HomeMy WebLinkAboutOrdinance 1764ORDINANCE NO. /~~~~~" AN ORDINANCE AMENDING CPMC 15.04.010 PERTAINING TO STOP WORK ORDERS AND CPMC CHAPTERS 15.40 AND 16.24 PERTAINING TO PUBLIC WORKS STANDARDS THE PEOPLE OF THE CITY OF CENTRAL POINT, OREGON, DO ORDAIN AS FOLLOWS: Section 1. Central Point Municipal Code Section 15.04.010 is hereby amended to read as follows: 15.04.010 Standards Applicable to Building. A. All construction, building, and related activities within the City shall comply with all ordinances of the City and with the following specialty codes, which by this reference are hereby expressly adopted and incorporated into the Central Point Municipal Code: 1. State of Oregon 1996 Edition, Structural Specialty Code, volumes 1, 2, and 3; based on the Uniform Building Code 1994 Edition as published by the International Conference of Building Officials; specifically adopting and including sections 102 (Unsafe Building/Structures); 104.2.6 (Liability), and 104.2.10 (Cooperation of Other Officials and Officers). 2. State of Oregon 1996 Edition, Mechanical Specialty Code; based on the Uniform Mechanical Code 1994 Edition as published by the International Conference of Building Officials; specifically adopting and including Appendix A (The Uniform Mechanical Standards, Uniform Fire Code Standards and the Uniform Building Code Standards contained in Appendix A); Appendix B (Chapters 10 and 15 only); Appendix C (Appendix C contains gas- venting tables and is intended to serve only as a guide); and Appendix D. 3. State of Oregon 1996 Edition, One & Two Family Dwelling Specialty Code; based on the CABO One & Two Family Dwelling Code 1995 Edition as published by the Council of American Building Officials. 4. State of Oregon 1996 Edition, Electrical Specialty Code; based on the National Electrical Code 1996 Edition as published by the National Fire Protection Association. 5. State of Oregon 1996 Edition, Plumbing Specialty Code; based on the Uniform Plumbing Code 1994 Edition as published by the International Conference of Building Officials. 6. 1996 Edition of the Uniform Abatement of Dangerous Buildings as published by the International Conference of Building Officials. B. No person shall conduct building or related activities without complying with the standards set forth in the codes described hereinabove in this ordinance; any violation of any 1 - ORDINANCE NO. ~~Ci' (032097) provision of any of said codes shall be a violation of the Central Point Municipal Code, punishable under the general 15.40.010 Established. Section 3. Central Point Municipal Code Section 15.40.020 is hereby amended to read as follows: 15.40.020 Change--Director's Authority. The public works director is authorized and directed to develop such standards, and to make such changes therein as deemed appropriate and necessary. B. Watercourses. Where a subdivision is traversed by a watercourse, drainage way, channel or stream, there may be required a storm water easement or drainage right-of-way conforming substantially with the lines of such watercourse, and such further width as will be adequate for the purpose. In any block over seven hundred fifty feet in length a pedestrian way may be required. The minimum width of the pedestrian right-of-way must be at least six feet in width which shall be hard surfaced through the block and curb to curb in order to provide easy access to schools, parks, shopping centers, mass transportation stops or other community services. If conditions require blocks longer than twelve hundred feet, two pedestrian ways may be required for combination pedestrian way and utility easement. When essential for public convenience, such ways may be required to connect to cul-de-sacs. Long blocks parallel to arterial streets may be approved without pedestrian ways if desirable in the interests of traffic safety. 3 - ORDINANCE NO. /f~'/ (032097) 15.40.030 Change--Effective Date. Any changes made in said public works standards shall not be applicable to projects for which a permit was issued prior to the effective date of said changes ~~eept ~s Eoltojrrs Section 5. Central Point Municipal Code Section 16.24.030 is hereby amended to read as follows: Section 6. Central Point Municipal Code Section 16.24.050 is hereby amended to read as follows: 16.24.050 Lots--Size and Determination. Lot sizes shall conform with the zoning ordinance and shall be appropriate for the location of the subdivision and for the type of development and use contemplated. In the case of irregular lots, the width shall be measured along the front building line. In no case shall the average depth be more than two and one-half times the width. Corner lots for residential use shall have sufficient width to permit appropriate building setback from and orientation to both streets. A. B. where property is zoned and planned for business or industrial use, other widths and areas may be required, at the discretion of the city. Depth and width of properties reserved or_ laid out for commercial and industrial purposes shall be adequate to provide for the off-street service and parking facilities required by the type of use and development contemplated. Section 7. Central Point Municipal Code Section 16.24.060 is hereby amended to read as follows: 16.24.060 Through Lots.
