A RESOLUTION AMENDING THE CITY OF CENTRAL POINT PERSONNEL
POLICIES AND PROCEDURES TO PROVIDE CLARIFICATION TO CITY POLICY
WITH RESPECT TO CITY EMPLOYEES SERVING ACTIVE MILITARY DUTY
Recitals
1. "Military Duty" is defined in ORS 408.210
2. The City has employees who are subject to being called into active military duty;
3. The City Personnel Policies and Procedures do not clearly demonstrate certain
policies with respect to employees being called to active duty:
a) Accrual of seniority, sick leave, and vacation time while on military duty
b) Continued coverage of health care benefits; and
4. The City is disallowed by it's current health care provider from directly paying for
an employee's COBRA health care coverage.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF CENTRAL POINT,
OREGON, AS FOLLOWS:
Section 1. "Military duty" means training and service preformed by an inductee,
enlistee or reservist or any entrant into a temporary component of the Armed Forces of the
United States, and authorized time spent reporting to ar returning from such training or
service.
Section 2. An employee of the City of Central Point who is called to military duty
shall, at the completion of their military duty and return to city employment, have added to
their employment retard seniority, sick time, and vacation time in the amount that would
have accrued had the employee continued uninterrupted employment with the City.
Section 3. While an employee is on military duty the City will reimburse to the
employee or employee's designated immediate family member the cost of COBRA health
care coverage for a period of up to eighteen (1$) months, provided that the employee has
immediate family covered under the City's health care coverage at the time of reporting for
military duty, and does not have other comparable or better family health care coverage.
