'~ A RESOLUTION AMENDING THE CITY OF CENTRAL POINT CLASSIFICATION PLAN WHEREAS, Chapter 2.48 of the Central Point Code authorizes and directs the City Council to adopt rules relating to personnel matters; and WHEREAS, The City Council has adopted such rules as the "City of Central Point Personnel Policies and Procedures" and has most recently revised those rules under Resolution No. 921 adopted on July 31, 2001; and WHEREAS, Section 4.1.1 of said rules requires that the duties and responsibilities of each employee of the City shall be approved by the City Council and recorded as the "Classification Plan" for the City of Central Point; and WHEREAS, the City Council deems it to be in the best interest of the City to make revisions to said Classification Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON, that the revisions to the Cify of Central Point Classification Plan, attached hereto marked ExhibitA and by this reference incorporated hereto, be, and the same are, hereby ratified and adopted. ~ti Passed by the Council and signed by me in authentication of its passage this l~~ day of ~ . Mayor Hank Williams ATTEST: City Representative Approved by me this / 7~`day of , 2003. ~1 ~ Mayor Hank Williams CITY OF CENTRAL POINT PUBLIC WORKS DEPARTMENT CLASSIFICATION: PARKS MAINTENANCE SUPERVISOR POSITION TITLE: PARKS MAINTENANCE SUPERVISOR GENERAL STATEMENT OF DUTIES: From the work program assigned by the Public Works Director. Performs the maintenance, repair, replacement, installation and new construction of the City's park facilities, providing supervision and management over parks maintenance staff, as well as, occasional equipment operation and manual labor. SUPERVISION RECEIVED: Works under the direct supervision of the Public Works Director. SUPERVISION EXERCISED: Will supervise and manage parks maintenance staff. In the event the Public Works Supervisor is absent, the person in this position may perform duties of the Public Works Supervisor. TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties: Provide the manual labor and equipment operation for maintaining and repairing the City's parks, ground and building facilities, including but not limited to, mowing, weeding, spraying, sweeping, cleaning, leaf blowing, playground equipment repair, painting, minor mechanical repair, hauling and other parks, grounds and building related maintenance. Perform minor equipment and infrastructure maintenance and repair in the City parks. Operate heavy equipment for the construction, maintenance, repair and replacement of parks, grounds and building facilities. Equipment utilized typically include backhoe, excavator, motor grader, tractor, dump truck, water truck and street sweeper, as appropriate. 4. Other duties as assigned. 5. DESIRABLE QUALIFICATIONS FOR EMPLOYMENT KNOWLEDGE. SKILLS AND ABILITIES• This Classification is considered to be a journeyman/foreman classification with the employee having journeyman operator skills in the use of heavy equipment. The `~ Q employee should possess the following knowledge, skills and abilities at the time of employment. J Thorough knowledge of the principals and practices of operating, maintaining, repairing, replacing and new construction of streets, domestic water, storm drainage, sanitary sewer, park and building facilities. J Thorough knowledge and skilled use of the typical small equipment and light trucks used in the operation, maintenance, repair, replacement and new construction of City parks infrastructure. Thorough knowledge and skilled use of heavy-duty trucks (dump truck, water truck and street sweeper), backhoes, excavators, motor graders and other similar equipment used in the operation, maintenance, repair, replacement and new construction of City parks infrastructure. Ability to train, direct and supervise maintenance staff members for completion of specific jobs or tasks. J General knowledge and use of computers. Ability to receive instruction, learn and follow direction in the standard operational procedures of the City Parks Department including, but not limited to, personnel policies, procedures, practices, safety standards and other rules and regulations as they pertain to the operation, maintenance, repair, replacement and new construction of City parks infrastructure. Ability to commence and complete assigned tasks within a designated period after receiving initial and limited follow-up training/instruction in the methods, practices and procedures for accomplishing the work assigned. Employee shall only require initial and limited follow-up training/instruction in the equipment operation, skills, practices and procedures involved with the work required. Have an understanding of the day-today operational procedures and guidelines of the City Parks Department involving work assignments, project/work order logging and accounting, safety standards, works procedures and other Department/City rules, policies and procedures. EXPERIENCE AND TRAINING: Minimum required: High school degree or equivalent, with the ability to read, write and have arithmetic skills of a 12`h-grade level. Minimum of 3 years of experience in the supervision of a construction work crew of greater than 2 employees. Any satisfactory ~~ equivalent combination of experience and training which insures the ability to perform the work may substitute for the above. NECESSARY SPECIAL QUALIFICATIONS: 1. Possession of a valid Class "B" (or higher) Oregon Commercial Drivers License, with "tanker" and "air brakes" or the ability to obtain said license within 6 months of employment in this classification. Ability to demonstrate effective operation and skilled use of a backhoe, excavator, motor grader, tractor, street sweeper, dump truck and water truck, as appropriate. 