ROLL CALL: Chuck Piland, Angela Curtis, Jan Dunlap, Candy Fish, Bob Gilkey, Karolyn Johnson, Valerie Rapp. Also in attendance were Jim Bennett, Planning Director, Ken Gerschler, Planning Technician, Lee Brennan, Public Works Director, and Arlene LaRosa, Public Works Secretary. III. CORRESPONDENCE Powder River, Inc. and C. A. Galpin, applicants, submitted a Supplemental Findings of Fact for Item F on the agenda, Walnut Grove Mobile Home Park. Wayne Christian submitted a letter regarding Items A, B, and C on the Agenda. IV. MINUTES Commissioner Johnson made a motion to approve the Planning Commission Minutes of July 1, 1997 as written. Jim Bennett read a letter from Wayne Christian Corporation requesting a continuation of Items A, B, and C on the Agenda to the next available agenda which will be August 5, 1997. Commissioner Gilkey made a motion to continue Items A, B, and C to the August 5, 1997 Planning Commission. Motion was seconded by Commissioner Johnson. There were no conflicts of interest or ex-pane communications. Jim Bennett reviewed the Planning Department Staff Report. There is a correction on the staff report: on Page 74 first paragraph, second line should read "Quail Meadows" not "Country Meadows". Lee Brennan reviewed the Public Works Department Staff Report. Commissioner Rapp stated that the City needs to come up with more creative ways of providing funding rather than using Deferred Improvement Agreements which may never get done. Charlie Hamilton. 2277 Suncrest Rd., Talent, OR, applicant and Michael Thirkill, P. 0. Box 1313, Talent Or., came forward. Mr. Hamilton stated that this area is being master-planned by developers CITY OF CENTRAL, POINT PLANNING COMIvffSSION MINUTES July 15, 1997 -Page 3 and neighbors in that area. He stated that he has a problem with some of the conditions in the staff report that deal with the whole area including other subdivisions rather than his small portion of that area. These include: (1)Water Line to Beall Lane (this project is 16 lots and they are not able to provide this level of infrastructure), and (21 Master Planning of entire water system in this area. Is this going to be a condition for his project only? Lee Brennan stated that the staff looks at this area and the projects as a part of the master plan for that area. The same things have been asked of the other subdivisions in that area. The city will not require this project to be responsible for the whole master plan. The applicant may submit a proposal for cost sharing with other developments. Mr. Hamilton stated that he had a question concerning Page 88, Item 15, the 30 foot wide storm drain across the back of the lots and the 15 foot drivable access. He suggested perhaps a drainage access easement. He stated that he is open to a 10 foot drainage access easement. Lee Brennan stated that the City needs to have this wide of access to the creek during flood situations. Mr. Hamilton stated that he is all right with the bike lane as long as it is within a city easement. Mr. Hamilton stated that they are willing to sell Tots 9 and 10, totalling 25,300 s.f., to the city for a park. For the negotiated price, the city will get aturn-key park. Mr. Hamilton stated that neighbors have indicated that on lot 12 a one-story house would be desirable and he would agree to that. Wayne Christian, 2821 Bullock Road, Medford, came forward and stated he would be proposing a recommendation for a SDC program for dealing with storm drains, sewers, oversize water lines and streets. He also stated that he wants time to make a proposal to handle the mile of 12 inch water line. He has negotiated to buy 2+ acres on Grant Road that has trees on it. Christy Devilleneuve, 209 Donna Way, Central Point came forward and outlined a proposal for the city to purchase Lots 9 and 10 of the Quail Meadows Subdivision for a park. Sam Inkley, 5123 Gebhard Road, Central Point, and stated he felt the park should be shared by other developers in the area. Virginia Smith, 85 Donna Way, came forward and stated that she was concerned about the marshland in the area. Tom Warden, 203 Donna Way, Central Point, stated that water pressure is already low on Donna Way at this time of the year and if the other subdivisions use it the pressure will be lower. He was also concerned about the flooding in the area. Wayne Chipman, 205 Donna Way, stated that the water pressure drops in the summertime on that line. Wayne Christian, came forward and stated that they are required to mitigate anything that is disturbed in the