Planning Commission
March O5, 2002
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL:
Chuck Piland, Candy Fish, John LeGros, Paul Lunte, Don Foster and Wayne Riggs were
present. Rick Perry was not in attendence.
Also in attendance were Tom Humphrey, Planning Director; Ken Gerschler, Community
Planner; Matt Samitore, Community Planner and Dave Arkens Planning Technician.

There was correspondence relating to Business Item A and B.
IV. MINUTES
Commissioner Fish made a motion to approve the minutes from the February 5, 2002
meeting as presented. Commissioner Foster seconded the motion. ROLL CALL:
Fish, yes; LeGros, yes; Lunte, yes; Foster, yes and Riggs, yes. Motion passed
unanimously.
V. PUBLIC APPEARANCES
There were no public appearances.
VI. BUSINESS
A. Public Hearing to review a tentative map for the Cascade Meadows Planned Unit
Development. The subject property iszoned TOD-MMR, Medium Mix Residential and
is located North of Beall Lane and West of U.S. Highway 99 on Jackson County
Assessment Plat 37 2W 11 C, Tax Lot 9500.
Tom Humphrey, Planning Director, presented the Planning Department Staff Report. Mr.
Humphrey reported that at the February 28'"City Council meeting the Council approved the
annexation of the Cascade Meadows property into the City Limits. There are still zoning
changes to be made which would convert the present TOD-MMR to TOD-LMR and extend
the C-4 zoning to the Northwest for the proposed Cell Tower. State Law requires a city
wide notice to change zoning within the city.

Dueto the proposed lotwidth, front loading garages may or may notsatisfythe current TOD
standards. The TOD standards requires that no more than 40% of the front portion of a
residential home be a garage. Garages may have to be located in the rear with front
access except for those on Isherwood Drive which would take access from Chickory Lane.
Correspondence received by Richard and Kimberly Morley of 669 Farnsworth Drive
requested that adequate street lighting for Chickory Lane be installed and suggested that
parking for properties that connect to Chickory Lane be looked at closer. Lighting will be
required for Chickory Lane per TOD standards. The TOD standards also require that any
independent living units have one off street parking space. No parking will be allowed in
the alley known as Chickory Lane.
The agent, Craig Stone, addressed some of the issues raised at the City Council. Mr.
Stone stated that since the development is a PUD the lighting can be altered from the TOD
standards. He had no plans to install lighting in the alley and he had talked to residents
on Farnsworth and they indicated 6 to 1 that they did not want lighting in the alley. Mr.
Stone also stated he has no objections to the conditions of approval which requires a
lighting plan.
The proposed Cell Tower has a prospective user and Mr. Stone would like to have the color
of the tower blend with surrounding elements. Chuck Piland asked why the cell towercould
not be moved south to the existing C-4 zone and Mr. Stone replied that the location chosen
would better accommodate the user and that the area of the cell tower and storage area
would be re-zoned C-4.
Mr. Stone presented the Commission with an amended plan for open space and park land.
Instead of one large park at the Northeast corner of the development, there will be two
parks. The size of the park in the Northeast corner will be reduced and there will be an
additional park area located near the middle of the development along Haskell Street. This
park would be smaller but will provide open space in the middle of the development. Paul
Lunte expressed the desire to see the parks completed before the end of the build out of
the development.
Mike Montero, the applicant, stated that there is no problem with lighting the alley for safety
and that the lighting would not be too bright. He also added that there will be 2 phases to
the project.
Vivian Grisham of 3386 Chicory Lane does not want parking on Chickory Lane because of
the narrow width of the alley. Mr. Stone replied that there will be no parking in the alley but
it would have access for alley loaded garages.
Walter Meed of 248 Hiatt Lane asked if "No Parking" signs could be posted in the alley.
The Commission and staff agreed that this a viable option that will be looked at when
development begins.
Commissioner Fish made a motion to adopt Resolution 539 recommending approval
ofthe preliminary development plan, tentative plan and conditional use permitforthe
City of Central Point

