HomeMy WebLinkAboutOrdinance 1437 ORDINANCE NO. 1437 AN ORDINANCE ESTABLISHING. THE ZONING OF A RECENTLY ANNEXED PARCEL OF REAL PROPERTY 06VNED BY RONALD G. YOUNG AND MICHELLE. YOUNG AS R-1-8 WHEREAS,. the Central Point Planning Commission. has. given consideration to the establishment of zone of the parcel of real property described hereinafter, recently annexed. to the :City of Central Point. and zoned S-R-i-by prior zoning designa- ton, and the Planning Commission found that the applicant pro- duced substantial evidence sufficient. to justify the establishment of zoning designation R-1-8, ,and made findings of fact in support thereof, which. are part of the record of the within proceedings, and .WHEREAS, the City Council by Ordinance No. 1431, adapted on the 14th day of May, 1981, declared its intention to establish said. zoning designation as R-1-8, from prior county zoning desig- nation. S-R-I, and directed the publication, posting and mailing of notices relating to the proposed establishment of zone. for said parcel, in accordance with the law of the State of Oregon and of the City of Central Point, and said notices having been given as required, and a public hearing having been duly held by and before the City Council, and the City Council having found that the applicant before said establishment of zone has produced substantial evidence sufficient to justify the same and the City Council having made findings of fact supporting the establishment of said zoning designation, which findings are attached hereto, and by this reference made a part of the within ordinance, now, therefore, Page 1 - Ordinance. The zoning of the following described parcel of real property within the City of Central Point, Oregon is hereby established as R-1-8 and changed thereto from its prior county zoning designation of S-R-1: Beginning at a 5/8" iron pin. found for the northeast corner of Lot Eighteen (18) in Block • Six (6) of HOMESTEAD ACRES EXTENSION NO. 2 in Jackson County, Oregon., according to the official plat thereof, now of record; thence _ West, along the north line of said. In support of the annexation and rezoning of the above referenced trait of land I would offer the following additional findings of ,fact. As previously statedo this tract is located within . ~ the City of Central Point Urban Growth Boundary and is classified as Medium Density Residential on the.. Comprehensive Plan. A change. of zoning from SR-1 to R-1-8 would comply with this classification on the Comprehensive Planet A public need for this type of :change is evidenced - by the fact that there are no similar lots available for development in this section. of the City. There is also a need for housing in the-price range ($60,000.. to $70®000) which will be built upon these lots by the developero ,Due to increased interest rates a middle class family is not able to make payments on more ex- ~pensive~homes. These homes will be in keeping with the character of the homes in the neighborhood® Fur- thermore, these housing units will be built in the range financable by the Oregon Department of Veterans ' Affairs for which there is a-good demand by Oregon Veterans. ~, The need can best be served in this area.®f the City by annexing and rezoning the applicant®s piece of property as opposed to other pieces in the .area. It is bounded on two (2) sides by the City and surrounded on all four sides by resi- dential housing development. This makes it a better candidate for development than the other pieces in the area which are not as close in proximity to the CityP Many of the pieces in the area which could be developed have access problems whereas this piece has excellent access. The change to R-1-8 zoning is justified by the public need in the area. Adjacent City parcels are. zoned R-1-8. As previously discussed, there is a need in the area for housing in the price range which would be developed if R-1-8 zoning were allowed. The degree of change is not dramatic since the zoning would change from one residen- tia1, designation to another (SR-1 to R-1-8).
