AN ORDINANCE CALLING A SPECIAL ELECTION TO SUBMIT TO THE
VOTERS A CHARTER AMENDMENT CHANGING THE OFFICES OF CITY
RECORDER AND CITY TREASURER FROM ELECTIVE OFFICES TO
APPOINTIVE OFFICES, AUTHORIZING THE CITY COUNCIL TO FIX
DUTIES AND COMPENSATION FOR EACH OFFICE AND PROVIDING THAT
THE SAME PERSON MAY SERVE IN BOTH OFFICES SIMULTANEOUSLY,
REPEALING PRIOR ORDINANCE AND DECLARING AN EMERGENCY
WHEREAS, recent audits of the City's books have indicated
a need for a finance director for the management of the City's
business and financial affairs, and in order to promote the
savings of City funds and more efficient administration of the
City's business and financial affairs, the offices of City
Recorder and City Treasurer should be made appointive and the
duties therefor redefined to complement the duties of finance
director and one person should be authorized to serve in both
capacities simultaneously, and
WHEREAS, the ballot title set forth in Ordinance No. LF2e-
relating to said election requires revision, now, therefore,
THE PEOPLE OF THE CITY OF CENTRAL POINT DO ORDAIN AS
FOLLOWS:
Section 1. Ordinance No. is hereby repealed.
Section 2. It is hereby ordered that there be submitted
to the legal voters of the City of Central Point for their approval
or rejection at a special election to be held within the City on
March 25, 1980, the following proposed Charter amendment:

AN ACT
To amend the Charter of the City of Central Point, Oregon

by changing the offices of Recorder and Treasurer from elective
offices to appointive offices, authorizing the Council to fix
duties and compensation far said offices and providing that the
same person may serve in both offices simultaneously.
THE PEOPLE OF THE CITY OF CENTRAL POINT DO ORDAIN AS
FOLLOWS:
Section 1. Article II, Section 1 of the Charter of
the City of Central Point is amended to read as follows:
Section 1. The elective offices of the City of
Central Point shall be a Mayor and six council members
who shall be residents and legal voters of the city.
Section 2. Article VI, Section 1 of the Charter of
the City of Central Point is amended to read as follows:
Section 1. The Mayor shall appoint a City Recorder„
City Treasurer, town marshall, street commissioner and
such other officers as the council may by ordinance
require, and suspend them or any of them at pleasure,
but all appointments, must, before going into effect,
be confirmed by the council; but special police officers
may, in case of emergency, enter upon their duties
without confirmation of appointment by the council. No
removal of any Officer appointed and confirmed by the
council shall he made, except for cause and by and
with the approval of the common council. When special
Police officers are appointed, in case of an emergency,
their term shall end with such special. service. The
same person may serve as Recorder and Treasurer simul-
taneously.
Section 3. Article IX of the Charter of the City of
Central Point is hereby repealed. Article XI of the Charter
of the City of Central Point is hereby repealed.
Section 3. The ballot title for such measure is adopted
as hereinafter set forth and the following are the number, ballot
title and form in which the foregoing measure will appear on the
ballot:

51. AMENDMENT MAKING RECORDER AND TREASURER APPOINTIVE.
Shall the Charter be amended to change the YES
offices of Recorder and Treasurer from elective _

Provides that Recorder and Treasurer be appointed by
Mayor subject to confirmation by.Council, instead of elected.
Removes certain Charter duties and retains provision that
Council fix duties and compensation for both offices. Provides
same person may serve in both offices.
Section 4. Said election shall be held on the 25th day
of March, 1980 and the hours, polling places and officers for
said election shall be designated by the Jackson County Clerk
pursuant to law.
Section 5. The City Recorder is hereby ordered and
directed to give notice of said election in accordance with the
City Charter and Central Point Municipal Code Section 1.08.120;
and to keep copies . of the written measure at the office of the
City Recorder at all times for inspection by any legal voter of
the City.
Section 6. This ordinance being necessary for the
immediate preservation of the public peace, health and safety of
the City of Central Point, Oregon, in order that said Charter
amendment can be presented to the voters of the City at the
March 25, 1980 election, second reading is hereby waived pursuant

to Municipal Code Section 2.02.020, and an emergency is hereby
declared to exist and this ordinance shall be in full force and
effect immediateiy upon its passage.
