City Council Study Session
August 21, 2006

MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 6:00 p.m.
II. ATTENDEES
Mayor: Hank Williams
Council Members: Kay Harrison, Bruce Dingier, and Mike
Quilty were present.
City Administrator Phil Messina; Parksand Recreation Director
Katherine Boxer; Community Service Officer Ron Barnett;
Deputy Public Works Director Chris Clayton; Building Official
Lois DeBenedetti, and City Recorder Deanna Gregory were
also present.
III. BUSINESS
A. Mandatory Garbage Service Presentation

Community Service Officer Ron Barnett reported on the amount of garbage
generated by a single family residence. He stated that some families do not pa for
garbage pick up, but store their trash until they can make a trip to the dump. This
type of practice causes problems with smells, and rodents. He stated that he
receives calls about residents that have trash piles in truck beds or on trailers.
Citizens call regarding the odor and the rodents that are attracted to this type of
environment. Mr. Barnett presented sample ordinances that are directed at rental
units. He recommends an ordinance making, it mandatory for all residents to have
garbage service of some kind. If a complaint comes to the city regarding garbage
it will enable the city to cite the owner of the home. They would be sited on a daily
basis until they are in compliance with city code. He is not in favor of regulating only
rental units. It should be any property. This is a wide spread problem through out
the City, not just for rental properties. An ordinance can be worded to allow time for
compliance prior to being cited by the Community Service Officer.
Mr. Barnett stated that currently we send out 5,638 water bills, Rogue Disposal
reports 4,800 garbage customers in the city limits. That leaves over 800 properties
unaccounted for when it comes to removal of garbage in the City limits.
Conclusion: Staff will bring back an Ordinance on Mandatory Garbage
Service for all zones.
B. Update on Gym, Public Safety Goal, Parks Funding, SDC's and Grants.
Parks and Recreation Director Katherine Boxer and Development Services
Coordinator Matt Samitore started a discussion regarding the events and classes
that happen at the Central Point Elementary Gym which the City owns. The Parks
and Rec department rents the gym to other entities and schedules classes in the
gym. It is a great asset to the City, but has become a liability because of the age of
the building. They explained the current budget and projected revenue. There is a
shortfall from a decrease in building permits and SCD fees.
Deputy Public Works Director Chris Clayton stated that the gym is failing. There are
several structural, electrical, mechanical, HVAC, Asbestos and ADA compliance
issues with the old gym.
There was discussion regarding the current use of the gym and the community need
for a gym. The options and recommendations are:
Option 1: $1.9 Million to renovate the existing building.
Option 2: $2.2 Million to demolish and rebuild a new gym in the near future.
Option 3: $65,000 to demolish the gym with no plan to rebuild in the near future.
Staff recommends immediate closure of the gym. The building should be
demolished saving as much of the good wood from the floors and bleachers as
possible. The City should begin discussions for a community building soon.
When there is discussion regarding a new community center the Police Department
would be interested in a joint use facility. Building Official Lois DeBenedetti stated
that the building has a lot of issues. The 1.9 Million estimate is not a guarantee that
the building could: be renovated enough to be safe for the public.
Conclaasion: It was decided that staff should return to Council with a
proposal to demolish the building. There would be discussion
in the future about a community center. They should salvage
items that can be used in a new facility.
