PLANNING COMMISSION
MINUTES
MARCH 19, 1996
1. THE MEETING WAS CALLED FOR ORDER AT 7:03 P.M.
I1. ROLL CALL -Those present were: Chuck Piland, Jan Dunlap, Herb Farber,
Candy Fish, Valerie Rapp, Karolyne Johnson, Bob Gilkey
III. CORRESPONDENCE -There was no correspondence
IV. MINUTES
Commissioner Johnson moved to approve the February 20, 1996 Planning
Commission Minutes as written. Commissioner Rapp seconded the motion.
ROLL CALL VOTE: Dunlap, yes; Farber, yes; Fish, yes; Johnson, yes; Rapp,
yes; Gilkey, yes.
V. PUBLIC APPEARANCES
There were no public appearances.
VI. BUSINESS
A. Planning Workshop to Review Pending Aoolications and City Growth
issues (informal question and answer workshool
Sue Riegel, Interim Planner stated that she would be with the City
through the end of April.
Sue Riegel handed the Commissioners a sheet showing the Planning
Department Caseload which included Tentative Plans, Annexations,
Rezoning Requests and future applications.
Sue stated that the date the clock starts on the applications is the
date she accepts and signs them, not the date they are brought into
the Planning Department. There may be steps before she signs them
which could take an amount of time and may include meeting with
the applicant.
Susan Wilson Broadus, Public Works Director, reviewed the water
and sewer service extensions that will have to be considered with the

proposed annexation on the North Side of E. Pine at Hamrick and
Table Rock Road since we do not have full service to this area. She
also mentioned that there is a special problem with the proposed
annexation at N. 10th Street at Scenic which may have scattered
wetlands and may require a new lift station for sewage.
Mark Servatius stated that the proposed annexation at Hamrick is
within the acceptable response time for the Fire Department.
Commissioner Gilkey questioned the City's position on land for parks
as the City increases in population. Commissioner Gilkey will
investigate the issue of parks further.
Susan Wilson Broadus reviewed the progress on Griffin Creek Park.
VII. MISCELLANEOUS
Commission Farber gave to Chairman Piland his letter of resignation from
the Planning Commission effective March 19, 1996. The Commissioners
thanked Mr. Farber for his participation on the Planning Commission.
VIII. ADJOURNMENT
Commissioner Fish made a motion to adjourn. Commission Rapp seconded
the motion. All said "aye" and the meeting adjourned at 8:00 p.m.
