HomeMy WebLinkAboutPRM011504-~;~ ' CITY OF CENTRAL POINT Park Commission Meeting January 15, 2004 (. REGULAR MEETING CALLED TO ORDER The meeting was called to order by Jim Harleman at 6:00 p.m. II. ROLL CALL and INTRODUCTIONS: Pete Brown, Casey Clark, Bette Cline, Cheryl Cummings, Jim Harleman, Eleanor Holbrook, Bill Stults (Council representative) were present.. Sandy Wilson was absent. Parks and Recreation Director Nancy Hanson and Karen Roeber were also present. The new members introduced themselves and stated why they wanted to get involved and become a part of the park commission. Cheryl Cummings said she had. helped with the city wide clean up and the children's Community Christmas program. She has lived here most of her life. Bette Cline has worked for Jackson County for 30 years and her property backs up to Flannagan Park so she is very interested in what is happening with the city parks. III. MINUTES A. Approval of October 16, 2003 minutes, City Park Commission Minutes Eleanor made a motion to approve the minutes as presented. Pete seconded and the motion was unanimously approved. IV. PUBLIC APPEARANCES There were no public appearances. V. BUSINESS A. Who and What We Are Jim read the Park Commission Mission Statement and stated the Central Point Park Commission is an advisory group to the City Council. The commission consists of at least five members -city residents; one youth representative; and one council representative who are appointed annually by the mayor. The duties include acquisition and development of city parks, greenways and open space. Jim also explained the meetings are on a quarterly basis at this time but that is subject to change. B. What We Do Nancy gave the new members the Vision Statement which describes the goals of the park commission. To provide a system of recreation facilities and programs, develop open spaces and enhance the quality of life for Central Point residents. Nancy explained that she is the Recreation Director and she does not maintain the parks -Don Dunn is the Park Maintenance Supervisor and is in charge of that area. Nancy went over the city parks stating their locations and showing pictures of what is in each park (even though some have had some improvements since the pictures were taken). At this time Pfaff Park is the largest park in the city, but Don Jones will be after it is completed. She explained that there were three community meetings for Don Jones park before the final design was approved. Nancy believes there will be a neighborhood meeting for the placement of restrooms and a gazebo at Flannagan Park. She said that meeting was being handled by Bob Pierce, the Public Works Director. Y `, The TOD (Transit Oriented Development) will have five thousand people and over 50 acres of parks when it is completed. At this time, one park has been completed and another is being worked on. The CPE gym site is four acres and eventually Nancy would like to use that as a community center site. Right now the time for the gym is completely booked. She would like to get the community center process started going right away -especially now that the recreation center has been sold. Summerfield Park was brought up - It is located in the Upton Rd; N. 10th Street and Scenic Avenue area - "Where are we going with that park?" It was stated at the neighborhood meeting that it would be done last summer and the neighbors wanted to help build it. Nancy said she will check with Bob Pierce. The Park Commission asked bout the Forest Glen footbridge and were told it is under Public \; Works development and they have run into several issues.. C. Dog Park Update Bill Stults said he would meet Jim and Bette at city hall next Tuesday at 10:00 a.m. and then meet with the Expo regarding a dog park. The land in question is part of the Expo parking area -Pine Street at the trailhead. He would like to have city staff stake out the area and he will get a map from Dave. D. Swimming Pool Update Nancy stated the last time a pool was discussed it was for a regional aquatic center SOAK -there was lots of interest, but no leadership. A pool was at the top of both city surveys. They tried to get the County involved, but it is an overwhelming project for anyone. A local pool was suggested since it would be a smaller project. The problem with that is that it would be difficult to pay for alone. The city would have to come up with a substantial amount of money. After it was built it would still cost a lot just to maintain. Pete made a motion to make a recommendation to the City Council to pursue a regional pool and set up a steering committee. Eleanor seconded and the motion was passed unanimously. E. Skate Park Design The plans for the skatepark went out to the engineer this past week. Nancy mentioned that the $153,000 she was hoping we would be awarded that was left in the override fund was no longer available. After budgeting they decided to keep the money and add it to the pot for this year. Nancy said she would re-apply. If we don't get the money we can ask the city council for more money or build less. She is hoping we get the $153,000 from the state. Sparks, Nevada just finished a 21,000 sq ft "bowl" style park for around $250,000. F. Recreation Center The building at 30 S. 3rd Street - "Old Fire Station"; "Station 7:8" or "Recreation Center" has been sold to Melello's. They will move their roasting operations in there after some renovations and upgrades starting in March but will not turn it into a coffee house. The funds from this sale will be applies to a new community center. G. Park Hours Ordinance Currently there is no ordinance that states park hours for Central Point. It was discussed and Casey made a motion to develop a park ordinance stating the hours city parks would be open would be from 6:00 a.m. to 11:00 p.m. Cheryl seconded the motion and it was unanimously approved. ' H. Non Profit Organization f; Nancy stated that the Central Point Parks Foundation would be formed for the purposes of applying for grants. She stated it would help us qualify for grants for projects such as building a community center. It will not add a burden to Park Commission members. If you are a member of the Park Commission you would also be a member of the C.P. Parks Foundation. Meetings would be held prior to regular park commission meetings. By Laws state we could add 5 more at large people to the Foundation. Commission members were asked to take the by laws home to review; email any concerns and approve by email if possible. I. Park Tour Nancy said that if anyone would like to go on a park tour of any of the city parks to please let her know and she would be happy to make arrangements to take them. VI. MISCELLANEOUS Nancy stated she is working on the annual report and will bring it to the next meeting. VII. ADJOURNMENT The Central Point Park Commission Meeting was adjourned by consensus at 7:30 p.m. Next meeting is scheduled for f 4 r 15th 2~~4 at 6:00 p.m.
