HomeMy WebLinkAboutCouncil Resolution 540RESOLUTION N0. 540 A RESOLUTION GRANTING TENTATIVE APPROVAL OF PRELIMINARY PLAT FOR MEADOW CREEK SUBDIVISION WHEREAS, subdivider Mike Mahar has. submitted a preliminary plat for Meadow Creek, a subdivision located north of Beall Lane and west of Interstate 5 Freeway in the southeast quadrant of The City, and, WHEREAS, the Plarning Commission of the City on March 6, 1990, by Planning Commission Resolution No. 188 has reviewed said application for approval of preliminary plat and has recommended approval subject to the conditions set forth in the staff report of the Public Works Department, and WHEREAS,. the City Council of the City of Central Point held a public hearing upon said application for approval of the preliminary plat on t4arch 15, 1990, pursuant to Central. Point Municipal Code Section. 1.24.020D, and having at said public hearing received and reviewed the City staff report and testimony, and being fully advised, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Based. upon the staff report, evidence, and record relating to said application, the City Council hereby finds that said application meets the requirements for preliminary plat applications, that said preliminary plat as proposed is in compliance with the City's comprehensive plan and zoning code, and RESOLUTION N0. 540 _ I MEADOWCR.PP/CORES if the conditions: set forth hereinafter are met., said application meets the City's requirements for subdivision layout, park dedication, street standards, water system standards, sanitary sewer standards, and storm drainage standards. Section 2. The City Council hereby grants tentative approval of the pre- liminary plat submitted by subdivider Piike Mahar for Meadow Creek Subdivision, subject to the conditions set forth in Exhibit A, attached hereto, and by this reference expressly made a part of the within resolution. Section. 3. This action of the Council shall be noted on two copies of the preliminary plat, including reference to the conditions set forth in Exhibit A, with one copy to be returned to the subdivider and one copy to be retained in the City planning files. with a memorandum setting forth the action of the Council, as required by Central Point Municipal Code Section 16.24.080. In reviewing this requirement, the developer has pointed out that by constructing Hopkins Road extension south the Merriman is in conflict with policy 1, Page IX-11 which states "Include in all future specific or neighborhood plans, provisions for- reducing through traffic in residential neighborhoods. The developer shall provide a technically complete traffic study which identifies existing and projected traffic volumes and circulation to substantiate this modification of the comprehensive plan. 2. Beall Tane, Merriman Road shall be widened to a 48' curb to curb street. The widening shall include curbs/gutters, sidewalks, street lights, storm drainage, street improvements for a southbound left turn pocket on Merriman, and a northbound right turn pocket. This improvement shall extend South 100' and north past the developers property to provide a 10 to 1 taper to match existing pavement width. Far West Avenue shall be widened to a 60' right of way at Merriman Road to provide two 12' lanes and one 18' lane at 40' curb to curb at the entrance. This will provide right and left turn lanes at the main ingress/egress to the subdivision. 3. A Master Traffic Delineation Plan shall be developed to provide adequate sight distance,. stopping distance, clear vision at intersections for Beall Lane and Merriman Road. 4. The water system shall be designed from the 12" on Beall and continue to Merriman and Far West Avenue. From this point, the subdivision shall be fed by an 8" service. All through streets shall be stubbed with an 8" DIP and a valve for future connection. 5. Fire hydrants shall not be spaced greater than 500' final spacing plan to be approved by the Central Point Fire Department. Fire hydrants shall be connected from an 8" water main. 6. Services shall be spaced as much as possible to locate one on each side of a front property line. 030690 7. Sanitary sewer system shall be designed to provide 4" services per lot, and stubbed to provide for future connections on through streets.. 8. Two seasonal streams traverse the southwest and southeast portions of this development. The developer shall design a storm drainage system which collects the flow from these seasonal streams and this subdivision, and carries the flow through the subdivision in such a manner that would not flood any lot in this subdivision or properties upstream or downstream. 9. Developer shall provide engineered drainage calculations to determine proper sizing of the storm drainage system as it relates to the drainage area in which this development is located. 10. Developer shall design the storm drainage system to meet the design requirements in accordance with the City of Central Point Public 4dork Standards. 11. Street name signs including posts, labor and equipment for street sign installation shall be paid for by the developer of this subdivision, and the installation shall be completed by the City. 12. A traffic control signing plan shall be included as a part of the final construction plans, and will be installed by the City and all costs associated with traffic control sign installation shall be paid for by the Developer. 13. A soils engineer must evaluate the strength of the soil (R-value) to determine the street section design. The City's engineer shall be used, and the developer shall pay for the cost of these services. A design life for Merriman and Beall Lane shall be a minimum 20 year life, given a daily traffic volume of 10,000 vehicle trips per day, and 10o truck traffic. A design life for Far West Avenue shall be a minimum 20 year life given a daily traffic volume of 2000 vehicle trips per day and 2°5 truck traffic. The remaining streets shall be designed for a 20 year life, 1000 FT/D and 2Pd truck traffic. 14. A street lighting plan shall be included in the construction documents according to the requirements of the Public Worl<s Director. All intersections shall be illuminated. Developer is to install all pads and conduits for street lights as a part of the construction of the subdivision. The developer shall also pay for street lights and for the installing of all streets lights in this subdivision. 15. Ladder rungs shall be installed in each sanitary sewer manhole of a depth greater than 3.0 feet to the flow line of the manhole. Developer shall use ladder rungs approved by the Central Point Public Works Department. 2 030690 16. Developer shall install or cause to install conduits for utilities at intersections, or locations determined by utility companies. Developer shall also provide conduit crossings for utility companies who will not install their services until after the subdivision is constructed, Developer shall be responsible for all costs associated with the installation of these conduit crossings. 17. The water system shall be designed to provide a minimum flow at each fire hydrant in the subdivision of 1000 gpm. 18. The final plat for this subdivision shall not be approved by the City Council until all conditions as herein stipulated and. as approved for this subdivision have been met. 19. The preliminary plat review for the preliminary plat submitted herein by Pacific Trend Building Company was done in accordance with the rules, regulations and ordinances in effect as of the date of this review. Any modifications by the developer which would allow this subdivision NOT to meet standards set forth in the Central Point Municipal Code, or would require staff to complete a new preliminary plat review shall require a new submittal of preliminary plat for City approval. 20. No driveway accesses shall be allowed from lots that abut Merriman Road or Beali Lane.. All accesses shall be designed in accordance with the Public Mork Standards. 3 030690
