Q v y A RESOLUTION AMENDING THE CITY OF CENTRAL POINT CLASSIFICATION PLAN WHEREAS, Chapter 2.48 ofthe Central Point Code authorizes and directs the City Council to adopt rules relating to personnel matters; and WHEREAS, the City Council has. adopted such rules as the "City of Central Point Personnel Policies and Procedures" and has mast. recently revised those rules under Resolution No. 879 adopted on June 8, 2000; and WHEREAS, Section 4.1.1 of said rules requires that the duties and responsibilities of each employee of the City shall be approved by the City Council and recorded as the "Classification Plan" for the City of Central Point; and WHEREAS, the City Council deems it to be in the best interest of the City to make revisions to said Classification Plan. Mayor Bill Walton CITY ®F CEl~l'T P®Il~T'T PiT~LIC W® S I)EPAI~'TII~IEl~1'I' CLASSIFICf1'I'I®1~1: TECHNICIAN P®SIT'I®l~t T'I'TLE: SENIOR TECHNICIAN GEl®TEI~L ST'A'TElVIEl~1T' ®F I)iJT'IES: From the work program assigned by the Public Works Director, the Senior Technician carries out the function of the Public Works Department relating to planning, design, engineering analyses, contract administration, construction inspection, operation,. and maintenance of public works facilities in the City. The general duties of this Classification include, but are not limited to, the following: 1. Tentative plan, site plan, and construction plan review and staff report preparation;. 2. Construction inspection and contract administration. Construction plan interpretation; performs. field engineering as needed; 3. Addresses the questions, comments, and concerns of the contractors, developers,. the general public, regulators and others in the office and in the field; 4. Assists in the development, revision, and update of the City Public Works Department standards,. specifications, details, and policies; 5. Represents the City on various regulatory/advisory committees, boards, or associations, and in meetings, as needed; 6. Seeks and administers grants and loans for various public works projects; 7. Prepares engineering reports and construction cost analyses for various capital improvement projects within the City; and 8. Any other duties as maybe assigned or directed. SiTPEIaVISI®h1 CEIVEI): Works under the general direction of the Public Works Director, who develops the work program and work assignments for the department. Independence of action is stressed in general performance of duties, (receiving general guidance, direction, and review from the Public Works Director), with work reviewed on the basis of results obtained. SiJPEI~VISI®1~1 EXEI~CISEI): Directs and supervises public works crews, other City staff, and/or contractors, as requested by the Public Works Director. 'TI'PICAL EXAIVIPLES ®F' W® An employee in this classification may perform any of the following duties. However,. these examples do not include all. the specific tasks which an employee in this job classification may be expected to perform. Performs drafting (utilizing both computer-aided and hand tools) of engineered drawings and details for City improvement projects, and other work as assigned by the Public Works Director. 2. Reviews developer/builderpregared tentative plats, site plans, and/or construction drawings and specifications for completeness according to the requirements set forth by the City for construction within public right-of--ways or easements in accordance with the City's municipal code and Public Works Department standards, details, requirements, and policies. 3. Performs on-site construction inspection of both City and public contract construction projects, or other construction projects involving public facilities or infrastructure, that are within the City's jurisdiction. 4. Aides in the issuance of City Public Works Department permits and the calculation of applicable fees and charges. Assists the Public Works Director in establishing necessary development and utility fees. and charges, and updating existing fees and charges established by the City. 5. When requested by the Public Works Director, attends and participates in various regulatory and advisory technical and policy committees. Gathers information and provides input to these committees of concerns, requests, and requirements of the City.. 6. Reviews plans and specifications, prepares staff reports, and discusses the staff reports with City staff, applicants, developers, engineers, and consultants regarding site plans, plat maps, development projects, and public infrastructure and facility capital improvement projects. Presents staffreports, as requested, to the City Council, Planning Commission, neighborhood meetings, and other regulatory or advisory committees or groups. 7. With the assistance of others, performs technical field surveying work gathering topographic, right-of--way, and other related surveying information required far design and analyses of existing and planned new public facilities and infrastructure. Reduces field notes and prepares maps and cross-sections as necessary. Performs construction staking for projects. I)ESII~A~LE ®iJALIFICA'TI®1®1S F®1~ EIVIPL®YldIEl~T ®WLEI)GE SKILLS Al~tI) A~ILI'T~'° Knowledge of the modern principles, practices, techniques, and standards of civil engineering. and land surveying for the development and construction of public facilities and infrastructure, which include streets, water, storm drainage, sanitary sewer, parks,. irrigation systems, and other related construction. Construction includes maintenance,. repair, replacement, reconstruction, and expansion of public facilities. Ability to organize and complete the inspection of numerous construction prof ects and determine the acceptance or rej ection of improvements according to City construction standards and requirements. Knowledge and proficiency in the use of computer-aided drafting programs (AutoCAD) and hand- drafting tools; and computerized spreadsheets, modeling, engineering analyses, and word processing programs. EXPE ENCE 1-~1~1) 'I'I~Il~I1~TG: Minimum experience and training requirements are as follows: Bachelor of Science degree in Civil Engineering; and One year experience as an engineering technician or higher Classification performing similar tasks as described for this Classification; or Any satisfactory equivalent combination of experience and training which insures the ability to perform the work described for this classification may substitute for the above, as determined by the Public Works Director and approved by the City Administrator. PIIYSICAI, I)Eli~IANi)S ®F"I'IIE CI.ASSIFICA'I'I®N: While performing the duties of this Classification, the employee is frequently required to reach, twist, bend, and extend to manipulate objects, tools, controls, or other devices. The Classification requires mobility and the ability to traverse uneven surfaces (i.e., rough roads, areas of excavation, construction sites, etc.). Duties involve typically moving materials up to 15 pounds and infrequently moving objects weighing up to 65 pounds. Character and flow of work involve normal mental and visual attenuation. Manual dexterity and coordination involved with the use of a computer keyboard, mouse, digitizer pad, and related appurtenances; drafting tools and guides; engineering and surveying tools and equipment; standard office equipment; and motorized vehicles (typically sedans and pick- up trucks), is required more than 50% of the work period with occasional periods of 100% of the work day. W® NG C®NI)ITI®NS: Usual office and construction site working conditions.. The noise level of the office work environment is typical of most office environments. Field work includes the exposure to noise, nuisance dust, noxious and toxic gases and vapors, inclement weather, traffic and other related construction-type job hazards. Where appropriate, personal protective equipment will be issued to the employee for use, with the employee being trained in its application and use,
