Citizens Advisory Committee
Minutes of Study Session
September 12, 2006
6:00 P.M.
A Citizens Advisory Committee study session was held in City Council Chambers on
September 12, 2006, commencing at 6:00 p.m.
Present were Joe Thomas, Herb Farber, Charles Jakabosky, Sam Inkley, Jr. and David
Painter. Peg Wiedman was absent.
Also in attendance were Tom Humphrey, Community Development Director, Don Burt,
Planning Manager, and Didi Thomas, Platudng Secretary.
Tom Humphrey proudly announced Iha[ Joe Thomas had been appointed by Mayor Hank
Williams as chairman of the Citizens Advisory Committee. Mr. Humphrey added he
would attempt to secure additional members to participate on the Citizens Advisory
Committee.
A motion was made by David Painter and seconded by Herb Farber [o approve the
minutes of the July 11, 2006 meeting.
Mazk Van Moppes, a citizen, came forward to ask the committee if his property would be
included in an urban growth boandary expansion. Tom Humphrey, Community
Development Director, explained [he process involved in determining which direction the
City would grow. This process is meant to give property owners some certainty and to
also preserve agricultural lands. He further explained that the Citizens Advisory
Committee constituted a sounding board and would forward an independent
recommendation to the City Council of the direction they felt the City should take in
expanding it's urban growth boundary.

Don Burt, Planning Manager. presented a preliminary residential needs assessment
overview to the committee, explaitting [he tasks that would need to be completed in order
to determine the housing and residential land needs of the City for the next 10 - 20 years.
Mr. Bur reviewed and explained the numbers presented in the tables which were
included in his presentation and explained how these numbers were consistent with
planning goals for housing densities and types. Mr. Burt discussed projected land needs
in terms of gross acres, based upon population projections. He identified the need for
different densities and further stated buildable lands would benon-existent in 20 years
and estimated that an urban growth beundary expansion would require approximately
320 acres of land for residential use. Once residential needs have been satisfied,
commercial and industrial lands will be considered.

The Stale of Oregon mandates certain criteria to be used in evaluating lands for inclusion
in an urban growth boundary expansion. Mr. Burt reviewed these criteria with committee
members and indicated that these criteria would help to guide and assist the community
with their selection of available lands.
Mr. Burt presented urban reserve area maps, pointing out the most obvious choices for
potentially includable lands for orderly development where existing facilities and school
districts could be utilized.
Discussion was then opened to the public. A citizen came forward and questioned why
densities appeared [o be so high in the City. Tom Humphrey, Community Development
Director, explained that there was a tendency toward higher densities in an attempt to
preserve agricultural lands and to utilize available land more efficiently. He stated
further that the goal is to mix higher and lower densities so as not to single out a certain
group of people but to moreover attempt to integrate different groups of people into a
neighborhood, creating a small [own feel with walking and bike paths.
The need for more parks was brought up by the citizen and Mr. Humphrey responded that
system development fees are collected from property owners as development occurs and
part of that money goes to purchase additional land for parks. Mr. Humphrey expressed
his hope that there would be more comprehensive planning and more master planned
communities in the future with the UGB expansion and not so much piecemeal
construction.
There was discussion about the time frame within which al] of this is going to happen and
wMch properties were more likely than others to be brought into the UGB. Don Burt felt
that the residential acreage could be nailed down by October with suggestions for
commercial and industrial lands right behind that. Herb Farber asked if envronmentally
sensitive areas would be a factor Mr. Burt replied that we are going [o have to look at
the various properties to find out what percentage of each may be environmentally
constrained.
Janet Jones, a resident of Wilson Road, came forward and strongly encouraged
committee members to include Wilson Road properties in the UGB amendment. Mrs.
Tones expressly dissatisfaction with rain water drainage on her property and that of
several others due to new development projects on adjoining properties. Tom Humphrey
told Mrs. Jones that he and the county engineer had made a site visit to the property in
question, and it might be possible to drain standing water offsite.
Mr. Humphrey indicated significant progress should be made by Christmas with regard to
the UGB expansion and upon notification to DLCD, the process would become more
formal.
The committee then decided to schedule monthly meetings on the second Tuesday of
each month at 6:00 p.m. in Council Chambers in an effort to expedite the process.

Tom Humphrey then presented an update to committee members on issues raised at the
previous CAC meeting as follows:
A chairperson for the CAC committee, Joe Thomas, had been appointed by the
Mayor;
Striping on East Pine Street had been taken care of;
Kittleson & Associates were in the process of doing a traffic count on Eas[ Pine
Street and the Ci[y was waiting for recommendations which would be
forthcoming;
The City is still working [o acquire a new railroad crossing without having to
spend a fortune doing so;
The Regional Problem Solving committee had met and endorsed guidelines far
creating agricultural buffers to control noise, overspray, and dust in Jackson
County;
A motion to adjourn was made by Herb Fazber and seconded by David Painter.
Meeting was adjourned at 7:50 p.m.
The foregoing minutes of the September 12, 2006 Citizens Advisory Committee were
approved by the Citizens Advisory Committee at its meeting of October 10, 2006.
