AN ORDINANCE AMENDING CHAPTER 17.24 AND CHAPTER 17.28 OF THE
CENTRAL POINT MUNICIPAL CODE, AND DECLARING AN EMERGENCY
WHEREAS, the State Department of Land Conservation and Development has
reviewed Central Point°s Comprehensive Plan and related implementing. measures
including the Zoning Ordinance9 and
WHEREAS, D.L.C.D. has recommended that Central Point adjust its zoning
ordinance wording. to provide for a more equitable distribution of needed
housing types, particularly mobile and manufactured homes; and
WHEREAS, by Resolution No. 425, the Central Point City Council declared
its intent to amend the Comprehensive Plan Text and Map, Zoning. Ordinance and
Zoning Map, and by Ordinance No. 1521, established hearing dates therefor9 and
WHEREAS, public hearings reviewing the proposed amendments were duly ad-
vertised in the Medford Mail Tribune as required by ordinance and held before
the Citizens Advisory Committee on August 14, 1984, the Planning Commission on
September 4, 1984, and the City Council on September 20, 19849 and
WHEREAS, at said public hearings opportunity was provided for testimony
to be heard from proponents and opponents of the amendments9 now, therefore,
THE PEOPLE OF THE CITY OF CENTRAL POINT DO ORDAIN AS FOLLOWS:
Section 1. Section 17.24.030 is hereby amended to read as follows:
17.24.030 Conditional Uses. The following uses and their accessory uses
are permitted in the R-2 district when authorized by the Planning Commission
in accordance with Chapter 17.76:
A. Home occupations subject to the provisions of Section 17.60.1909
B. Rest homes, nursing homes and convalescent homes9
C. Private recreational uses and facilities that are compatible with the
residential neighborhood, but not including such intensive commercial uses as
golf courses and driving ranges, race tracks, amusement parks, and similar
activities9
D. Public and public utility buildings, structures and uses, but not
including corporation, storage or repair yards, warehouses and similar uses9
E. Developer's project office and sales office including mobile homes
and trailers adapted to that purpose during construction of the project onlY9
F. Service, fraternal and lodge organizations9

Ge Dwelling groups composed of single.-family and/or duplex dwellings
provided that there shall be at least three thousand square feet of lot area
for each single-family detached dwelling and at least two thousand five hun-
dred square feet for each duplex or attached dwelling;
H, Mobile and manufactured home subdivisions;
I. Planned unit developments in accordance with Chapter 17.68;
3. Day care center or similar facilities. (Ord. 1436 §2 (part), 1981).
Section 2. Section 17.28.030 is hereby amended to read as follows:
17.28.030 Conditional Uses. The following uses and their accessory uses
are permitted in the R-3 district when authorized by the Planning Commission
in accordance with Chapter 17.76:
A. Home occupations subject to the provisions of Section 17..60.190;
B. Rest homes, nursing homes and convalescent homes;
C. Private recreational uses and facilities. that are compatible with the
residential neighborhood, but not including such large intensive commercial
uses as golf courses and driving ranges, race tracks, amusement parks, bowling.
alleys, roller and ice rinks, and similar facilities;
D. Public and public utility buildings, structures and related uses, but
not including corporation, storage or repair yards., warehouses. and similar
uses;
E. Developer°s project office and sales office including mobile homes
and trailers adapted to that purpose during construction of the project only;
F. Mobile home and manufactured home developments;
G. Mobile home parks;
H. Off-street parking lots to serve the residents of multiple-family
developments., mobile home development, group quarters facilities and similar
uses;
I. Day care center or similar facilities;
J. Planned unit developments in accordance with Chapter 17.68. (Ord.
1436 §2 (part), 1981).
Section 3. This ordinance being necessary for the immediate preservation
of the public. peace, health and safety of the City of Central Point, Oregon,
due to the necessity for L.C.D.C, acknowledgement of the City°s Comprehensive
Plan, second reading is waived and an emergency is hereby declared to exist.
Passed by the Council and signed by me in authentication of its passage
