HomeMy WebLinkAboutCouncil Resolution 541RESOLUTION N0. 541 A RESOLUTION GRANTING TENTATIVE APPROVAL OF PRELIMINARY PLAT FOR PHASE V OF STONECREEK No. 3 SUBDIVISION WHEREAS, subdivider Gary T. Whittle has submitted a preliminary plat for Phase V of Stonecreek No. 3, a subdivision located along a westerly extension of Timothy Street and a proposed southerly portion of Daniel Street in the southwest quadrant of The City, and, WHEREAS, the Planning Commission of the City on March 6, 1990, by Planning Commission Resolution No. 186 has reviewed said application for approval of preliminary plat and has recommended approval subject to the conditions set forth in the staff report of the Public Works Department, and WHEREAS, the City Council of the City of Central Point held a public hearing upon said application for approval of the preliminary plat on March 15, 1990, pursuant to Central Point Municipal Code Section 1.24.020D, and having at said public hearing received and reviewed the City staff report and testimony, and. being fully advised, now, therefore, BE IT RESOLVED BY THE. CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Based upon the staff report, evidence, and record relating to said application, the City Council hereby finds that said application meets the requirements for preliminary plat applications, that said preliminary plat as proposed is in compliance with the City's comprehensive plan and zoning code, and if the conditions set forth. hereinafter are met, said application meets the RESOLUTION NO. 541 _ 1 STONECRK3.PP/CORES City's requirements for subdivision layout, park dedication, street standards, water system standards, sanitary sewer standards, and storm drainage standards. Section 2. The City Council. hereby grants tentative approval of the pre- liminary plat submitted by subdivider Gary T. Whittle for Phase V of Stonecreek No. 3 subdivision, subject to the conditions set forth in Exhibit A, attached hereto, and. by this reference expressly made a part of the within resolution. Section 3. This action. of the Council shall be noted on two copies of the preliminary plat, including reference to the conditions set forth. in Exhibit A, with one copy to be returned to the subdivider and one copy to be retained in the City planning files with a memorandum setting forth the action of the Council, as required by Central Point Municipal Code Section 16..24.080. RESOLUTION N0. 541 _ g STONECRK3.PP/CORES CONDITIONS STONECREEK #3, PHASE V 1. The Master Plan for the Stonecreek No. 3 identifies Daniel Street extending south through Tax Lot 11 and 12. From preliminary indications, property south of this development can be adequately served from Glenn Way. Developer shall provide information as to the affect this change would have on traffic. 2. A storm drainage system shall be constructed to the South between Lot. 11 and 12 to provide drainage of the seasonal stream that traverses this property. 3. Property driveways shall be installed at locations the farthest point away from street intersections for all corner lots. 4. Storm drainage calculation shall be provided by the engineer with final construction drawings to assure proper sizing. 5. Street name signs including posts, labor and equipment for installation of street signs shall be paid for by the developer of this subdivision, and the installation shall be completed by the City. 6. A traffic control signing plan shall be included as apart of the final construction plans, and will. be installed by the City and all costs associated with traffic control sign installation shall be paid for by the Developer. 7. A soils engineer must evaluate the strength of the soil (R-value) to determine the street section design. The City's engineer shall be used, and the developer shall pay for the cost of these services. A design life for Timothy Street shall be a minimum 20 year life, given a daily traffic volume not to exceed 1000 vehicle trips per day and 246 truck traffic shall be used. 8. A street lighting plan shall be included in the construction documents according to the requirements of the Public Works Director. All intersections shall be illuminated. Developer to install all pads and conduits for street lights as a part of the construction of the subdivision. The developer shall also pay for street lights and for the installation of all street lights in this subdivision. 9. Ladder rungs shall be installed in each sanitary sewer manhole of a depth greater than 3.0 feet to the flow line of the manhole. Developer shall use ladder rungs approved the Central Point Public Vdorks Department. 030690 10. There is a small. seasonal stream which flows through this property. Developer shall construct a storm drainage system which collects the flow from this stream and discharges this flow in such a manner as to not cause flooding of any lot.. 11. Catchbasins must be located no greater than 350 feet for any section of curb and gutter. 12. Developer shall design the storm drainage system to meet the design requirements in accordance with the City of Central Point Public Works Standards. 13. Developer sha17 install or cause to be install conduits for utilities at intersections, or locations determined by utility companies. Developer shall also provide conduit crossings for utility companies who will not install their services until after the subdivision is constructed. The developer shall be responsible for all costs associated with the installation of these conduit crossings. 14. The water- system shall be designed to provide a minimum flow at each fire hydrant in the subdivision of 1000 gpm. 15. A subdivision Agreement shall be approved by the City Council prior to issuing a permit for construction of this subdivision. 16. A71 construction for utilities, streets and other structures discussed herein within rights of ways owned or- to be owned by the City of Central Point, shall be done so according to all rules, regulations, ordinances, resolutions, and other applicable requirements of the City of Central Point for construction of this subdivision. 17. The final plat for this subdivision shall not be approved by the City Council until all conditions as herein stipulated and as approved for this subdivision have been met. 18. The preliminary plat review for the preliminary plat submitted herein by Gary Whittle was done in accordance with the rules, regulations and ordinances in effect as of the date of this review. Any modifications by the developer which o-aould allow this subdivision not to meet standards set forth in the Central Point Municipal Code or would require staff to complete a new preliminary plat review shall require a new submittal of preliminary plat for City approval. 030690
