PLEDGE OF ALLEGIANCE tll. ROLL CALL: Mayor: Hank Williams Council Members: Nate Banry, Becca Croft, Bruce Dingler, Dick Halley, Kay Harrison, and Mike Quilty were present. City Administrator Phit Messina; City Attorney Doug Engle; Public Works Director Bob Pierce; Police Chief Jon Zeliff; Planning Manager Don Burt; Parks and Recreation Coordinator Craig Solin; Human Resource Manager Barb Robson; and City Recorder Deanna Gregory were also present. IV. PUBLIC APPEARANCES Doug Palmer, resident Mr. Palmer stated that he was unable to locate agendas for various meetings on the City website and would like to know when the city plans on posting those for citizens. City Administrator Phil Messina stated that events are listed on the home page of the City website and there is a link for agendas to city meetings. If he needs assistance locating these items staff would be happy to show him where they are located. V. CONSENT AGENDA A. Approval of December 15, 2005, City Council Minutes B. Approval of Walter Moczygemba as Citizens Advisory Committee Chair for 2006 C. Approval of Jim Harleman as Park Commission Chair for 2006 Mike Qulity made a motion to approve the consent agenda as presented. Kay Harrison seconded. Roll call: Nate Banry, yes; Becca Croft, yes; Bruce Dingler, yes; Dick Halley, yes; Kay Harrison, yes; and Mike Quilty, yes. Motion approved. VI. ITEMS REMOVED FROM CONSENT AGENDA No items were removed. City of Central Point City Council Minutes January 12, 20Q6 Page 2 VII. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS A. Second Reading -Ordinance No. 1865, An Ordinance Adding Chapter 2.55 To The Central Point Municipal Code Pertaining To The Establishment Of A Traffic Safety Committee Public Works Director Bob Pierce stated this is the second reading of an Ordinance establishing a Traffic Safety Committee to review requests and report back to the City Council with recommendations. It is recommended that the committee meet on a quarterly basis or more often if needed. The reference to a specific date has been removed allowing the ability to change the actual day of the week in case of other scheduled meetings or adjusting for holidays. Council Representation will be Mike Quilty and Nate Banry. Mike Quilty made a motion to approve Ordinance No. 1865, An Ordinance Adding Chapter 2.55 to the Central Point Municipal Code Pertaining to the Establishment of a Traffic Safety Committee. Second Reading -Ordinance No. 1866, An Ordinance Amending The Central Point Zoning Map And Comprehensive Plan In The Vicinity Of Beall Lane And Haskell Street (37 2W 11CC, TL 5100) Planning Manager Don Burt explained this is the second reading of an Ordinance amending the zoning map in the Cascade Meadows PUD, Phase III from TOD- EC to TOD-LMR. There were no changes recommended at the first reading. Nate Banry made a motion to approve Ordinance No. 1866, An Ordinance Amending the Central Point Zoning Map and Comprehensive Plan in the Vicinity of Beall Lane and Haskell Street (37 2W 11 CC, TL 5100). Becca Croft seconded. Roll call: Nate Banry, yes; Becca Croft, yes; Bruce Dingier, yes; Dick Halley, yes; Kay Harrison, yes; and Mike Quilty, yes. Motion approved. C. Second Reading -Ordinance No. 1867, An Ordinance Amending Central Point Municipal Code Chapter 17, Zoning Mr. Burt stated that a large portion of the ordinance changes the definitions from single items to one section item number. The two major items being changed are clarification of set back requirements and assessory structures and their use. The Planning Commission and Citizens Advisory Commission have reviewed these changes and recommend approval. Mike Quilty made a motion to approve Ordinance No. 1867, An Ordinance Amending Central Point Municipal Code Chapter 17, Zoning. Kay Harrison seconded. Resolution No. 1088, A Resolution Declaring The Annexation Of 0.67 Acres Of Land Located On The East Side Of Grant Road, North Of Beall Lane And Into The City Of Central Point, Oregon (Applicants: Poppa (37 2W 10C; TL 1900)) Mr. Burt explained the proposed annexation is at the request of the property owners Brian and Jane Marie Pappa. The proposed annexation meets all required criteria and is contiguous to City limits. Kay Harrison made a motion to approve Resolution No. 1088, A Resolution Declaring the Annexation of 0.67 Acres of Land Located on the east side of Grant Road, north of Beall Lane and into the City of Central Point, Oregon. Dick Halley seconded. Roll call: Nate Banry, yes; Becca Croft, yes; Bruce Dingier, yes; Dick Halley, yes; Kay Harrison, yes; and Mike Quilty, yes. Motion approved. E. Resolution No. 1089, A Resolution Declaring The Annexation Of 1.07 Acres Of Land Located On The East Side Of Grant Road, And North Of Beall Lane Into The City Of Central Point, Oregon (Applicants: Cook (37 2w 10bc; TI 2300)) Mr. Burt explained the proposed annexation is at the request of the property owners Richard and Andrea Cook. The proposed annexation meets all required criteria. The proposed property is contiguous to the City limits. Mike Quilty made a motion to approve Resolution No. 1089, A Resolution Declaring the Annexation of 1.07 Acres of Land Located on the east side of Grant Road, and north of Beall Lane into the City of Central Point, Oregon. Nate Banry seconded. Roll call: Nate Banry, yes; Becca Croft, yes; Bruce Dingier, yes; Dick Halley, yes; Kay Harrison, yes; and Mike Quilty, yes. Motion approved. F. Resolution No. 1090, A Resolution Increasing Fees for Public Records Disclosures of Special Assessments City Administrator Phil Messina stated that the