HomeMy WebLinkAboutCouncil Resolution 536RESOLUTION N0. 536 A RESOLUTION GRANTING TENTATIVE APPROVAL OF PRELIMINARY PLAT FOR STONE. CREEK SUBDIVISION N0. 3, PHASE IV WHEREAS, subdivider Gary T. Whittle has submitted a preliminary plat for Stone Creek Subdivision Nc. 3, Phase IV, a subdivision located generally on Daniel Street between Glenn Way and Timothy Street within. the City, and WHEREAS, the Planning Commission of the City on January 2, 1990, by Planning Commission Resolution No. has reviewed said application for approval of preliminary plat and has recommended approval subject to the conditions set forth in the staff report of the Public Works Department, and WHEREAS, the City Council of the City of Gentral Point held a public hearing upon said application for approval of the preliminary plat on January 18, 1990, pursuant to Central Point Municipal Code Section 1.24.020D, and having at said public hearing received and reviewed the City staff report and testimony, and being fully advised, now, therefore, HE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF CENTRAL POINT, OREGON, AS FOLLOWS: Section 1. Based upon the staff report, evidence, and record relating to said application, the City Council hereby finds that said application meets the requirements for preliminary plat applications, that said preliminary plat as proposed is in compliance with the City's comprehensive plan and zoning code, and if the conditions set forth hereinafter are met, said application meets the City's requirements for subdivision layout, park dedication, street standards, water system standards, sanitary sewer standards, and storm drainage standards. Section 2. The City Council hereby grants tentative approval of the preliminary plat submitted by subdivider Gary T. Whittle for Stone Creek Subdivisions No. 3, Phase IV, subject to the conditions set forth in Exhibit A, attached hereto, and by this reference expressly made a part of the within resolution. Section 3. This action of the Council shall be noted on two copies of the preliminary plat, including reference to the conditions set forth in Exhibit A, with one copy to be returned to the subdivider and one copy to be retained in the City planning files with a memorandum setting forth the action of the RESOLUTION N0. 536 - 1 (STONECR.RES - 010890) Council, as required by Central Point Municipal Code Section 16.24.080. Street name signs including posts, labor and equipment for installation of street signs shall 6e paid for by the developer of this. subdivision and the installation sha1T he completed by the City. 2. A traffic control signing plan shall be included as a part of the final construction plans, and will be installed by the City and all costs associated with traffic control sign installation shall be paid for by the Developer. 3. A soils engineer must evaluate the strength of the soil (R-value) to determine the street section design. The City's engineer shall be used, and the developer shall pay for the cost of these services. A design life for Snowy Butte Lane shall be a minimum 20 year life given a daily traffic volume of 1500 vehicle trips per day and to truck traffic. 4. A street liahtir.g plan shall be included in the constructien dbcumen s according. to the requirements of PP&L. All intersections shall be illuminated. Developer to install all pads and conduits for street lights as apart o-" the.cor.struction of the subdivision. The developer shall also pay for street lights and for the installation of all street lights in this subdivision. 5. The developer shall construct a valve at the end of the street in this phase for future connection of the next phase of this. development. 6. Ladder rungs shall be installed in each sanitary sewer manhole of a depth greater than 3.0 feet to the flo:•~ line of the manhole. Developer shall use ladder tunas approved by the Central Point Public Works Deoartment. 7, .There is a small seasonal stream which flews through this property. Developer shall construct a storm drainage system which collects the flow from this subdivision and carries through this subdivision in such a manner as to not cause flooding of any lot in or drainage area of this seasonal stream. 8. Developer's engineer shall evaluate the downstream st ructures of the drainage system which provides discharge for this subdivision. If it is determined that any structure(s) can not mee the flow requirement not to exceed a i00 year flood, the developer shall improve said structure(s) to meet this requirement. Said improvement shall be done according to the plans completed by the Developer's engineer and approved by the Central Point Public Works's Department. 9. Catchbasins must be located no greater than 3.50 feet for any section of curb and gutter. 5 eJ 10. Developer shall design the storm drainage system to provide for discharge of properties ir,future phases or within the drainage service area. of this subdivision's sLOrm drainag=_ system. 11. A $200.00 per lot parks and recreation fee will be paid prior to City Council considering approval of the Final Plat. 12. The developer shall install or cause to be instated, conduits for utilities at intersections or locations determined by utility companies who will not install their services until after the subdivision is constructed. A Subdivision Agreement shall be approved by the City Council prior to issuing a permit for construction of this subdivision. 14. Zf it is determined that insufficient flow lass than 1000 gpm is unattainable for fire flow in this subdivision, the developer shall make the necessary corrections to the existing water system within this subdivision to obtain the required fire flow. The correction(s) shall be completed as a part of the construction of this subdivision. 18. Developer shall construct the storm drainage system to meet the requirements set forth by the Department of Environmental Quality for biochemical oxygen demand, suspended solids, ammonia, and phosphorus. Any correction to the storm drainage system shall be completed during the construction of this subdivision. 19. Snowy Butte Lane shall be constructed to a 50 36' curb to curb width.
