety are funded through the state gas tax, grants and the general fund. SDC fees are used far capital improvements and not operations or maintenance. Maintenance financing is where the gap wi11 be. Citizens Advisory Comrr~ittee November 20, 2007 Page 2 Mr. Burt then commenced to review the chapters presented. Chapter 5 -~ 'Transportation System Management -deals with the existi~~g transportation system and attempts to maximize and increase capacity, new signals, ate. The policies contained o~1 page 6 are straight forward --- maximize capacity of the system while maintaining a minimum level of service "D". Chapter 6 -Transportation Demand Management -essentially deals with how to get people out of their cars and get vehicles off the roads by encouraging alternate work hours, bicycle and pedestrian transit programs and use of RVTD. Over time, as densities increase, it is expected that there will be morn use of transit and bicycles. People will be encouraged to use alternative means of getting to work. The Regional Transportation Plan {RTP) has a number of measures pertaining to transit, pedestrian and bicycle use. Cities subject to the RTP are incorporating these measures into their Transportation System Pions. Presently, the City has nine standards far collector and arterial streets. This is excessive and needs to be minimized. Dave Jacob, Community Planner, discussed the Highway 99 Corridor flan fora multi- use path on the west side of the railroad tracks as an alternative to locating bike lanes on Highway 99. Don Burt noted that the Highway 99 Corridor Plan proposal was developed based on finding that a section of Highway 99 was not wide enough to accommodate bike lanes. In order to accommodate bike lanes, additional right-of--way would be needed along Highway 99. Dedication of additional right-of way is complicated by the presence of existing businesses. David Painter suggested contacting some of the stakeholders of the Highway 99 Corridor Plan to provide input to avoid potential conflicts in the future. The original study was so controversial, and Mr. Painter wants to be very careful. Tom Humphrey pointed out that right now, staff is just asking for input. Herb Farber suggested that we get bike lanes off of Highway 99 and that will provide an additional 10 feet. Sam Inkley, Jr. thought that David Painter had a good point -that we should take a look at what was decided before. Don Burt said we will proceed with bike lanes on the west side {railroad tracks) and on 2"a Street. Dave Jacob stated that the red lines on the map distributed to committee members indicate anticipated improvements to bike lanes within the next five {S) years. The green lines improve connectivity and the blue lines are long term. Bike lanes are located in the TOD as well. There is no specific policy for Highway 99. We will bring back a specification far Highway 99. Chapter 11 -Pedestrian System -The City's current standards include provision for sidewalks on all public streets. With modernization of systems, one measurement in the quality of life of a community is reflected in its bike and pedestrian lanes. Sam Inkley, Jr. asked where the money comes from far maintenance, and Don Burt answered that funds are derived from gas taxes, grants and the general fund.
