CITY OF CENTRAL POINT
APRIL 10, 1997
I. THE MEETING WAS CALLED TO ORDER at 7:05 p.m. by the Public Works Director,
in Chairman Gilkey's absence.
II: ROLL CALL - Those present were Glen Brady, Jan Dunlap, John LeGros, and Mindy
Martin.
III. CORRESPONDENCE - There was no correspondence.
IV. MINUTES: Commissioner Dunlap made a motion to approve the minutes for February
13, 1997. The motion was seconded by Commissioner Brady and carried by a 3 -0 vote

V. PUBLIC APPEARANCES - There were no public appearances.
VI. BUSINESS
A. The Public Works Director reviewed the advantages, disadvantages, and public
comment on various playground surfacing materials used by the City for areas
underlying play equipment in the City Park. After reviewing the various options
available, the commission moved, by unanimous consensus, that the "chipped
rubber" type surfacing material would be used in areas typically utilized by toddlers
and younger children (slides, climbing structures, etc.); and "pea gravel' materials
would be utilized at the swings and similar areas.
B. The Public Works Director indicated that the swing set located at Central Park will
be moved and reinstalled in a more interior portion of the park.
C. Several of the Commissioners questioned when the picnic tables would be placed
in the parks. The Public Works Director indicated that the public work's crew
were finishing restoration and painting of the tables and that the crew would be
placing the tables in the parks in the near future.
D. The Public Works Director discussed the status of work on the Flanagan Park
Flood Repair/Park Enhancement Project. He also discussed the highlights of the
Neighborhood meeting held at Mae Richardson School on April 2, 1997. The
Public Works Director also discussed the infeasibility of constructing the
previously promised pedestrian bridge across Griffin Creek, due to the floodway
concerns raised by FEMA and other restrictions by ODFW and ODSL.

E. City Planning Technician Ken Gerschler reviewed the developer's proposals for a
park site to the northwest of the Central Park East Subdivision on Gebhard Road,
and the proposed park in the Beall Estates Phase III subdivision.
VII. MISCELLANEOUS
Commissioner LeGros asked what was going to be done with the unimproved First Street
Right -of -Way located between Cupp Drive and Freeman Road. He suggested that instead
of vacating the property that the city could develop the property into a jogging/walking
trail, with exercise stations located along the trail. He also suggested making some
drainage improvements that could be incorporated into the design of the park to mitigate
some of the existing drainage problems in this area.
VIII. NEXT MEETING - It was moved by consensus that the next meeting of the Parks
Commission be held on Thursday, May 22 ,1997, at 7:00 p.m. in the City Council
Chambers.
IX. ADJOURNMENT - The meeting was adjourned by consensus at 8:35 p.m.
