The Central Paint Citizens Advisory Committee meeting was held in City Council Chambers an February 12, 2008, commencing at 6:00 p.m. Present were Chairman Joe Thomas, Herb Farber, Allen Broderick, Larry Martin and David Painter. Sam InkIey, Jr. and Jake Jakabosky were absent. Also in attendance were Don Burt, Planning Manager, Dave Jacob, Community Planner, and Didi Thomas, Planning Secretary. Minutes David Painter requested that the minutes of November 20, 2007 be revised to reflect his concern that if accidents at the intersection of Tenth and East Pine Streets are being caused by signal timing, this project be made a higher priority on the City's list of capital improvements. A motion was made by Herb Farber and seconded by Larry Martin to approve the minutes of the January $, 2008 meeting. All members said "aye" except that David Painter and Jae Thomas abstained. Public Appearances There were no public appearances. Downtown Revitalization Don Burt, Planning Manager, advised that as part of the City's vision process, several new downtown projects are being generated by the downtown revitalization subcommittee. The subcommittee has been meeting to develop new ideas and strategies for a more beautiful downtown area. Ideas under consideration include placing benches and flower baskets in the downtown area. David Painter expressed a concern as to who would be fiscally responsible far damages due to vandalism to benches and/or flower baskets. Mr. Painter would like to see this matter addressed in any agreement that would be entered into between the City and property owners. Citizens Advisory Committee t''ebruary 12, 2008 Fage 2 Transportation System„Pl„an,,,(„TSP1 Don Burt said that approximately 80% of the work has been done on the Transportation System Plan (TSP). For this meeting he will review the purpose and issues for each of the individual TSP chapters with the Committee and request approval far each chapter individually. There are three (3) chapters to be completed. The Transportation System Financing chapter will be finished when OBEC provides cost estimates far capital improvement projects. The chapters an Land Use and Forecasting and Parking System and Management will be completed and also presented at the next scheduled CAC meeting. Mr. Burt hopes to have land use and housing elements from the Comprehensive Plan update ready for review at this meeting as well. Mr. Burt presented the following TSP chapters for review and approval: Chapter 1-Introduction describes the purpose of the TSF. A motion was made by David Painter and seconded by Herb Farber to accept Chapter 1 of the Transportation System Plan as presented. All members said "aye". Chapter Z -Plan Compliance provides an inventory of various plans, studies and legislation that govern the preparation of the City's TSP. A motion was made by Herb Farber and seconded by David Painter to accept Chapter 2 of the Transportation System Plan as presented. All members said "aye". Chapter 3 -Land Use and Forecasting will be presented at the next meeting. This chapter will provide a discussion of the interrelationship between land use and transportation with emphasis on haw Central Point will manage land uses through its planning program to optimize performance of the transportation system and to identify future improvement needs. Chapter 4 -Existing Transportation Conditions identifies existing street, pedestrian, bicycle, transit and rail conditions, function classifications and jurisdictional responsibility for arterial and collector streets in the county, and major truck routes. Mr. Burt reviewed the maps and tables included in this chapter. Herb Farber asked that the bike lanes in Twin Creeks be included in Figure 4.4, the Existing Bicycle System. Mr. Burt indicated that he is waiting for an inventory of bike lanes to be completed by the Public Works department prior to finalizing the map. A motion was made by Herb Farber and seconded by David Painter to accept Chapter 4 of the Transportation System Plan as presented. All members said "aye". Chapter S - Transportation Management identif es different ways to manage transportation systems and demand. All members said "aye". Chapter 6 -Parking System 8~ Management will be presented at the next meeting. The chapter addresses the City's plans for managing parking with the intention of reducing parking as a strategy to decrease reliance on the automobile. Chapter 7 -Street System outlines the City's future street system and necessary improvements to maintain a level of service (LOS) of "D" and accommodate future growth. The chapter identifies deficiencies in the years 2010, 2020 and 2030 but it does not prioritize these deficiencies. If desired, a traffic engineer can be brought to the next meeting to discuss these issues. JRH (traffic engineers) has reviewed improvements on Table 7 based upon whether they are short-term, mid-term or long-term projects. This table will continue to change until Council adopts it. The members of the Committee agreed to table further discussion of this chapter until Chapter 12 (costs) has been prepared and will review both chapters at the same time. Chapter S -Bicycle & Pedestrian System identifies future bicycle and pedestrian programs, sets benchmarks for the number of bicycle facilities to be located on arterials, and prioritizes improvement projects. Related to the issue of placing bicycle lanes on East Pine Street through the downtown area, Mr. Burt stated that this would not occur. Instead, the street would be labeled a bicycle route. If the street is designed properly with traffic calming devices, bicycles riders will be able to use it safely. Related to newer development, bicycle and pedestrian facilities are required. Concerning bicycle lanes on Highway 99/Frant Street, the Central Point Highway 99 Corridor Plan Preferred Plan will be used. This concept would place abicycle/pedestrian lane next to the railroad on the west side of the highway and place bicycles lanes an 2n~ Street. A motion was made by Herb Farber and seconded by David Painter to accept Chapter 8 of the Transportation System Plan as presented. All members said "aye". Chapter 9 -Public Transit System supports a number of policies in the Regional Transportation Plan primarily focusing on the expansion of transit services through RVTD in the Central Paint area. A motion was made by David Painter and seconded by Herb Farber to accept Chapter 9 of the Transportation System Plan as presented. All members said "aye". Citizens Advisory Committee February 12, 2fl08 Page 4 Chapter 1 D -Rail & Aviation System describes the role of rail and aviation in the City's transportation system.' Mr. Burt pointed out that we need to look at the feasibility of passenger railroad and recognize and take advantage of the close proximity of an airport to our community. Both are valuable assets. One of the current issues related to the railroad is development of an additional railroad crossing to serve the Twin Creeks development. This issue is currently being resolved with Jackson County, ODOT, and the Central Oregon and Pacific Railroad. A motion was made by Allen Broderick and seconded by Larry Martin to accept Chapter 10 of the Transportation System Plan as presented. All members said "aye". Chapter II -Truck Freight System focuses on issues specific to truck freight and street system improvements needed to improve freight movement and safety through the City. With the recent events taking place with the railroad system (curtailing service), Mr. Burt stated that trucks will play a more important part in the movement of goods and services. Problem intersections are described in the chapter, and the City has developed policies to accommodate freight traffic as best we can in the downtown core area. A motion was made by Allen Broderick and seconded by Larry Martin to accept Chapter 11 of the Transportation System Plan as presented. All members said "aye". A motion to adjourn was made by David Painter and seconded by Herb Farber. All members said "aye".
