A Citizens Advisory Committee meeting was held in City Council Chambers on October 16, 2007, commencing at 6:00 p.m. Present were Joe Thomas, Herb Farber, Jake Jakabosky, Sam Inkley, Jr., David Painter and Allen Broderick. Linda Salvador was absent. Also in attendance were Tam Humphrey, Community Development Director, Don Burt, Planning Manager, Connie Clune, Community Planner, and Didi Thomas, Planning Secretary. A motion was made by David Painter and seconded by Herb Farber to approve the minutes of the August 28, 2007 meeting. All members said "aye". Public Annearances A member of the audience came forward and asked why Central Point didn't have urban renewal funds for the construction of sidewalk improvements. Tom Humphrey, Community Development Director, responded that for the time being, the City has a 5- year capital improvement plan. There has, however, been discussion about forming an Urban Renewal District to help fund these types of improvements in the future. ransbo~tation S s,,, ,,,,..,..,.,,.._ y,,tem Plan Don Burt, Planning Manager, presented a brief review of Chapters 1, 2 and 3 of the draft Transportation System Plan, and handed out a list of transportation projects and short- term and medium-term capital improvement projects. A forecast of street system development charges was also presented for review. Mr. Burt described areas that will generate traffic in the future based on development. Mr. Humphrey added that points of access on Highway 99 would be combined where feasible. Jim Hanks was then introduced to Commission members. Mr. Hanks is a principal with JRH Traffic Engineers whose firm has done traffc modeling and analyses for the City of Central Paint. Mr. Hanks explained that mast of the problems identified have easy to solve capacity issues, and deficiencies discovered are far less signif cant than other cities of the same size. Mr. Hanks then described the relationship between traffic warrants and the methodology involved in order for ODOT to install traffic control devices at specified locations. Volumes would be monitored over different periods of time to ascertain feasibility.
