HomeMy WebLinkAboutCouncil Resolution 990RESOLUTION NO. ~ < <~~~\ A RESOLUTION AUTIIORIZING A CONTRACT I~'OR CONSTRUCTION MANAGER AND GENERAL CONTRAC'T'OR FOR THE CONSTRUCTION OF THE CENTRAL POINT LIBRARY AND CITY OFFICE SPACE EXPANSION PROJECT Recitals The City of Central Point and Jackson County wish to contract for a Construction Manager and General Contractor for the Construction of the Central Point Library and City Office Space Expansion Project. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: WHEREAS, Jackson County voters in May 2000, approved a $38.9 million bond measure to build new libraries or rebuild existing libraries in the Jackson County Library System; and WHEREAS, a portion of this money is to be used to build a new library in the City of Central Point; and WHEREAS, Jackson County and the City of Central Point have entered into an agreement to build ajoint-use building that will house the library on the first floor and city office space on the second floor; and WHEREAS, the schematic design of this building is now complete; and WHEREAS, the Jackson County Local Contract Review Board has adopted contracting rules pursuant to the authority granted to the Board by ORS Chapter 279; and WHEREAS, Section 7.B of the contracting rules specifically allow the board to authorize an RFP process for Construction Manager/General Contractor (CM/GC) services; and WHEREAS, Board Order LC-1-03 authorized the use of an RFP process for the selection of a Construction Manager/General Contract of the Central Point branch library; and WHEREAS, the RFP clearly stated in the CM/GC contractual requirements, the methods by which the CM/GC shall competitively select other contractors and subcontractors, the evaluation criteria to be applied in selecting the CM/GC, and the time required to commence and complete the project; and WHEREAS, the Request for Proposals was advertised in the Medford Mail Tribune and the Portland Daily Journal of Commerce; and 1 -RESOLUTION NO. ~\~C~ ~ ? (081403) WHEREAS, three proposals were received prior to the June 12, 2003, 4 p.m. submission deadline and these proposals were evaluated by review committee consisting of: Dave Kanner, deputy county administrator; Dave Straus, principal and lead architect, Skelton, Straus, and Seibert; Margaret Jakubcin, western region branch library manager; Rick Isner, Jackson County facility maintenance; Chris Clayton, deputy director, City of Central Point Public Works Department; Lois DeBenedetti, building official, City of Central Point; and WHEREAS, the review committee invited all three respondents (Adroit Construction, T.Gerding construction and Todd Construction) to be interviewed by the committee, which interviews took place on July 14, 2003; and WHEREAS, the review committee found that all three respondents are qualified to provide CM/GC services for the Central Point Library and city office space expansion project; and WHEREAS, the review committee, relying on the evaluation criteria published in the RFP and the responses provided to the questions asked during the interview, determined that Todd Construction had the experience and background with CM/GC projects of similar size and complexity that best qualified them for this particulaz project; and WHEREAS, the review committee concluded that hoe selection ofTodd Construction would best meet the county's and the city's goals, including capability of experience, projectunderstanding, project management, key personnel and cost; and WHEREAS, the review committee recommends that Todd Construction be selected as the CM/GC for the Central Point Library and city office space expansion project. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON that the City Council agrees with the recommendation of the review committee to select Todd Construction for the CM/GC for the Central Point Library and city office space expansion project.
