PLANNING COMMISSION
MINUTES
JULY 16, 1996
THE MEETING WAS CALLED TO ORDER AT 7:00 A.M.
II. ROLL CALL: Those present were: Chuck Piland, Angela Curtis, Jan Dunlap,
Candy Fish, Bob Gilkey, Karolyne Johnson, Valerie Rapp.
III. CORRESPONDENCE
There was no correspondence
IV. Commissioner Johnson moved to approve the July 2, 1996 Planning
Commission Minutes as written. Commissioner Curtis seconded the motion.
ROLL CALL VOTE: Curtis, yes; Dunlap, yes; Fish, abstain; Gilkey, abstain;
Johnson, yes; Rapp, abstain.
V. BUSINESS
Public Hearing -Review and recommendation regs~ding Tentative Plan
Aoolication for Snowy Butte Lane Partition (372W10 TL 8400) (applicant:
Dean and Meridee Fancherl
Chairman Piland opened the public hearing. There were no conflicts of
interest or ex-parte communication.
Jim Bennett reviewed the Planning Department Staff Report. He stated that
because they will be accessed from a private road, these are considered to
be flag lots.
Jim read into the record a letter received from Patricia Peck, 3437 Snowy
Butte Lane, Central Point, on July 10, 1996, regarding the development of
this property. The letter does not specifically deal with the project but
Patricia wants this property owner to give an easement to the city to allow
access to Griffin Creek Park. Jim stated that there are two problems with
this: There is no access across the creek to the park from that point and it is
very difficult to get a crossing across the creek from the Division of State
Lands. The other problem is that there is no relationship for the request for
an easement to the Park and the project. The Commission can only ask for
something that is reasonably related to the project.
Commissioner Gilkey made a correction on Page 7, last paragraph. Instead
of Eastern edge of Parcel 3, it should say, Western edge of Parcel 3.

The Applicant, Dean Fancher, 3525 Snowy Butte Lane, Central Point, came
forward on behalf of the application. Mr. Fancher addressed the request
for an easement. He stated that an easement would do no good unless
there were a bridge there. Also, on that side of the bank there is a sheer
drop. There would be no access to the park.
Chairman Piland closed the public hearing.
Commissioner Fish made a motion to approve Resolution 360 to approve
Tentative Plan application for Snowy Butte Lane Partition (372W10 TL
8400) (Applicant: Dean and Meridee Fancher} subject to all conditions in the
corrected Staff Report. Commissioner Dunlap seconded the motion. ROLL
CALL VOTE: Curtis, yes; Dunlap, yes; Fish, yes; Gilkey, yes; Johnson, yes;
Rapp, yes. Motion Passed.
B. P hlir u~arin_g Review and recommendation regarding a Site Plan
A~olication for the Oregon tat Poli e Project located on Highway 9 north
of Crater High School (372W03B TL 1504-N1 (Apolicant• State of Oregonl
Chairman Piland opened the public hearing. There was no conflict of
interest or ex-parte communication.
Jim Bennett reviewed the Planning Department Staff Report. Jim also
reviewed the Public Works Staff Report for Mike Thornton, Engineering
Consultant. Jim stated that they have nothing in writing from ODOT but he
reviewed the plans with John Martin of ODOT and Mr. Martin feels
comfortable with the plans. When the parcel to the south develops they
may have to discuss a possible shared access. Mr. Martin felt it might be
better if the project to the south has it's own separate access.
The applicant, Tom Haeg, Facilities Division, Department of Administrative
Services, came forward on behalf of the application. He stated that they
are comfortable with the recommendations that have just been stated. They
did reduce the size of the building slightly.
Wally Skyrman, 4588 No. Pacific Highway, Central Point, landowner
directly to the north of the facilities, came forward. He stated that in the
meeting in February there were items brought up that were not addressed
tonight. (1) How the revised roadway was to be handled, (2) drainage from
his and neighbors property into the ditch that is going to be tiled, (3) How

fence treatment will be handled in matching the monumented line to the
deed line, (4) there will be no curb on the side of the roadway and there is
nothing to keep a car from dropping off.
Wayne Beck, 4681 North Pacific Highway, Central Point, owns property to
the north. He stated that his concern is: (1) -for the fence line from the back
of his property to the creek, {2) If the road gets widened how this will
impact the houses.
Alberta Rundle, 4604 North Pacific Highway, Central Point, came forward.
She has no objections to the building or OSP. However, her concern is that
she is sitting right on the highway now and her house sets below the level
of the highway. If the highway gets widened they will be taking out the
trees that buffer her from anyone that loses control and veers off the road.
Also, if they move the road in 8 to 10 feet, the edge of the roadway will be
right at her windows. If they have to have that land, perhaps they can build
a rock retaining wall to protect her and her grandchildren.
Jeanne Beck, 4681 North Pacific Highway, Central Point, came forward.
She stated that she was there to show support for Wally Skyrman and
Alberta Rundle. She also stated that she saw no need for a sidewalk in that
area.
Mr. Haeg stated that he will verify that there will be drainage in the slope of
the roadway. He also stated that he had someone look at Mrs. Bundle's
trees and they do fall on the slope of the roadway and must be removed if
the roadway is widened. He asked Mrs. Rundle what she wanted them to
do.
Alberta Rundle stated that she wanted a pretty rock wall that would
beautify the place, not detract from it. There was discussion on the
feasibility and effectiveness of a wall.
Tom Haeg stated that they planned to put the fence on the monumented
line that he had discussed with Wally. He will discuss this further with
Wally and the others.
Chairman Piland asked Mr. Haeg if this widening of the roadway was an
increase in the right of way? Mr. Haeg said that the right of way actually

goes up to 15 feet and they will only be taking 8 to 10 feet to widen the
' roadway.
Chairman Piland asked Mrs. Rundle if she was aware that the property being
discussed at the front of her property is in the right-of-way and belongs to
the state? Mrs. Rundle stated that they were not aware of this when they
purchased the property many years ago.
Mr. Haeg stated that they will get some drawings of Mrs. Bundle's house to
see what can be done.
Jim Bennett stated that the issues of the drainage ,the culvert and the issue
of Mrs. Bundle's property are related to the site plan only because of the
requirement from ODOT. He stated that the commission could consider
asking the state to reduce the speed limit along Highway 99 and that would
reduce the size of the taper. He stated that ODOT are the only ones that
can answer these questions. He said he would call Mr. John Martin from
ODOT to come before the Planning Commission at the August 6 meeting.
Commission Gilkey made a motion that this Public Hearing be continued
until August 6, 1996. The motion was seconded by Candy Fish. ROLL
CALL VOTE: Curtis, yes; .Dunlap, yes; Fish, yes; Gilkey, yes; Johnson, yes;
Rapp, yes. Motion carried.
VII. MISCELLANEOUS
Jim Bennett reviewed with the Commission projects scheduled for the next
meeting.
VIII. ADJOURNMENT
Commissioner Fish made a motion to adjourn. Commissioner Gilkey
seconded the motion. All said "aye" and the meeting adjourned at 8:45 p.m.
