City Council Meeting Minutes
October 26, 2006
I. REGULAR AREETING CALLED TO ORDER
Mayor Williams called the meeting to order at 7:00 p.m.
11. PLEDGE OF ALLEGIANCE
111. ROLL CALL: Mayor: Hank Williams
Council Members: Nate Banry, Bruce Dingler, Dick Halley,
Kay Harrison, and Mike Quilty were present. Becca Croft
was excused.
City Administrator Phil Messina; Public Works Director Bob
Pierce; Finance Director Jill Turner; Police Chief Jon Zeliff;
Community Development Director Tom Humphrey; Parks
and Recreation Director Katherine Boxer, and Planning
Secretary Didi Thomas were also present.
Becca Croft arrived at 7:02 p.m.
IV. PUBLIC APPEARANCES
Two residents of New Haven Estates appeared and advised the City Council of
the presence of what is assumed to be a wildcat in captivity at 2153 Jeremy
Street in the Blue Grass Downs subdivision. The neighbors expressed concerns
about the animal, the effect of the animal's presence in the neighborhood on
property values, and safety of residents, particularly children. Various possible
solutions were discussed amongst Council members and a decision was reached
to turn the matter over to City Attorney Doug Engle.
V. CONSENT AGENDA
A. Approval of October 12, 2006 City Council Minutes.
B. Approval to move the second meeting in November to November 30,
2006.
C. Approval to cancel the regular Council meeting on December 21, 2006.
Kay Harrison made a motion to approve the consent agenda as presented. Nate
Banry seconded. Roll call: Nate Banry, yes; Becca Croft, yes; Bruce Dingler, yes; Dick
Halley, yes; Kay Harrison, yes; and Mike Quilty, yes. Motion approved.
VII. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS
A. Ordinance No. 1894, An Ordinance Amending AAunicipal Code
Chapter 2.10 to Remove Custody of Personnel Files from City
Recorder Duties

Nate Banry made a motion to approve Ordinance No. 1894, An Ordinance
Amending Municipal Code Chapter 2.10 to Remove Custody of Personnel Files
from City Recorder Duties. Kay Harrison seconded. Roll call: Becca Croft, yes;
Bruce Dingler, yes; Dick Halley, yes; Kay Harrison, yes; Mike Quilty, yes; and Nate
Banry, yes. Motion approved.
B. Ordinance No. 1895, An Ordinance Adding a New Chapter to the
Central Point Municipal Code, Chapter 8.38, Pertaining to Garbage
Removal
Mike Quilty made a motion to approve Ordinance No. 1895, An Ordinance Adding
a New Chapter to the Central Point Municipal Code, Chapter 8.38, Pertaining to
Garbage Removal. Becca Croft seconded. Roll call: Bruce Dingler, yes; Dick Halley,
yes; Kay Harrison, yes; Mike Quilty, yes; Nate Banry, yes; and Becca Croft, yes. Motion
approved.
C. First Reading - An Ordinance Amending Portions of Central Point
Municipal Code (CPMC) Chapter 8.04 Pertaining to Abatement of
Nuisances
City Administrator, Phil Messina, reviewed the highlights of the proposed ordinance with
Council. Becca Croft asked for the inclusion of assurance that appeals could be filed
with City Council.
Kay Harrison made a motion to pass to second reading an Ordinance Amending
Central Point Municipal Code Chapter 8.04 Pertaining to Abatement of Nuisances
with the addition of a third option allowing for appeals to the City Council. Mike
Quilty seconded. Roll call: Dick Halley, yes; Kay Harrison, yes; Mike Quilty, yes; Nate
Banry, yes; Becca Croft, yes; and Bruce Dingler, yes.
D. First Reading - An Ordinance Amending Chapter 6.68 of the Central
Point Municipal Code Pertaining to Unlawful Conduct in City Parks
Parks & Recreation Department Director, Katherine Boxer, stated a new park ordinance
is being proposed to replace the old one. The proposed new ordinance provides tools
for law enforcement and is more proactive for keeping parks clear of trash. The only
item of concern is the change which allows for dogs in City parks.
Mike Quilty indicated that he would like to see model airplanes as a permitted use in City
parks and discussion ensued as to which parks would best be suited for model airplanes
and dogs. It was determined that unless otherwise posted, dogs and model airplanes
would be permitted uses in City Parks. Becca Croft indicated that she would like to see
this matter returned to the Parks Commission to develop guidelines for designating
certain parks for model planes.
Nate Banry made a motion to pass to second reading an Ordinance Amending
Chapter 6.68 of the Central Point Municipal Code Pertaining to Unlawful Conduct
in City Parks as presented with the exception that if posted, dogs and model

