HomeMy WebLinkAboutCitizen Survey 2001Citizen Survey The City of Central Point is preparing a new budget for the City that will cover the period from July 1, 2001 through June 30, 2002. Each year the City goes through this process identifying where revenues will come from and trying to balance that against all of the expenses that the City will incur during the coming year. Each year it also seems that this job gets harder. Most of the City's revenues come from the State of Oregon in the form of some kind of tax: property tax, gas tax, liquor and cigarette tax. The other major sources of revenues for the City are franchise taxes paid by public utilities for using City streets, systems development charges (SDCs) paid°by developers, and water charges for the sale of water to the public. The general outlook for City revenues is mixed. State revenues are definitely shrinking. The passage of Measure 50 rolled back property taxes and capped any increases at a maximum of 3% per year. Gas, liquor and cigarette taxes are all being reduced by the State. This is offset to some degree, though, by the fact that the City has been growing steadily for several years. This has helped the City's General Fund. This is the fund that pays for the general administration of the City a:.d includes police, %uuri, uiiity i~iiliug, piauuing, building auu°park maintenance services. The other major services provided by the City are the maintenance, repair, replacement and expansion of the City's water, storm drain, street and park systems. This is largely the responsibility of the Public Works Department. These services are funded by~three mains sources of revenue: franchise taxes, systems development charges (SDCs) and water charges. For several years, the franchise taxes collected from public utilities by the City have been pledged to the maintenance of the City's street system. This is a very stable source of revenue that can be counted on to increase each year as the City continues to grow. However, there is a bill presently before the State legislature, pushed by the public utilities, that would eliminate franchise taxes and to partially replace them with a State wide personal income tax increase. Systems development charges (SDCs) are directly pegged to growth. If growth is steady, SDCs increase. If growth slows down, so do SDCs. These funds are also unique in that they cannot be used for day to day maintenance and repair, but only for increasing the capacity of the City's water, storm drain, street and park systems, such as widening a road or increasing the size of a water line. Water charges are collected from the City's water customers and are used largely for the maintenance of the City's water system. The City buys its water from the Medford Water Commission. The Commission raises its water rates each year. However, the City has not passed on this increase to its customers for the past•three years. It is likely, however, that a water rate increase will be necessary in the coming budget year. The City is asking for your help in determining the best ways to provide for the long-term funding of City services. The City is committed to building the public infrastructure that will be needed to sustain the City's long-term growth and economic health and to continue to provide the high level of City services that its citizens deserve and have come to expect. With that in mind, the City would like you to take a few minutes to complete the survey on the reverse side and return it to City Hall at your earliest opportunity. The survey questions focus on the source of long-term revenues for the City and the acceptable levels of City services and public infrastructure. The City will tabulate the results of the survey for use by the City Council and the citizen members of the Budget Committee in putting together this year's City budget.