2. Certification/license for Herbicide and Pesticide application. PHYSICAL DEMANDS OF THE CLASSIFICATION: While performing the duties of this Classification, the employee is frequently required to reach, twist, bend, stoop, crouch, sit, lie down, kneel and extend to manipulate objects, tools, controls or other devices. The Classification requires mobility and the ability to traverse uneven surfaces (i.e. rough roads, areas of excavation, construction sites, etc.) walk long distances (up to 15 miles per day) and get into, operate and get out of City Public Works equipment including, but not limited to, a backhoe, excavator, motor grader, dump truck, water truck, street sweeper, grader, pick-up truck or sedan. Duties typically involve manually moving materials up to 65 pounds and infrequently moving objects weighing up to 100 pounds. Character and flow of work involve normal mental and visual attenuation. Manual dexterity and coordination is involved with the use of the following (which is typically required more than 50% of the work period with occasional periods of 100% of the work day): J Motorized vehicles including, but not limited to, a backhoe, grader, dump truck, water truck, street sweeper, pick-up truck or sedan. J Power and hand tools used for the operation, maintenance, repair and/or replacement of parks and grounds maintenance, repair and development; and for installation and servicing. WORKING CONDITIONS: Usual construction site and maintenance shop working conditions. The noise level of the construction sites and maintenance shop facilities are typical of most construction site and maintenance shop environments. Field work includes the exposure to noise, nuisance dust, noxious and toxic gases and vapors, inclement weather, traffic, active utility lines and other related construction-type job hazards. Where appropriate, personal protective equipment will be issued to the employee for use, with the employee being trained in its application and use. CITY OF CENTRAL POINT PUBLIC WORKS DEPARTMENT CLASSIFICATION: RECREATION SUPERVISOR POSITION: RECREATION SUPERVISOR GENERAL STATEMENT OF DUTIES DESCRIPTION: Responsible for planning, management, program development, scheduling, administration, implementation and evaluation of a year-round city-wide recreation program for adults, seniors, and youth in enrichment, cultural arts, physical, after-school activities, special interest classes & camps. Responsible for the development, implementation and management of a community recreation program addressing the needs in cultural arts, physical activities, and other special interest activities. Coordinate the recreation program with other City departments and outside organizations (i.e. service organizations, clubs, sports organizations and Schoo] District No. 6). 2. Responsible for public relations and promotion efforts dealing with media releases, school announcements, seasonal recreation brochure and special events. 3. Responds to public inquiries about recreation programs. 4. Assists in recruiting new Park Connnission members as needed and developing agenda items for meetings. 5. Gathers, interprets, and summarizes data and opinions for studies, reports, and recommendations for decision-making and informational purposes for City recreation program. Makes presentations to staff, Parks Commission, City Council, foundations, clubs, organizations; and the general public as needed. 6. Represents the City on various advisory committees, boards, or associations, and in meeting, as needed. 7. Seeks and administers grants for various recreation projects/programs. 8. Performs a variety of other duties such as answering the phone; running errands; picking up supplies needed for activities; setting up and taking down of various recreational activities, events and programs, and making arrangements for us of various City facilities (i.e. Fire House; Senior Center, CPE Gym & soccer field). Requesting maintenance and custodial service for City facilities; and 9. Prepare budget for recreation programs, special events, capital expense and direct programs with in the budgeted guidelines. ~~ 10. Complete special projects as directed by Public Works Director. SUPERVISION RECEIVED: Works under the general direction of the Public Works Director. Independence of action is stressed in genera] performance of duties, (receiving general guidance, direction, and review from the Public Works Director), with work reviewed on the basis of results obtained. SUPERVISION EXERCISED: Directs and supervises recreation assistant, part-time recreation staff, volunteers utilized in the City recreation program, and others as requested by the Public Works Director. TYPICAL EXAMPLES OF WORK: An employee in this classification may perform any of the following duties. However, these examples do not include all the specific tasks which an employee in this job classification may be expected to perform. 