RoB Call: Herb Farber, Chairman; Sam Inkley, Jr., Sam Inkleg Sr., Damian [diart, Peg Wiedman, and Walter Moczygemba were present. Rick Perry was absent. Also in attendance were Ken Gerschler, Community Planner and Dave Arkens, Planning Technician. III. Minutes from the Tuesday, February 6, 2003 meeting were approved. IV. Public appearances There were no public appearances. V. Business A. Regional Problem Solving Overview Ken Gerschler, Community Planner, briefly overviewed the RPS process and some of the history behind the proposed Urban Reserve undertaking. He explained that [he City Council and Planning Commission have taken public input on the reserve areas and the Planning Commission met Tuesday, April 16, 2003 to make [heir recommendation to the City Council- B. Discussion & Recommendation for Urban Reserve Areas CP-1 & CP-5 CP-1 Mr. Gerschler presented two drawings of CP-1 to the committee. The first one was the island drawing azound [he Seven Oaks interchange. The second was [he revised CP-1 the Planning Commission drew the night before which connects the island [o [he current Urban Growth Boundary of Central Point along the west side of I-5 and the railroad tracks. Peg Wiedman wanted to know all the groups, laws, and restrictions pertaining to [he RPS process. Hetb Farber stated that the best source of information would be the Rogue Valley Council of Governments. Sam Inkley, Jr. and Sam Inkley, Sr. stated that correcting CP-1 to the current UGB line would be best. Damian Idiart stated that we should be as expansive as possible. The consensus was made to recommend the azea between the Seven Oaks interchange and the current UGB to the City Council CP-5 Ken Gerschler explained the area and the revision made by the Planning Commission. The consensus was made to recommend the revised azea to the City Council. Tlils azea includes properties between Grant Road, Scenic Road and the current UGB. C. Discussion & Recammeudatiou for Urban Reserve Areas CP-2 & CP-3 CP-2 The discussion for CP-2 included soils, connectivity with the current UGB on the Northeast side of the city and Upton Road, and a possible school location on the property along Upton Road. The consensus from the committee was to recommend CP-2 as is. CP-3 The discussion for CP-3 included the possible connection with a bike path across Bear Creek at the oId bridge crossing, the fact that there is no irrigation to these properties and a possible sports park. The consensus from the committee was [o recommend CP-3 as is. VI. Miscellaueaus Ken Gerschler stated that the committee will be looking at ordinance changes at the next meeting. Walter Moczygemba asked if there are any plans to patrol the Bear Creek Greenway path in the future due to homeless individuals living near the path. He was advised to contact the Sheriff s office and let them know about the problem. VII. Adjournment The committee adjourned at approximately 8:45 P.M