airplanes would not be permitted, according to guidelines established by the
Parks Commission. Mike Quilty seconded. Roll call: Kay Harrison, yes; Mike Quilty,
yes; Nate Banry, yes; Becca Croft, yes; Bruce Dingier, yes; and Dick Halley, yes.
Motion approved.
E. Resolution No. 1124, A Resolution Amending Resolution No. 1123
for Public Works Fees
Bob Pierce, Public Works Director, presented a staff report stating that based upon
further analysis of certain public works fees for engineering review and inspection on
new partitions and subdivisions, it was determined that errors in the methodology used
to calculate new fees just~ed adjustments to the current fee schedule.
Becca Croft made a motion to approve Resolution No. 1124, A Resolution
Amending Resolution No. 1123 for Public Works Fees. Nate Banry seconded. Roll
call: Mike Quilty, yes; Nate Banry, yes; Becca Croft, yes; Bruce Dingier, yes; Dick
Halley, yes; and Kay Harrison, yes.
VIII. COUNCIL BUSINESS
In response to a query by Bruce Dingier, Phil Messina advised that the department head
_ retreat was to be held at Morrision's Lodge in Grants Pass on October 30 and 31, 2006.
Communication issues and inter-departmental communication were agenda items for the
meeting.
IX. MAYOR'S REPORT
Mayor Williams reported that he:
• attended the League of Oregon Cities conference and talked about ballot
issues;
• attended the Veterans Memorial Highway dedication;
• attended the School District #6 kickoff meeting with Phil Messina;
• attended various Regional Problem Solving meetings.
X. CITY ADMINISTRATOR'S REPORT
City Administrator Phil Messina reported:
• he attended various Regional Problem Solving meetings;
• he attended Strategic Planning meeting - Mr. Messina indicated that he
would like to see the City Council attend Strategic Planning meetings on
January 13, 2007 from 9 -Noon and January 16, 2007 from 6:00 - 9:00
p.m. The group is stilt looking for a good location for these meetings and
more information will be forthcoming.
• Chief Zeliff will be providing ethics training citywide;
• Human Resources will bring someone in to conduct sexual harassment
training.
XI. COUNCIL REPORTS

Nate Banry reported that he attended a School District #6 athletic advisory
committee meeting and noted that the softball field has a drain problem.
Bruce Dingier reported that he attended the Traffic Safety committee meeting.
Dick Halley reported that he attended the Greenway committee meeting and they
were developing signage for the greenway using international symbols and
highlighting special features in the different areas of the greenway.
Becca Croft reported that she attended a Rogue Valley Council of Government's
meeting and concerns continue about losing O & C funds.
Kay Harrison reported that she:
• attended a LOC home town meeting with Phi{ Messina;
• attended a RVTD presentation.
Mike Quilty reported:
• he had attended a contract oversight committee meeting for RPS;
• spoke with ODOT and LCDC regarding RPS and MPO matters;
• attended the kick-off meeting for Strategic Planning;
• attended an RPS policy committee meeting;
• attended a Highway 62 project team meeting and they are down to two
alternatives
XII. DEPARTMENT REPORTS
Public Works Director Bob Pierce reported:
• Taylor Road has been paved;
• the department is short-staffed with two employees in Iraq and two others
on paternity leave;
• Stephanie Woolett has been hired to replace Dave Arkens;
• The department has been interviewing candidates fora Worker 1
position;
• A sewer line at the shop goes directly into a storm drain but that storm
drain goes directly into the sewer plant;
• Discussions were held at Jewett Elementary concerning school bus traffic
issues;
• A traffic safety committee meeting had been held.
Community Development Director Tom Humphrey presented Council members
with an update on the progress of the Regional Problem Solving committee and
the efforts being made by the City of Central Point in its Urban Growth Boundary
expansion. He explained that the City was initiating an expansion outside of the
RPS process and meetings are scheduled to meet with urban reserve area
residents before the end of the year. State agencies have provided feedback on

the various areas under consideration and we will be obtaining feedback from
property owners before proceeding further.
Police Chief Jon Zeliff reported that he:
• attended an International Chiefs Conference in Boston. Chief Zeliff
reported that speakers included the superintendent of the New Orleans
police department and the head of security for Israel. Key issues for law
enforcement in the future would include homeland security, gang activity
and cyberspace crimes.
Finance Director Jill Turner reported that:
• trainers had been- in and were training on an update to software in the
finance department as well as the utility billing process;
• new court software was entailing having to enter citations by hand;
• the department had finished with field work for year end and working with
auditors;
• a former court clerk was to be arraigned on Monday, October 30, 2006 on
embezzlement charges.
Jill then requested Council volunteers to assist with long term financial planning,
and Hank Williams, Mike Quilty and Bruce Dingier volunteered.
Parks & Rec Director Katherine Boxer reported:
• she visited Ashland with the Parks maintenance crew and got some ideas
on how to modify the organization and how to approach some of the
maintenance issues;
• The Central Point Senior Center will have it's 25"' Anniversary luncheon
on November 16, 2006. Dick Halley will be the guest speaker. Katherine
stated that Bambi had been well received by the Senior Center and is
helping to enhance internal processes;
• After school programs are moving along;
• Jennifer Boardman is doing a great jobs;
• Katherine attended a national conference in Seattle.
XIV. ADJOURNMENT
Mike Quilty moved to adjourn. Nate Banry seconded. All said "aye° and the
Council Meeting was adjourned at 8:45 p.m.
The foregoing minutes of the October 26, 2006 Council meeting were approved by the
City Council at its meeting of November 7, 2006. ~