1. Develops, schedules, promotes, and administers various activities, such as community education, outdoor recreation, enrichment classes and special events through out the year for persons engaged in recreational programs and co-sponsored programs. 2. Interview & hire staff including full time, part-time, insriuctors and volunteers. 3. Coordinate development of a Parks & Recreation Master Plan, recruit team members, plan meetings, arrange for materials, distribute survey materials, arrange for public meetings, assemble the final Master Plan to present to the Council. 4. Collects data, opinions and relevant information; prepares written letters, memorandum, and reports; 5. Presents oral presentations to the staff, Parks Commission, City Council, Expo/County, clubs, organizations, school groups, and the general public on recreation activities & programs. 6. Assists in the planning, design, and layout of parks, playgrounds, sport court, and other related recreation facilities. Assists in the construction process and development of parks and recreation facilities as needed. 7. Seek out and apply for available gift, donation, grant and loan type funds or other contributions from Federal, State, and local agencies; various foundations and service organizations; and the general public for various and recreational programs and activities. Prepare applications and provide follow-up as necessary to obtain the available funds, contributions or service. 8. Prepares letters, brochures, leaflets, questionnaires, surveys, flyers, and staff reports regarding recreational programs, activities and events; and City recreational infrastructure and capital improvement programs. Discusses and presents prepared written materials with City Staff, the City Council, Parks Commission, neighborhood meetings, clubs and organizations, other regulatory or advisory committees or groups, and the general public. 9. Schedules facilities for community use, as needed. DESIRABLE QUALIFICATIONS FOR EMPLOYMENT KNOWLEDGE, SKILLS AND ABILITY: ~~ Considerable knowledge of recreational principles and philosophies, and recreation planning and administration. Ability to develop, coordinate, and oversee varied activities involved with a community recreation program. Ability to establish and maintain effective working relationships with City office and field staff supervisors, and department heads; other agencies and their staff; instructors, volunteers, and participants; community leaders and the general public. Ability to effectively use computerized word processing and spread sheet type programs and to effectively communicate in both oral and written form. EXPERIENCE AND TRAINING• Minimum experience and training requirements are as follows: • Bachelor of ArUScience degree in recreation or closely related field; and • Two years recreation experience in the administration or development of recreational programs or activities; or • Any satisfactory equivalent combination of experience and training which insures the ability to perform the work described for this classification may substitute for the above, as determined by the Public Works Director and approved by the City Administrator. NECESSARY SPECIAL OUALIFICATIONS• Possession of a valid Oregon driver's license. First Aid and CPR certification PHYSICAL DF,MAND OF THE CLASSIFICAITON: While performing the duties of this Classification, the employee is frequently required to reach, twist, bend and extend to manipulate objects, tools, controls, or other devices. The Classification requires mobility and the ability to traverse uneven surfaces (i.e. playground's, landscaped areas, developed and undeveloped fields, rough roads, areas of excavation, construction sites, etc.) Duties involve typically moving materials up to 15 pounds and infrequently moving objects weighing up to 65 pounds. Character and flow of work involve normal mental and visual attention. Manual dexterity and coot•dination involved with the use of sporting equipment and playing materials; a computer keyboard, mouse, digitizer pad, and related appurtenances; various artisan tools, guides, equipment, materials, and supplies; standatd office equipment; and motorized vehicles (typically sedans and pick-up trucks), is required more than 50% of the work period with occasional periods of 100% of the work day. WORKING CONDITIONS: Usual office,, parks, sport court, and construction site working conditions. The noise level of the office work environment is typical of most office environments. Field work includes the exposure to noise, nuisance dust, noxious and toxic gases and vapors, inclement weather, ~~ h~affic and other related construction-type job hazards.