creek and they intend to show that they will not add to but help the flooding situation. Lee Brennan stated they will study the area to see if the water supply is adequate. Chairman Piland closed the public portion of the meeting. Commissioner Fish made a motion to adopt Resolution 391 approving the Tentative Plan for the Quail Meadows Subdivision, a 16-lot single- family residential subdivision located south of Taylor Road and east of Grant Road IR-1-10 zone) f37 2W 10BB Tax lot 500) (Suncrest Homes LLC, applicant) including all conditions on the Staff Reports, the recommendation by staff to make room for a bicycle path between 6 and 7 feet wide with a future bridge, the condition that the home on lot 12 be one story, and the access easement to be 15 to 20 feet wide for creek access along the back bank to allow room for heavy equipment. CITY OF CENTRAL POINT PLANNING COMMISSION MINUTES July 15, 1997 -Page 5 Commissioner Fish made a motion to make recommendation to the City Council to obtain an immediate option on lots 9 and 10 of the Quail Meadows Subdivision for a park, work the citizens committee on the park, work with Mr. Mahar concerning park land issues before he makes his plans for his next subdivision and work with Mr. Christiansen on the purchase of the piece of property he suggested the city might purchase for a park. This would have to be based on the park commission recommendations and also the funds available. Motion was seconded by Commissioner Dunlap. There was no conflicts of interest. Commissioner Rapp declared a possible ex-parte communication. She attended the Citizen's Advisory Committee and listened to the testimony. Jim Bennett reviewed the Planning Department Staff Report. Commissioner Fish made a motion to go beyond 10:00 p.m. Motion was seconded by Commissioner Gilkey. All said "aye" and the motion passed. Lee Brennan reviewed the Public Works Staff Report. Jim Bennett stated that he received a letter from the Jackson County Roads Department which he read and entered as an Exhibit. Jim Bennett stated that he received a letter from the Jackson County Roads Department which he read and entered as an Exhibit. Wayne Christian, 2821 Bullock Rd., Medford, applicant, and Maurice Torano, 1762 E. McAndrews, agent, came forward. Mr. Torano stated that they propose a 30 foot street in the mobile home park with sidewalks on both sides. He stated that the pond shown on the plans was an irrigation pond and they were informed by the Irrigation District that the applicant cannot use the water as a feature of the park. Applicants will be working with staff to include the pond in the park but not as a water feature. Mr. Torano gave the commission a copy of a letter from the Rogue River Irrigation District. He also stated that the applicants feel that 28 to 30 foot setbacks are acceptable, rather than the 40 foot requested. Sam Inkley, 5055 Gebhard Road, Central Point, stated that he had been flooded from the ditch and questioned who would be maintaining the ditch. He also stated a concern about traffic on Gebhard Road. Sam Inkley, Jr., 5123 Gebhard Road, Central Point, stated that there would be problems if more traffic were allowed on Gebhard Road, there are flooding problems in the area, and they are concerned about water rights to their property. Jerry May, 5098 Gebhard Road, Central Point, expressed concern over increased traffic on Gebhard Road. They are doing a master plan preparing for whatever is downstream. Scott English, F.O. Box 671, Ashland, OR, consultant for the applicant, stated that this area does not meet the criteria for a wetlands. Chairman Piland closed the public hearing. Commissioner Johnson made a motion to recommend approval of the Comprehensive Plan Amendment and a Zone Map Amendment to change the land use designation and zoning of 32.20 acres located north of Beebe Road between Gebhard Road and Hamrick Road from Low Density Residential to High Density Residential and from R-1-10, Residential Single-Family (10,000 s.f.) And R-1-8, Residential Single- Family (8,000 s.f.) To R-3, Residential Multiple-Family. (37 2W 02 Tax Lot 100) (C.A. Galpin & Powder River, Inc., applicants) and to adopt Resolution 392 approving the Site Plan Review and a Conditional Use Permit for Walnut Grove Village, a 193-unit mobile Home park located north of Beebe Road between Gebhard Road and Hamrick Road. (37 2W 02, Tax lot 100) (C.A. Galpin &I Powder River, Inc., applicants) based on Supplemental Finds of Fact and subject to all conditions of the Staff Report.