proposed resolution increases the fee for providing lien search information. This fee is paid by title companies each time they request the City to review records. The City is requesting an increase to cover costs associated with our processes. Currently the fee is $10.00. Staff is recommending an increase to $25.00. Mike Quilty made a motion to approve Resolution No. 1090, A Resolution Increasing Fees for Public Records Disclosures of Special Assessments. Planning Commission Report City of Central Point City Council Minutes January 12, 2006 Page 4 Planning Manager Don Burt presented the Planning Commission Report for January 3, 2006: The Commission tentatively approved a 4 lot subdivision known as Scott Meadows. The proposal is a pad lot development located at 445 North Stn Street south of Hazel Street in the R-3 zoning district. An existing residence will be taken down and replaced with four attached single family units. The Commission determined that the application met the requirements of the subdivision chapter with the conditions that were imposed. Under miscellaneous business, the Commission was asked to consider a variety of shopping center definitions that are widely accepted. Terms that were discussed included a general definition of Shopping Center; Community; Neighborhood and Regional Shopping Centers; Anchor Tenant; Anchor Tenant Ratio; and Big Box. It was explained that new definitions are intended to clarify the City's intent for larger scale commercial development and to update the permitted and conditional uses in the C-4 and C-5 zoning districts. IX. X. Mike Quilty made a motion to approve the Planning Commission report as presented. Kay Harrison seconded. MAYOR'S REPORT Mayor Williams reported that he attended an RPS meeting and the Council Retreat. CITY ADMINISTRATOR'S REPORT City Administrator Phil Messina reported that: The old City Hall building is in need of a new roof. The fast rain storm finished off what was left of the old roof. It has been in need of repair for some time. The construction for the remodel has been delayed because of new leaks. Estimates for the repair have come in around $84,000. Staff is asking for a motion to repair the roof on the old City Hall not to exceed $94, 000. Kay Harrison made a motion to repair the roof of the old City Hall building not to exceed $94,000. The new area map is being distributed through out the valley. Central Point purchased an ad with our welcome sign and website address. City of Central Point City Council Minutes January 12, 2006 Page 5 • He and Tom Humphrey interviewed with KOBI on Tuesday. If any of the Council would like to be interviewed regarding issues in Central Point please let him know and he will get them in touch with the station. XI. COUNCIL REPORTS Mike Quilty reported that he attended: • a meeting with Oregon Transportation Commission Chair to discuss Rail Transportation. • An MPO Advisory meeting. • An RPS Policy meeting. • A meeting with Dennis Richardson regarding transportation issues in Central Point. • An RVACT meeting where they discussed Connect Oregon proposals. • The Council Retreat. • An Oregon Freight Advisory meeting. • Several meetings with state representatives to discuss rail transportation. Kay Harrison reported that she attended the Council Retreat on January 7~' Becca Croft reported that she attended: • A Land Use Law Seminar in Portland. • A SOREDI meeting. • The RVCOG Board meeting where they discussed the loss of O&C money in Josephine County. • The Council Retreat. Dick Halley reported that he: • Attended the Council retreat • Attended Greeters at the Super 8 Motel in Central Point. • Received a report regarding the damage done to the Bear Creek Greenway. •_., _Attended a Chamber meeting where they discussed events for the 4~' of July celebration. Bruce Dinger reported that: • He attended the Council retreat. • He would like a list of city owned park property. • He would like to meet individually with .the department directors in order be informed about what each department is responsible for. XII. DEPARTMENT REPORTS City of Central Point City Council Minutes January 12, 2006 Page 6 Police Chief Jon Zeliff reported that there will be a lunch on February 15th to introduce a new volunteer program for the Central Point Police Department. Planning Manager Don Burt presented a Workforce Housing Summit flyer. Public Works Director Bob Pierce reported that: • The Taylor Road realignment has started. • Staff is finishing up the Meadows Waterline project. • The city sign shop is set up and ready to create street signs. • The street crew has been taking surveys regarding bushes and trees blocking signs or vision triangles. Staff will be sending letters to those property owners. Parks and Recreation Coordinator Craig Solin reported that: • Ms. Boxer is attending a seminar regarding Bond Measures • The online registration program is up and running • Park Commission Chair, Jim Harleman is in attendance Mr. Harleman acknowledged the help of Mrs. Croft, Mr. Halley, Mr. Solin and Ms. Boxer with all the work the Park Commission has accomplished. Human Resource Manager Barb Robson reported that she attended the Council Retreat and has met with all the Department Directors. She has also been reviewing the Personnel Policies and the Bargaining Agreements. IV. ADJOURNMENT Nate Banry moved to adjourn, Dick Halley seconded, all said "aye" and the Council Meeting was adjourned at 8:15 p.m. The foregoing minutes of the January 12, 2006, Council meeting were approved by the City Council at its meeting of January 24, 2006.
