AN ORDINANCE AMENDING AND MAKING
ADDITIONS TO THE CITY OF CENTRAL POINT MUNICIPAL CODE
BUSINESS LICENSES AND REGULATIONS
WHEREAS, the Council has determined that the amendments and
additions as set forth herein are just and equitable, and in the
best interests of the citizens of the City of c^.entral Point, now
therefore,
THE PEOPLE OF THE CITY OF CENTRAL POINT, DO ORDAIN AS
FOLLOWS:
Section 1. There is hereby added a Section 5.04.095 to the
Central Point Municipal Code as follows:
5.04.095 "Special Events". A. A temporary business license
may be issued for such special events as trade shows, sidewalk sales,
fairs, parades, art shows, hobby shows and educational or cultural
events at which several businesses may sell goods from temporary
booths or stalls. The purpose of this section is to facilitate such
events which are cultural or educational or which help to promote
business or tourism in the community.
B. A special events license-shall be issued to the organization
or committee sponsoring the event and shall cover all businesses
authorized by the sponsor to participate therein.. The sponsor must
either be a tax-exempt nonprofit organization or an organization
that will realize a profit. of not more than $300 from the event.
C. Such licenses shall be limited to a period of not more than
five. consecutive days. A sponsoring organization shall not be issued
more than three such licenses in a calendar year.
D. The fee for licenses authorized by this section shall be
$5.00 per day.

Section 2. There is hereby added a Section 5.04.115 of
the Central Point Municipal Code as follows:
5.04.115 Transfers of Business. If a business ownership
or location is transferred, the requirements of this ordinance
shall prevail. A five dollar ($5.00) fee shall be charged for
a transfer. The employee fee will not be charged in the year
of transfer unless employees are added, in which case a charge
will be made for the additional employees.
Section 3. Section 5.12.020 and Section 5.12.030 of the
Central Point Municipal Code are hereby repealed.
Section 4. Section 5.20.020 of the Central Point Municipal
Code. is hereby amended as follows:
5.20.02.0 Permit and License--Required. A. It is unlawful
for any solicitor, canvasser or peddler as defined in Section
5.20.010 to engage in such business within the corporate limits
of the city without first obtaining a permit and license therefor
in compliance with the provisions of the chapter.
B. Upon recommendation by the Police Chief, the City
Administrator may waive the requirements of this chapter for non-
profit and charitable organizations..
Section 5. Section 5.20.030 of the Central Point Municipal
Code is hereby amended as follows:
Section 5..20.03-0 Permit and License--Application--Fee.
A. Applicants for permit and license under this chapter
must file with the city recorder a sworn application in writing
(in duplicate) on a form to be furnished by the city recorder,
which shall give the following information:
1. Name of .the applicant;

2. Permanent home address and full local address of
the applicant;
3. A brief description of the nature of the business
and the goods to be sold;
4. If employed, the name and address of the employer,
together with credentials establishing the exact relationship;
5. The length of time for which the right to do busi-
ness is desired;
6. The place where the goods or property proposed to
be sold, or orders taken for the sale thereof, are manufactured
or produced, where such goods or pror~ucts are located at the
time said application is filed, and the proposed method of
delivery;
7. A photograph of the applicant, taken within one
year immediately prior to the date of the filing of the appli-
cation, which picture shall show the head and shoulders of the
applicant in a clear and distinguishing manner;
8. At the option of the Police Chief, the fingerprints
of the applicant.
9. A statement as to whether or not. the applicant has
been convicted of any crime, misdemeanor or violation of any
municipal ordinance, the nature of the offense and the punish-
ment or penalty assessed therefor.
B. At the time of filing the application, a fee of five
dollars shall_be paid-to the. city recorder to cover the cost of
investigation of the facts stated therein.
Section 6. There is hereby added to the Central Point
Municipal Code Section 5.20.045:
5.20.045 Special Events. Solicitors, Canvassers and
Peddlers for such special events as trade shows, sidewalk sales,
fairs, parades, art shows, hobby shows and educational or cultural
events shall receive approval to engage in such business through
an authorized and licensed and sponsoring organization or
committee under Chapter 5..04 of the Municipal Code.
