A RESOLUTION MAKING REVISED URBAN RESERVE LAND USE
RECOMMENDATIONS TO THE RPS POLICY COMMITTEE
Recitals
1. This matter came before the City of Central Point, Oregon for a second round of
public hearings before a joint meeting of the Citizens Advisory Committee and
the Plaruting Commission and on August 16, 2005. The City Council conducted a
special study session on July 18, 2005 and tllen held public hearings on this
matter on August 25, 2005 and September 22, 2005. During each public hearing
City staff reports were prepared and reviewed and the testimony, opinions and
recommendation of other professionals was considered. Comineztts were invited
from affected property owners aatd all outer persons wishing to be heard.
2. The City Council has considered reserving areas for future urban development in
the context of the health and general welfare of its citizens. It is understood that
areas designated as urban reserve are the only areas that the City will eoz3sider in
the future for Urban Growth Boundary (UGB) expansion.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
CENTRAL POINT, OREGQN as foIlows:
Section 1. Candidate Growth Areas. The following areas are recommended for
consideration and inclusion izt Central Paint's Urban Reserve (UR). Their alphanumeric
reference corresponds with Exhibit A which is attached hereto.
1. CP-1B, this area has bath local and regional significance and should be part of
Central Point's UR. The area in CP-1 has been designated by the City and the
County for the past 20 years as an Area of Mutual Planning Interest. Recent
proposals by the County to make this an industrial zone are consistent with City
projections for more industrially zoned land.
2. CP-2B, this area is significant to the City in that it defines the extent to which the
City plans to grow to the northeast. It is reduced in favor of a more centric
development pattern to the west. Reducing the size of the area also preserves
oak savanna forest and vernal pools.
3. CP-3, this area contributes to the City's urban form and ties in well with the long
range planning efforts of fine EXPO. Most of the Iand in this area is targeted for
open space and recreational uses.
4. CP-4D, the Council has elected to include this area at the request of the property
owners (Bear Creek Orchards, et. al) and to eztsure that adequate Iand has been
set aside for long range growth.
5. CP-5 & CP-bA, the area south of Taylor Road includes an existing Bounty
subdivision (Grant Acres) which is sizxtilar in characteristic to other residential
developments ut the City and those that are in close proximity to it. The area
north of Taylor Road has a lesser agriculhzral value and includes larger tax lots
for which Measure 37 claims are being pursued.
