A RESOLUTION OPPOSING THE AIR QUALITY PLAN FOR TI-IE
MEDFORD-ASHLAND AIR QUALITY MAINTENANCE AREA PREPARED
BY THE OREGON DEPARTMENT OF ENVIRONMENTAL QUALITY
WHEREAS, the Depai•cment of Environmental Quality is accepting comments on
changes to the Air Quality Maintenance Area plan; and
WHEREAS, a group of local citizens assisted in the development of the Plan; and
WHEREAS, the City Council of the City of Central Point is mindful of the difficulty of
crafting such recommendations and is concerned for the health and safety of the citizens of
Central Point; and
WHEREAS, the recommendations are as follows:
1) Retain the current PM10 emissions level-also known as the Significant Emission Rate
(SER)- that triggers the NSR program (5 ton/year-50 lbs/day)
2) Retain the current requirement that new and expanding major industry install state-of-the-
arrt emission conh•ol technology (known as Lowest Achievable Emission Rate, or LAER;
3) Eliminate the current (non-attainment area) emission offset requirement for new and
expanding major industry;
4) Establish PM10 safety-margin thresholds that are 5% more protective than federal PMIO
standards-(recommended threshold levels are 48 ug/m3 for annual avg. PM10 and 143
ug/m3 for daily (24 hour avg.) PM10.
NOW, 'fFIEREFORE, BE IT RESOLVED, that the City Council of the City of Central
Point, Oregon, opposes changes to the Air Quality Maintenance Area Plan and to retain cun•ent
restrictions on the amount of particulate matter that can be emitted by industry.
AND BE I'I FUR"fHER RESOLVED THAT THE CITY COUNCIL hereby direct that a
copy of this Resolution be forwarded to DEQ to be presented to the Environmental Quality
Commission.
Passed by the Council and signed by me in authentication of its passage this 22nd day of