Cascade Meadows PUD, based on the findings of fact and conclusions of law
contained in the record and subject to the recommended conditions of approval as
set forth in the staff reports and prohibiting parking in the alley known as Chickory
Lane. Commissioner Lunte seconded the motion. Commissioner Fish made a motion to
amend the motion to include the Park Plan submitted by Craig Stone. Commissioner Lunte
Seconded the amended motion. ROLL CALL: The amended Motion Passed unanimously.
B. Public Meeting to review a Site Plan Review application for the construction
of a 32 unit apartment complex at 70 Haskell Street. The subject property is
zoned TOD-MMR, Multiple-Mix Residential and is identified on Jackson
County Assessment Plat 37 2W 10AA and AB Tax Lot 7700.
Ken Gerschler, Community Planner, presented the Planning Department Staff Report. This
will be a high density development which is allowed in this zone. A Tot Lot/Pocket Park was
discussed at staff level and the conclusion was that a Tot Lot would not be necessary.
Other apartment complexes in the city have Tot Lots but they are rarely used with other
complexes not having one at all. A Park area would also reduce the number of parking
spaces and possibly cause more vehicles to be parked on the street.
Correspondence received included a letter from Mrs. Antonia Jones of 112 Haskell Street
and from Stan and Lisa Williams of 260 Hiatt Lane which is also includes signatures of
other neighbors. Both of these letters address the issue of privacy and would like the
developer to build a fence and/or plant trees since the apartments will be two story.
Mr. Gerschler added that the trees that are there now should be saved and/or looked at by
an arborist. Other trees planted to provide landscaping should be chosen from the City's
Tree List. Matt Samitore added that the development will be partially in a flood plain.
The applicant, Tommy Malot, of Malot Enterprises, LLC, agreed with the staff
recommendation of not building a Tot Lot. Mr. Malot explained that he is willing to build a
6' fence and plant trees along property lines. Washer and Dryer units will be in each unit.
An irrigation drip system will be installed for landscaping.
Walter Meed of 248 Hiatt Lane was concerned that headlights from vehicles coming into
the parking area would shine into his home. Mr. Malot assured him that the fence would
prevent this from happening.
Lisa Williams of 260 Hiatt Lane would Tike to see trees planted that are not leave bearing
trees and would like them to be fast growing trees since there will be some balconies facing
the south.
Commissioner LeGros made a motion to adopt Resolution 540 approving the Site
Plan application for the 32 unit apartment complex, based on the findings of fact
contained in the record and subject to the recommended conditions of approvel
(Exhibit C) including the planting of trees and a 6' (six foot) fence along the south
boundary line of the property. Commissioner Foster seconded the motion. ROLL CALL:

C. Public Hearing to review a conditional use application for Owest Wireless,
LLC, to construct an 80 foot high telecommunications tower in the vicinity of
the Mountain View Plaza commercial development. The subject property is
zoned C-4, Tourist and Office Professional and is identified on Jackson
County Assessment Plat 37 2W 02D, Tax Lot 1300.
Ken Gerschler, Community Planner, presented the Planning Department staff report. Mr.
Gerschler stated that this is one of the most complete applications he has seen. The facility
will be built with a "Bullet Proof Cabinet." Landscaping is required and is shown on the
plans submitted.
The agent, Paul Slotemaker, pointed out that this is a Owest Wireless facility and is the first
site for Owest Wireless in Oregon. The pole is tall enough that it could be used fora co-
loration with another carrier.
The commission was concerned that there would be a number of cell towers that could pop
up in Central Point, but Tom Humphrey pointed outthat cell towers can only exist inthe C-4
zone.
Commissioner Lunte made a motion to adopt Resolution 541 approving the
Conditional Use Permit subject to the recommended conditions of approval.
Commissioner Fosterseconded the motion. ROLL CALL: The Motion Passed unanimously.
VII. MISCELLANEOUS
Tom Humphrey reported that the Department heads from ODOT were in town today to
view the TOD area and attend a RPS meeting at the airport.
Other project updates were mentioned to the Commission. Mr. Humphrey was asked if he
was concerned about State budget shortfalls and he replied that he has no concerns.
