MINUTES
MAY 7, 1996
I. THE MEETING WAS CALLED TO ORDER AT 7:00 P.M.
II. ROLL CALL -Those present were: Chuck Piland, Jan Dunlap, Valerie Rapp,
Karolyne Johnson, Candy Fish, Bob Gilkey.

IV. MINUTES
Commissioner Rapp moved to approve the April 16, 1996 Planning
Commission Minutes as written. Commissioner Dunlap seconded the
motion. ROLL CALL VOTE: Dunlap, yes; Johnson, yes; Fish, abstain; Rapp,
yes; Gilkey, yes. Motion Passed.

Jim Bennett, Planning Director, stated that Items A and B were
continued from the April 2, 1996 to May 7, 1996. However, the
applicants require additional time and have requested a continuance
until June 4, 1996.
Chairman Piland stated that Items A and B will be continued until
June 4, 1996.

Chairman Piland opened the Public Hearing.
Jim Bennett, Planning Director, reviewed the Planning Department
Staff Report. He stated that all of the improvements and streets are
in. This application was originally proposed with Forest Glen Phase 8
and withdrawn at that time. Conditionals of approval are attached as
Exhibit A on page 19.
There were no conflicts of interest or ex-parte communication.
Chairman Piland entered as Exhibit E a letter from Mr. Glen Brady
requesting that no more land partitions be approved until the City of
Central Point acquires park lands with the SDC funds already
collected.
Herb Farber, 908 E. Jackson, Medford, Oregon, representative of the
applicant, came forward on behalf of the application. He stated that
he had no questions on the Staff Report except for two items: Item 1
on page 18, update information on Master Plan; that information has
already been provided on the Master Plan and submitted to the city.
Item 9 on page 29, Wetlands; This was included in Phase 8.
Jim Bennett stated that the wetlands condition deals with the
requirements of the Division of State Lands.
Herb Farber, in reference to the letter from Mr. Glen Brady, stated
that he felt nothing would be gained by not approving this item based
on this letter. There is no place in this area for a park. The streets
are already in place.
Tod Huddleson, 9997 Pittview, Central Point, Oregon came forward
to ask a question about the type of housing that is going into this
project. Will it be same dollar value as the current housing or will it
be low-cost housing?
Mr. Farber stated that the intended housing is the same as the rest of

Forest Glen and will be single family housing.
Chairman Piland closed the public hearing.
Commissioner Dunlap moved to recommend approval for Tentative
Plan Application on property known as Forest Glen Phase IX in the
vicinity east of Marilee, north of Forest Glen Drive and south of
Pittview (Applicant: Crown West Development) subject to all the
conditions on page 18, 19, 20 and 21 of the Public Works Staff
Report. ROLL CALL VOTE: Dunlap, yes; Fish, yes; Johnson, yes;
Rapp, yes; Gilkey, yes. Motion passed.
D. Review and recommendation regarding Withdrawal of Pilot
Annexation Territory from Jackson County Fire Department #3 (372W
2D TL 1800, 1901. 2300 & 2400 and 37 2W 1 1 A TL 101)
Jim Bennett reviewed the Planning Department Staff Report.
Commissioner Rapp moved to make the recommendation to approve
Withdrawal of Pilot Annexation Territory from Jackson County Fire
District #3 (372W 2D TL 1800, 1901, 2300 & 2400 and 37 2W 11A
TL 101). ROLL CALL VOTE: Dunlap, yes; Fish, yes; Johnson, yes;
Rapp, yes; Gilkey, yes. Motion passed.
E. Review and recommendation regarding Withdrawal of Miller-HogtL
Annexation Territory from Jackson County Fire District #3 (4732 N.
Pacific Hwv)
Jim Bennett reviewed the Planning Department Staff Report.
Commissioner Dunlap moved to make the recommendation to approve
Withdrawal of Miller-Hogue Annexation Territory from Jackson
County Fire District #3 (4732 N. Pacific Hwy). ROLL CALL VOTE:
Dunlap,yes; Fish, yes; Johnson, yes; Rapp, yes; Gilkey, yes. Motion
Passed.
F. Review and recommendation regarding ~or~osed Zone Text
Amendment to CPMC 17.60.130 Pertaining~o Access for Lots.

Jim Bennett reviewed the Planning Department Staff Report. Padlots
have a restricted or reduced street frontage. Because they are similar
to cul-de-sac lots it was felt that they should have the same street
access.
Commissioner Rapp moved to recommend for approval the proposed
Zone Text Amendment to CPMC 17.60.130 Pertaining to Access for
Lots. ROLL CALL VOTE: Dunlap, yes; Fish, yes; Gilkey, yes;
Johnson, yes; Rapp, yes. Motion passed.
VII. MISCELLANEOUS
Jim Bennett stated that Oregon State Police Crime Lab application will be
coming back to Planning Commission for review of the site plan. Another
application has been received for the southern half of the parcel and that is
for the construction of a labor headquarters to represent a number of
different unions. They are proposing to rezone to C-5 and apply for a
conditional use permit. The area immediately to the south is the Pacific
Power substation and a vacant piece. The Planning Department proposes to
rezone the whole area to C-5 rather than do a spot rezoning. This rezoning
will not effect the OSP Crime Lab since they already have their conditional
use permit. The Commission instructed Jim to bring this back to them as a
resolution of intent.
Commissioner Dunlap stated that the sidewalk outside the Meadows on
Mingus Creek should have a guardrail. The Commission instructed Jim
Bennett to talk to Paul Worth, Public Works Department concerning this
area. -
A discussion was held on the letter from Mr. Glen Brady, 1162 Marilee
Street, Central Point, OR. concerning the acquiring of park lands.
Commission Johnson made a motion that a letter of recommendation be
sent to the city Council to continue to pursue the establishment of a Park
Commission expeditiously. The motion was seconded by Jan Dunlap. All
the Commission said "aye" and the motion passed.
VIII. ADJOURNMENT
Commissioner Johnson made a motion to adjourn. Commissioner Dunlap
seconded the motion. All said "aye" and the meeting adjourned at 8:05 p. m.
