A Citizens Advisory Committee study session was held in City Council Chambers on July 11, 2006, commencing at 6:00 p.m. Presem were Herb Farber, David Painter, Charles Jakabosky, Joe Thomas, and Sam Inkley, Jr. Peg Wiedman was absent. Also in attendance were Tom Humphrey, Community Development Director, Don Burt, Planning Manager, Dick Halley, City Council liaison, and Didi Thomas, Planning Secretary. Tom Humphrey informed the committee [hat he would be consulting with the Mayor to have another chairperson appointed for [he Citizens Advisory Committee as Walter Moczygemba had resigned. A motion was made by Herb Fazber and seconded by David Painter to approve the minutes of the Apol 11, 2006 meeting. Joe Thomas asked why Pine Street goes from four lanes to three lanes neaz the intersection of Highway 99. Tom Humphrey explained that the original plan was to funnel traffic into one lane and allow for a choice between IeR and right turns, or proceeding straight ahead. He firrtlrer advised that JRFI Transportation Engineering was studying traffic on Pine Street, and modifications may have to be made to the intersection. Mr. Htunphrey added he would like [o see the downtown azea become more pedestrian friendly as a result. More information regarding transportation issues will be forthcoming within the next 30 - 45 days. David Painter questioned the adequacy of striping on Pine Street from Highway 99, through the entire downtown to the freeway, and Mr. Humphrey stated he would bring the matter up with the Public Works Departrnent. In response to a question concerning the current status of a railroad crossing, Tom Humphrey said that at the present time the City is working with aright-of-way consultant and an attorney on available options. In order [o use their railroad crossing, the City will need to enter into an agreement with Jackson County for improvements to Scenic Avenue. Don Burt, Planning Manager, made a presentation to the committee of selection criteria to be used for identifying lands to be included within an urban growth boundary amendment, explaining that the City is mandated by State law to use this selection Citizens Advisory Committee July 7 1, 2006 Page 2 criteria for identifying and prioritizing properties to be considered for inclusion as we can only take in so much property. Maps and a matrix of possible properties to be considered for inclusion will be presented io committee members at a future meeting. Jake Jakabosky asked if the City was on track with the draft schedule for a proposed UGB amendment. Mr. Burt responded that identifying boundazies would likely occur at yeaz's end. The City still needs to coordinate with Jackson County and the current draft schedule is fairly aggressive. Mr. Burt added he hoped io be ready for a public fonun by late September. Tom Humphrey explained that the City needs to come up with a reasonable set of population projections before proceeding with urban growth boundary discussions in order for a reasonable amount of land to be set aside for residences. Mr. Jakabosky questioned whether the Expo would be included in expansion discussion. Don Burt stated the Fairgrounds were not going to be considered by the City for expansion at this time as they were considered to be a regional service facility. The amount of commercial, residential and industrial land for consideration will be determined by population projections. Tom Humphrey then presented an overview of proposed population projections which were prepared for Jackson County by ECONorthwes[ with historical information provided by the Oregon Office of Economic Analysis. A date will be set for a public hearing for consideration and recommendation to the County Board of Commissioners prior to adoption of the new population projections for the County. The projections will then be used for transportation, urban growth and Regional Problem Solving issues. Meeting was adjourned a[ 6:55 p.m.
