ROLL CALL: Chuck Piland, Karolyne Johnson, Candy Fish, John LeGros, Paul Lunte, Don Foster, and Wayne Riggs were present. Also in attendance were Tom Humphrey, Planning Director, Ken Gerschler, Community Planner. III. CORRESPONDENCE There was no correspondence. IV. BUSINESS A. Study session to review changes to the Central Point Municipal Code as they pertain to the Zoning Ordinance. Tom Humphrey, Planning Director explained the reason for and purpose of the second planning commission meeting in March. Changes in state law require city-wide public notification and the Planning Department is trying to make code amendments in packages at regular intervals during the year. Commissioner Fish expressed her interest in streamlining the municipal code rather than adding more to it. Ken Gerschler, Community Planner presented three new ordinances to the Commission. Mr. Gerschler stated that once the Commission is comfortable with any of the ordinances; they could make a recommendation to the City Council for their consideration. The first Ordinance was a Telecommunication Ordinance. Under current City regulations a tower could be placed in any zoning district provided it met the maximum height requirement. Traditional towers need a minimum height of approximately 80 feet to provide an adequate coverage area. The Ordinance City Staff has constructed is intended to restrict telecommunication facilities to certain zones, to minimize their affect on residential sections and to put potential towers into zones where there are already existing structures of similar height. City of Central Point Planning Commission Minutes March 21, 2000 Page 2 The Commission discussed what zones this would be best suited for primarily the C-4, Tourist and Office Professional ,the idea of co-locating services, and making the ordinance simple and easy to understand. Commissioner Fish made a motion to recommend the Telecommunication Facilities Ordinance to the City Council. Commissioner LeGros seconded the motion. ROLL CALL: Motion Passed unanimously. The second ordinance discussed was a tree ordinance. A tree ordinance would provide a framework for tree planting and maintenance for all development and open space management within the City of Central Point. A copy of the City of McMinnville ordinance was provided. The Commission asked City of Central Point Staff to obtain a copy of the Ashland Ordinance. The Commission stated they wanted City Staff to put in guidelines regarding how street trees are regulated, how historic trees are protected and whether the health of trees will be considered. The Commission would also like some definitions between trees in the right of way and all other trees. Mayor Walton commented on the overall benefit of trees for shade, heat reduction, and overall environmental health. The Commission agreed to continue a discussion of this issue for one moth to April 18`h The third item discussed was a Landscape and Sound Buffering ordinance. A successful barrier ordinance would provide an attractive, safe and cost efficient buffer between residentially zoned land and other uses. Buffers can be established as walls, berms or landscape hedges or a combination of each. Walls are solid pillar structures that can be used for a physical barrier and offer the largest degree of sound reduction, but are also the most expensive to construct. Hedges are aesthetically pleasing, but offer little or no reduction in noise levels. The Commission stated that the main things this ordinance should deal with are ways to help eliminate sight and sound problems, and provide better safety for the citizens of Central Point. Councilmen Bob Gilkey told the City of Central Point Planning Commission Minutes March 21, 2000 Page 3 Commission he can do some noise testing around the City of Central Point to provide some data. The goals are to help the citizens and to come up with creative ways to keep costs down. The Commission agreed to continue a discussion of this issue for one month until April 18'h. V Adjournment Commissioner Fish made a motion to adjourn the meeting. Commissioner Lunte seconded the motion. ROLL CALL: Motion passed unanimously. Meeting adjourned at 9:20 P.M.
