Planning Commission Minutes
8/7/2001.
I. MEETING CALLED TO ORDER
II. ROLL CALL: Chuck Piland, Candy Fish, John LeGros, Paul Lunte, Don
Foster and Wayne Riggs were present. Karolyne Johnson was absent. Also in
attendance were 'tom Humphrey, Planning Director; Ken Gerschler
Community Planner; Matt Samitore, Community Planner and Dave Arkens
Planning Technician.

There was no correspondence.
IV. MINUTES
Commissioner Fish made a motion to approve the minutes from the July 17,
2001 meeting as presented. Commissioner Fish seconded the motion. ROLL
CALL: Fish, yes; LeGros, yes; Lunte, yes; Foster, yes and Riggs, yes. Motion
passed unanimously.
V. PUBLIC APPEARANCES
"There were no public appearances.
VI. BUSINESS
A. Public Hearing to review an application for atwo-lot partition at
214 Snowy Butte Road. The subject property is located in the R-1-
6, Residential Single Family zoning district on Map 37 2W IOAC,
Tax Lot 8500.
Ken Gerschler, Community Planner, presented the Planning Department Staff
Report. The applicant, Marcia Williamson, is proposing the minor partition of a
0.31-acre parcel into two parcels. The property is located near the intersection of
Snowy Butte Road and Glenn Way in the R-1-6, zoning district. The parcel
meets the area requirements for the partition, but the applicant will have to build a
two covered off street parking on Parcel 1 in order to meet the requirements of the
zoning code. The existing garage will be accessible from Glen Way once the
partition is final platted and construction of a new home is under way. In order to
preserve the character of the original house built in 1908, the new home that will
be built on Parcel 2 will need to have similar characteristics and architecture that

will not degrade from the historic home on lot I. Sidewalks will be required
along the perimeter o'f the property, but may be deferred if Public Works allows.
BCVSA has asked that if the sewer line for Parcel 1 is connected to the main line
from Glenn Way, that the line be recomzected on Snowy Butte Road.
The Applicant, Marcia Williamson of 942 Glengrove Avemie, asked the
Commission to clarify questions regarding the historic designation of the house
and if she will have to enclose the current garage. Tom Humphrey, Planning
Director, explained the levels of historic recognition and explained the off street
parking requirements. Enclosing the current garage will be au issue that will have
to be resolved by the Building Department.
Commissioner Riggs made a motion to adopt Resolution Number 525,
approving the Tentative Minor Land Partition of 37 2W lOAC Tax Lot 8500
subject to the recommended conditions of approval, and with resolving issues
with BCVSA. Commissioner Lunte seconded the motion. ROLL CALL: Motion
passed unanimously.
B. Public Hearing to review a site plan application that would allow
improvements to be made a Central Point Elementary School.
The application will encompass the demolition of several buildings
to facilitate the construction of a new school together with a
renovation of the 1909 historical school. The subject property is
located in the R-1-6, Residential Single Family zoning district on
Map 37 2W 11BB, Tax Lot 6700.
Ken Gerschler presented the Planning Department Staff Report. Central Point
Elementary is one of the oldest educational facilities still in use within the Rogue
Valley. The original structure built in 1909 and is still used today despite the fact
that it does not meet the current standards for school buildings. The 1909 school
structure will be renovated into District 6 administrative offices. A condemned
gymnasium and other Camp White era buildings have been slated to be moved or
be demolished. Anew 63,762 square floor elementary school will be built at the
corner of Second and Ash Streets. The school will have a capacity of 500
students and 21 classrooms. "Phis location was also chosen so that the 1908
school would remain visible from the Third Street axis. The new school will have
similar colors, mechanical towers and building materials that wilt accentuate the
old school. Access for the schools will be from two separate entrances. For the
administrative building and the parking lot a driveway will be constructed on 4`"
Street. A Bus turnaround drive will be constructed on Ash Street.

The architect for the new school, Douglas Snider of 45 Hawthorne Street,
Medford, stated that the new school would look very similar to the old school in
architecture, that the courtyard area will have a protective fence installed on it.
1'he school is planned for completion around fall of 2003.
The architect for the Original School, Gary Afseth, of 29 S. Grape Street,
Medford, stated that the actual square footage of the building is 18,000 square
feet The building is three stories. They will actually be adding an elevator,
restoring windows and adding seismic additions to the building in order to make
it come up to code. They will be destroying the boiler room that was a later
addition. The building could be ready by fall of 2002.
Commissioner Lunte made a motion to adopt Resolution 526, approving the
site plain subject to the recommended conditions of an approval.
Commissioner Riggs seconded the motion. ROLL CALL: Motion passed
unanimously.
C. Public hearing to review a Site Plan application for Crater High
School. The applicants are requesting site approval for the
renovation and construction of agricultural, trade, science
buildings. Student common areas, parking and landscaping will
be upgraded. The subject property is located in the TOD-C, Civic
zoning district on Map 37 2W 03DB, Tax Lot 100.
Commissioner Lunte stated he was friends with the Architect and also a teacher in
the school district and removed himself from the commission for this item.
Ken Gerschler presented the Planning Department staff report. The site plan
review application proposed the renovation of existing buildings and construction
of new buildings. Also included are an updated parking and landscaping scheme
designed to mitigate any adverse impacts upon neighboring properties. A
remodel is planned fora 49,00 square foot concrete block structure that formerly
housed the district's bus barn. The school's metal shop will also occupy this
building with a planned 1,080 square foot expansion along the eastside to
accommodate a new welding shop. Anew 12, 710 square foot science building
will be constructed west of the old bus barn. The student common areas will
remodeled with new eating areas and architecture. Anew 18,000 square foot,
500-seat auditorium has been planned between the commons building and Third
Street. The City would like to work with the School District to remove proposed
sidewalks from within the campus to out on Third Street. All of the proposed
structures meet the height and setback requirements for the TOD-C, Civic zoning
district.

Ray Kistler, of 2150 Barnett Road, Medford, is the architect for the school. Mr.
Kistler explained the architecture for each of the buildings and showed graphic
representations of the schools and the types of materials that will be used.
Cindy Sclnalz, of 473 North I" Street, asked if she would still be able to have her
man gate that is borders her property and the High School. Mr. Humphrey stated
that there are no plans to remove the fence, and it will be up to her to see if the
School District will allow the fence to remain.
Paul Lunte, of 850 Forest Glen Drive, Central Point, asked if there was any
funding opportunities through the City for the School District. Mr. Humphrey
stated that the request would have been made to the City Council. There is
currently no money budgeted for a commwrity center.
Commissioner Riggs made a motion to adopt Resolution 527, appiroving the
Site Plan subject to the recommended conditions of approval. Also subject to
working out an agreement with the City to move proposed sidewalks from
inside the campus to out on Third Street. Commissioner Fish seconded the
motion. ROLL CALL: Motion passed unanimously.
VII. MISCELLANEOUS
Mr. Humphrey showed the Commission an article that was published about the
'I.OD. A master plan for the Brookdale Gardens portion of Centra( Point East was
shown.
VIII. ADROURNMENT
Commissioner Fish made a motion to adjourn the meeting. Commissioner
Lunte seconded the motion. KOLL CALL: Motion passed unanimously. Meeting
adjourned at 9:35 P.M.
