AN ORDINANCE CANVASSING THE VOTES CAST AT THE SPECIAL
ELECTION OF MAY 7, 1960 ON THE QUESTION OF THE RECALL
OF COUNCILMEMBERS JIM CORLISS, CANDY RAYBURN,
LLOYD MANN AND RICHARD HALLEY
WHEREAS, a special election was .held within the City of
Central Point, Oregon on May 7, 1980 pursuant to Ordinance No.
1385, on the question of the recall of Jim Corliss, Candy Rayburn,
Lloyd Mann and Richard Halley, and
WHEREAS, Central Point City Council met in regular session
at 7:30 p.m. May 8, 1980 for the purpose of canvassing the returns
of said special election, and did, during said meeting, consider
the returns of such election, and
WHEREAS, the results of said election have been received
from the Jackson County Clerk as set forth below, but that said
Clerk has advised the city that substantial irregularities occurred
during the election as to the ballots for councilmember Halley,
and
WHEREAS, the Jackson County Clerk has advised the city
that said election may not be rescheduled but that said results
set forth below are binding upon the city except in the event of
an election contest pursuant to state law, now, therefore,
THE PEOPLE OF THE CITY OF CENTRAL POINT DO ORDAIN AS
FOLLOWS:
Section 1. That the votes cast on the question of
recalling councilmember Jim Corliss at the special election of
May 7, 1960, be, and the same are hereby found, determined and

declared to be as follows:
For the recall 375 votes
Against the recall 497 votes
Total votes cast 872 votes
Majority in favor of
recall (yes or no) - NO
Section 2. That the votes cast on the question of
recalling councilmember Candy Rayburn at the special election of
May 7, 1980, be, and the same are hereby found, determined and
declared to be as follows:
For the recall 434 votes
Against the recall 438 votes
Total votes cast 872 votes
Majority in favor of
recall (yes or no) NO
Section 3. That the votes cast on the question of
recalling councilmember Lloyd Mann at the special election of
May 7,1980, be, and the same are hereby found, determined and
declared to be as follows:
For the recall 134 votes
Against the recall 115 votes
Total votes cast 249 votes
Majority in favor of
recall (yes or no) YES
Section 4. That the votes cast on the question of
recalling councilmember Richard Halley at the special election of
May 7, 1980 are the subject of substantial irregularities, but
that the totals furnished to the city by the Jackson County Clerk
are as follows:

For the recall 71 votes
Against the recall 59 votes
Total votes cast 130 votes
Majority in favor of
recall (yes or no) YES
Section 5. Pursuant to the foregoing election results,
as canvassed, it is hereby declared that Jim Corliss and Candy
Rayburn shall retain their seats as councilmembers until the
expiration of their respective terms and offices, and that Lloyd
Mann be declared recalled.
Section 6. Pursuant to the foregoing election results,
as canvassed, it is hereby declared that Richard Halley be recalled
from office pursuant to said election unless and until such time
as election contest proceedings are concluded, with further action
to be taken by the council at such time, with said council position
to remain vacant pending such election contest proceedings.
Passed by the Council and signed by me in authentication
of its passage this 16th day of June, 1960.
